Steven Powell, the father-in-law of missing Susan Powell, pleaded not guilty Friday to charges of voyeurism, including two cases involving children.

TACOMA — Steven Powell, the father-in-law of missing Susan Powell, pleaded not guilty Friday to charges of voyeurism and possession of child pornography.

Appearing in Pierce County Superior Court in Tacoma, Powell, 61, entered the pleas to the charges that led to his arrested Thursday night in Puyallup. Powell, who was shackled and in an orange jail jumpsuit, was ordered held on $200,000 bail.

Pierce County deputies found thousands of photographs and videos of adult and juvenile females — including Susan Powell — nude or in various state of undress when they searched the Powell family home last month, authorities said. He is charged with 14 felony counts of voyeurism and one count of possession of child pornography.

Authorities said the case is not directly linked to the disappearance of Susan Powell, formerly of Puyallup, who vanished in Utah in 2009. Police there have been searching for her remains in a Utah desert.

Her husband, Josh Powell, who has moved to Puyallup with their two sons since his wife disappeared, is considered a person of interest in the case but has not been arrested.

After Friday's arraignment, Susan Powell's sister, Denise Cox, said she was happy Steven Powell was behind bars. She said she believes he knows more about her sister's disappearance than he's revealed to authorities.

On Aug. 25, police from West Valley, Utah, along with Pierce County deputies, searched the Powell home in the 18600 block of 94th Avenue Court East in Puyallup.

That search yielded computers, photos, digital media and video recordings. The girls in the photos are unclothed and taking a bath, using the toilet and getting dressed or undressed, the Pierce County prosecuting attorney's office said Thursday night.

Steven Powell, who in recent interviews claimed he had sexual interaction with his daughter-in-law before she disappeared, was arrested at 9:30 p.m. Thursday on a warrant.

"The images appeared to be obtained without the consent or awareness of the persons in the pictures and videos," Detective Ed Troyer said. "Some of the images were focused on females' buttocks, breasts or private areas."

Some of the images were of Susan Powell, according to the charging documents, but many of the images were of other females. Some images appeared to have been videotaped through windows with a telephoto lens.

Authorities were able to identify and contact several victims. None said they had given permission or were aware of being photographed or videotaped in their homes.

The charges are Class C felonies and conviction typically brings a sentence of five years, officials said.

Powell was being booked into the Pierce County Jail Thursday night and is expected to be arraigned Friday.

His arrest is the latest twist in a missing-person case that has riveted local media.

In a related development, a Tacoma court commissioner said Friday he won't decide on the custody of the missing Utah woman's two young boys until after Child Protective Services finishes its investigation.

A lawyer for Susan Powell's father argued Friday that the children should be removed from Steven Powell's home following his arrest.

Child Protective Services confirmed that the boys had been placed in foster care.

KOMO-TV reports that at another court hearing Friday, a judge issued a permanent injunction forbidding Josh and Steven Powell from publishing any material from Susan Powell's journals and ordered them to return or destroy any journals already published.

I am hoping he w/talk. If he w/state he had an affair w/his son's wife, what is to keep him from telling LE what Josh did..as I think he knows. I do feel he may turn on his son.

I think the Cox's will get the boys. Josh left those boys with their perverted Grand Father. Lord knows what he did to them.

Had to double gulp when I saw this on tv today.

I am praying for the Cox family. They have been through so much stress. Not only with their daughter missing and probably dead but also with not getting to see their grandchildren.

I think everybody had some idea Stephen was into all of this. I mean his sister knew and I am sure she told the LE early on.

Why did they allow those children to live with this pervert? I shall never believe they just found all of this out.

Everybody knew and they did nothing to protect those children.

What a shame. Shame on all of them.

Steven Powell pleads not guilty to voyeurism, porn charges; Chuck Cox blames Josh Powell for daughter's disappearance

PUYALLUP, Wash. — Steven Powell pleaded not guilty to multiple counts of voyeurism involving young girls Friday and was ordered held on $200,000 cash only bail.

The not guilty pleas capped off a flurry of activity in the Susan Cox Powell case over 24 hours — starting with the arrest of her father-in-law Thursday night and multiple court hearings and motions on Friday related to the missing woman's childhood diaries and custody of her two children.

Appearing in a jail jumpsuit, Steven Powell's appearance in court was brief. He was charged in Pierce County, Wash., Superior Court with 14 counts of voyeurism and one count of possession of materials of minors engaged in explicit conduct. Police say they found about 2,000 photographs of young children, mostly young girls and many in partial states of undress.

If Powell does make bail, the judge said he cannot leave the Seattle and Puyallup areas, and ordered him to have no contact with the alleged victims or come within 1,000 feet of their residence. He will also not be allowed to have any contact at all with children 18 and under and must stay away from schools and playgrounds.

After the hearing, an emotional Denise Cox, Susan Powell's sister, said she believes Steven Powell either had something to do with her sister's disappearance or knows something about it.

"Give up. I wanna know, I want to know what happened to her," was her tearful message to Steven Powell.

Cox, who has not previously spoken publicly about the investigation, said she has accepted the fact that her sister is likely dead.

"I hope the truth comes out soon," she said. "It's hard. I want this all to come to a close."

Also Friday, the parents of Susan Powell for the first time directly accused Josh Powell in connection with their daughter's disappearance.

"We have been reluctant to acknowledge what has been the feeling of many others and that is simply that our daughter is dead. Whether our daughter is being held against her will somewhere or whether she is dead, we both believe the father, Josh Powell, is directly responsible for her disappearance," Chuck and Judy Cox said in court documents filed Friday.

The Coxes also Friday requested custody of Susan and Josh's two sons, ages 6 and 4, in a nearly 90-page document.

"We have prepared this custody petition in anticipation of Josh being arrested for the disappearance, kidnapping/murder of our daughter. Obviously, we are hoping against hope and sending out many prayers that our daughter is somehow, some way found alive," the Coxes said in their petition filed Friday.

The children are currently in protective custody in Washington. Another custody hearing will be held next week.

Josh Powell did not say a word to reporters as he left the courthouse Friday.

Chuck Cox was asked about all of the activity of the past 24 hours, including Steven Powell's arrest.

"I think it's a sad day for the Powell family that this has come out. I am relieved that the children are no longer in that household," he said.

Cox said he did not know if any of the alleged pornographic material seized from Steven Powell's house included his grandchildren. He called the crimes Steven Powell is accused of committing "disgusting."

"I think it very clearly shows that (Susan's) concerns were justified about Steven Powell, it supports everything she said about him," he said. “My daughter did not want those grandchildren in that house. I’m glad they’re not in there now.”

In their petition, the Coxes said that according to Josh Powell's sister, Jennifer Graves, Steven Powell was "into pornography, prostitutes, anti-government, anti-social conduct and behaviors. Steven Powell had suggested at one time that Susan could in fact be a 'common wife' to both he and Josh."

As for whether Steven Powell should be considered a person of interest in his daughter's disappearance, Cox said, "I have no idea what to think about Steven Powell right now. I'm going to let police do the police work."

In the petition for custody, Cox also states that Kirk and Jennifer Graves, who live in Utah and are estranged from Josh and Steven Powell, are willing to step in as a third party for custody.

The Coxes also say police have wanted to interview their young grandsons about their mother's disappearance, and have a person who specializes in interviewing young witnesses lined up in Washington should they get custody, court documents state.

The petition regarding custody of the children was filed after a Pierce County judge ruled in another hearing Friday that Susan Powell's childhood diaries will not be published.

"We do not believe they prove anything about her state of mind as a 28-year-old woman," Chuck Cox said of the diaries.

The judge ruled that not only can the diaries not be released, but any copies previously released to the media or the public should be destroyed.

In court documents related to the diary, Josh Powell wrote that his wife may have committed suicide — something he hadn't previously claimed publicly. He also said he has fully cooperated with police in the investigation into her disappearance. West Valley police, however, have called him a person of interest because they say he has not cooperated with them.

Susan Powell's sister refutes the suicide possibility.

"There's no way she would ever hurt herself," Denise Cox said.

About 12 hours before those court hearings, Steven Powell was arrested at his Puyallup home. The materials used to charge him were collected during a search warrant served on the Powell residence by West Valley police and the Pierce County Sheriff's Office on Aug. 25.

"West Valley police personnel reviewed videotapes and compact discs and found thousands of images of females being videotaped without their knowledge, including Susan Powell," according to a statement from prosecutors. "Many images were of minor females."

Ed Troyer, with the Pierce County Sheriff's Office, said Powell used high-tech camera gear to take inappropriate pictures of young girls in his neighborhood taking showers, sitting on toilets in their homes and of young girls in local parks.

"Basically he's a Peeping Tom with high-tech gear," Troyer said.

Some of the images were of children as young as 8 years old. Prosecutors say some of Steven Powell's digital images were saved onto discs labeled "taking bath" and "open window in back of house."

The 14 counts of voyeurism were based on photographs taken of two young girls, court documents state. The mother of the 8- and 10-year-old girls who were photographed without their consent was contacted after police served a search warrant on Powell's Puyallup home last month.

"Crying, she said that she never thought someone would be watching and photographing her daughters," the Pierce County Attorney's Office wrote.

The girls lived next door to Steven Powell, 61, from June 2006 to August 2007.

West Valley police said even though the search of Steven Powell's home stemmed from their investigation into the disappearance of his daughter-in-law, "this arrest is not related to the case involving the disappearance of Susan Cox Powell."

After some of the images were discovered by the West Valley officers, they were turned over to the Pierce County Sheriff's Office for further investigation.

According to an affidavit filed in Pierce County Superior Court in Washington, there were folders that also contained many graphic images of Steven Powell himself.

The day after his home was searched, Steven Powell told reporters that many of the pictures and videos taken would be considered "inappropriate for a married woman and her father-in-law" while suggesting that Susan Powell was a willing participant in a flirtatious relationship with him.

Steven Powell also made the comment without going into detail, "I wished I had removed some things from the house so they wouldn't have been taken." He also said that "embarrassing" pictures, videos and journals belonging to him had been seized by police.

Kirsi Hellewell, Susan's best friend, said she was glad Steven Powell was arrested but also shocked at what police found.

"I had no idea. I thought I had seen the depths of what Steve Powell had been to. But I had no idea," she said.

Hellewell said the entire reason Susan wanted to move to Utah was to get away from her father-in-law. She said Susan Powell told her about a time when she caught her father-in-law trying to peek through curtains at her while she was undressing. There was also a time Steve Powell tried to kiss her romantically, Hellewell said.

"I've known for a long time what kind of person Steven Powell is," she saidThere was similar reaction from Graves, Steve Powell's daughter.

"It's not unexpected, I guess," she said of her father's arrest. "I thought for a while he had issues that were pretty big. It's kind of unexpected timing to hear about it, but I'm not surprised."

Graves said she knew her father had a problem with pornography in the past, but she didn't know he was taking his own photographs.

"He's got a pretty sick problem there," Graves said.

Both Graves and Hellewell said they don't know if Steven Powell was involved in Susan's disappearance, but hope that if he was, that his arrest will help the case move forward.

Susan Cox Powell, 28, was last seen on Dec. 6, 2009.

In the past few months, Chuck Cox — who also lives in Puyallup — has been engaged in a heated war of words with Josh and Steven Powell. A court eventually ordered Cox and Josh Powell to stay at least 500 feet away from each other.

Josh Powell and his two sons moved back to Puyallup in January 2010, about a month after his wife disappeared. He lives in his father's home.

Everybody knew this man was bad and in spite of that they allowed these children to be moved into his home.

Another time that DFS let children down. No way will I ever believe this was a dirty little secret that just came to light this last two weeks.

Again...shame on all of them. Those children had nobody to protect them and they couldn't walk away.

I am soooo disgusted by this system of ours.

The Pierce County Sheriff’s Office says between June of 2006 and August 2007, Steven Powell committed 14 acts of voyeurism and was in possession of child pornography on August 25th, 2011.

Pierce County detectives say they found some 2,000 images of women and girls as young as seven-years-old being videotaped unknowingly.

“There are pictures he took. He created , he produced. We have photos of his neighbors houses of little girls in bathrooms and naked. Totally inappropriate pictures with high-end lenses or he's by the window or he's put himself in a position to take photos,” said Pierce County Sheriff’s spokesman Ed Troyer.

Police say there were subfolders in his digital archive labeled “Taking a Bath-1,” “Taking a Bath-2,” and “Open Window in Back House.”

Also in the probable cause statement obtained by ABC 4 Detective Gary Sanders says the photographs focus on the “children’s breasts, buttocks, and genital area.”

Det. Sanders points out that Powell’s bedroom window directly aligns with his next door neighbor’s side window. Det. Sanders contacted that neighbor who let him inspect the home. That’s when he “recognized the bathroom and surrounding fixtures that were in the images of the two girls in the bathroom.”

The statement goes on to describe in detail the 14 counts of voyeurism. Among them are:

Child Victim No. 1 is seen in towel and she is captured naked as bathroom door closes

Child Victim No. 2 is seen using the toilet. The camera zooms in on her as she wipes with toilet paper

Det. Sanders contacted the family who lived there in the 2006-2007 timeframe. He found a mother with two young daughters.

“The mothers of the young girls were absolutely distraught,” said Troyer.

The mother “identified herself” and then her two daughters who were eight and nine-years-old at the time. After learning even more that’s when Det. Sanders says the mother “began to cry.”

Finally the probable cause statement lists findings found in “folders of images of Steven Powell himself.” Det. Sanders says inside the folders he found “images of him naked, images of his genitals, and images of him masturbating.”

Police say they are still investigating Powell and there may be further charges brought against him.

I've thought all along that this man is sick and there's no telling what he did to his own children. I'm convinced he is either complicit in or guilty for Susan's disappearance. That's why he brought Josh home so quickly after she disappeared.

Even in the beginning his daughter indicated that she thought it possible that Josh could have been involved. But then, we all thought that, didn't we?

This case has always bothered me, but I could never put my finger on it. I think the investigators must feel the same way.

It has bothered me too because those two men had custody of those two young boys. As I said above..many times LE knew some of what was going on. Sister/daughter had to be a wealth of information. John Q Public knew something was strange but we didn't have details.

Now we do and instead of placing those little boys with loving grandparents..they are with strangers?

Never get caught up in this system of ours...if you can help it and you are a victim.

"I do think it vindicates my daughter, and what we've said about her and it clearly shows that he had motive to detract from her reputation," Cox said today on "Good Morning America."

Susan Powell's husband, Josh Powell, is the lone person of interest in the woman's December 2009 disappearance, and the case has created a bitter rift between the two families.

Cox's statements today come as it was announced that Susan Powell's two sons are in foster care this morning after their grandfather, Steven Powell, was arraigned Friday on child pornography charges. He entered a plea of not guilty.

Josh Powell and the couple's two children had been living with Steven Powell for several months.

"I am hoping they will keep my nephews out of that house," Susan Powell's sister, Denise Cox, said Friday outside the arraignment hearing.

Steven Powell, 61, is charged with using a telephoto lens to take photos of two girls, age 8 and 10, in the bathroom of a neighboring house.

The photos are among thousands he is accused of secretly taking, including shots of women's buttocks and breasts, that police found in his home, according to the charges filed against him.

Powell, who arrived in court in an orange jumpsuit for his first appearance before a judge, is being held on $200,000 bail.
"There are photos of girls in bathtubs and showers, using the toilet, taking baths," said Ed Troyer, a police officer at the Pierce County, Wash., Sheriff's Department.

Powell was arrested Thursday night by Pierce County sheriff's officers on 14 counts of voyeurism and one count of possessing child pornography after police raided his home in August and found thousands of images and videos of women and girls.

Prosecutors told a judge Friday that the charges represent just the beginning of what was found in the files taken from the home, and that Powell had been taking photos and videos for at least 10 years.

Steven's estranged daughter Jennifer Graves said she was not surprised by the disturbing discovery.

"I think it's despicable. I've known for a long time that my Dad had issues. Now we're learning Josh Powell is not the only person of interest in his wife's disappearance ... though police will not say who that other person is," Graves said.

Susan's family has said Steven Powell initiated unwanted sexual advances towards her. But in a recent interview with ABC News, Steven Powell denied any wrongdoing.

When asked if he had anything to do with Susan's disappearance, he said, "I had nothing to do with it."

Steven Powell claimed that he and his daughter-in-law had a relationship that was "beyond the pale, you know, father-in-law, daughter-in-law, flirting, maybe some sexual touching or whatever."

"Susan was very sexual with me," he said. We interacted in a lot of sexual ways because Susan enjoys doing that."

Steven Powell said he had started falling love with his daughter-in-law and that the feelings were mutual.

"Really, I'm 30 years older than she is," he said. "I said, 'Well Josh, it was Susan that came on to me.' As he thought about it, and the next few months he started watching Susan more carefully, it became clear that that's how she interacted with the opposite sex."

Josh Powell denied any type of sexual relationship between his father and his wife, but admitted that his wife was a very sexual person.

Investigators wrapped up a 12-day search of the Utah desert Friday, not far from where Josh Powell says he took the couple's two sons on a midnight camping trip in December 2009, the night before Susan was reported missing.

Denise Cox said she thinks Steven Powell is hiding something.

When asked by a reporter if she believes Steven Powell had anything to do with her sister's disappearance, she said, "Yes, yes I do."

Another hearing on the custody of the Powell boys is scheduled for Wednesday.

I just had a frightening thought. IF Daddy Powell doesn't make bail, then unless LE can find evidence that Josh has similar problems then I bet Josh gets the kids back. IF Daddy does bail out then all Josh has to do is move out of the house and he gets the kids back. I don't know if this would be the case but I bet it's possible.

I honestly wonder how folks like Mr. and Mrs. Cox and our own Cory are able to go on. Uphil levery single day since a tragedy struck them.

God Bless all of them. I don't think I could ever walk in their shoes for not one hour.

Daddy Powell can not go with in 1000 ft of his victims. So I guess he won't be going home if he bails out. I hope that does not open the door for Josh to get the kids back with him at that house.

Josh had to know about his father. Heck I am sure Susan told him and that is why they moved. Surely he and his sister discussed this.

But he moved his two young sons into this home. Shame on him. Shame..shame.

Neighbors have mixed feelings about Steve Powell’s arrest

Sitting in their family room, Joe and Vicki Higginson had a front-row seat to the unfolding drama at Steve Powell’s home.

They watched investigators pull up in unmarked vehicles about 9:30 p.m. Thursday, with lights flashing. They quickly loaded Steve Powell into a squad car. At the same time, they placed the two sons of missing West Valley mother, Susan Cox Powell, into another squad car. The two young boys had backpacks in tow.

Meanwhile, their father, Josh Powell, stood in the driveway with his sister, Alina. For nearly a half-hour after investigators left, the two remained there, with Josh Powell visibly angry and upset as he repeatedly kicked a van parked in their driveway.

Friday, authorities released more details about the voyeurism and child pornography case they’re building against Steve Powell, 61, the father-in-law of Susan Powell. Prosecutors allege Steve Powell was a peeping tom, using video cameras and a telephoto lens to capture images of unsuspecting women and girls living in the neighborhood. Some of the photos showed alleged victims nude, while others focused on their intimate areas, authorities said.

The Higginsons said they weren’t particularly surprised to see Powell hauled off in cuffs. On Tuesday and Wednesday, investigators visited their home, which is adjacent to the Powells’, and met with their now 21-year-old daughter. Investigators showed their daughter three pictures and asked her if she recognized anyone. Their daughter said it wasn’t her, but she did recognize two girls who live nearby.

Joe Higginson said some of the pictures appeared to have been shot through blinds in the Powell home while others were shot from the road. They realized the images likely were seized during the Aug. 25 raid on Steven Powell’s home.

"It’s creepy," Joe said.

Neighbors, by and large, were rattled when learning Steve Powell may have captured footage of them unknowingly. Many homes surround a large greenway, and the Powell home provides an unobstructed view in the windows of at least six homes.


"It’s just weird, kind of freaky," said neighbor Debbie Early, who has a 2-year-old daughter. "In a neighborhood like this, you can see into everybody’s house and yard."

But she was surprised about the arrest.

"Steve? No way," she said. "He just seemed honestly like a normal guy with a job. Like a normal guy trying to be a good parent."

But other neighbors Katie and Rob Felix, parents of two children, saw a different side of Powell.

Katie Felix said their home overlooks the Powell’s house. She would often notice that the blinds in the room where Powell allegedly took his most graphic photos — of children bathing — were always down, but the slats were often open.

When the two learned that Josh Powell’s children had been removed, Katie Felix said they were pleased.

"We all celebrated that," she said about some of the neighbors. "We’ve all wanted them out of that house."

They are in state custody as the paternal grandfather they lived with in Washington state sits in jail, accused of possessing child pornography and secretly videotaping their mother, other women and naked neighbor girls.

Now, the family of the boys' mother, Susan Powell, who has been missing since 2009, is for the first time publicly accusing their father of being involved in her disappearance. On Friday, they asked, for the first time, to get immediate custody of the boys, ages 4 and 6.

"The time has come where we have to stop playing cat and mouse games: Josh Powell had something to do with the disappearance," said Steve Downing, the family's lawyer, at a custody hearing Friday.

In response, Josh Powell said: "Everything they said is patently false. I am a good father to my sons."

A judge will decide custody after the child welfare agency has time to consider where the boys should be placed.

The two sets of in-laws have been arguing publicly for months, both on sidewalks and in the courts, as investigators have gone from abandoned mines of central Nevada to the remote desert of western Utah looking for clues. Things got so heated last month that a judge ordered Josh Powell and Susan Powell's father to keep 500 feet apart.

All of it exploded Friday, a day after Steven Powell, 61, was arrested and accused of secretly videotaping Susan Powell, other women, and young girls taking baths and sitting on the toilet next door. Susan Powell has been clothed in all of the footage detectives have reviewed so far, but they had seen only 5 to 10 percent of the videos, prosecutor Mark Lindquist said.

Josh Powell and his sons have been living at Steven Powell's house in Puyallup, Wash.

Steven Powell pleaded not guilty at a hearing on Friday. Utah police said the arrest was unrelated to the missing person case. The judge set bail at $200,000 and ordered him not to have contact with the boys.

The charges also resulted in Steven Powell being terminated from his job with Washington state's Corrections Department where he had worked since 2006, agency spokesman Chad Lewis said Friday.

After the hearing, Denise Cox, Susan Powell's older sister, said she was worried that Steven Powell would easily post bail. She said her sister had been concerned when he made sexual advances. Cox said she believes both son and father were involved in the disappearance.

"I'm just hoping for the day that hopefully Josh will join him," she said.

Josh Powell has been the only named person of interest in the case, but police have not charged him with any crime.

"It's been a long wait and it gets harder every day," she said, as she cried in front of a throng of reporters and TV news cameras.

A Washington state judge issued a permanent injunction Friday barring Josh Powell and his father from further publishing journal pages Susan Powell wrote as a teenager. They claimed the entries depicted a troubled woman. Her family has been fighting their release, saying they were the personal writings of a young girl and had no bearing on her disappearance.

Washington prosecutors said Steven Powell is charged with child pornography possession and 14 felony counts of voyeurism.

They said Utah police investigating Susan Powell's disappearance found "thousands of images of females being videotaped without their knowledge, including Susan Powell," on tapes and disks at his home in an Aug. 25 search.

The videos were found in Steven Powell's bedroom. Prosecutors said the images were of women's buttocks and breasts and included minors. The images included shots of two girls who were as young as 8 and 10 years old at the time, authorities said. They determined that the girls lived near Steven Powell from June 2006 to August 2007.

At Powell's arraignment, prosecutor Grant Blinn said detectives are still going through the seized items, but so far have found more than 1,000 video files. He said it appeared he had been secretly videotaping girls or women for at least 10 years.

"It very clearly shows her concerns were just about Steven Powell," Susan Powell's father, Chuck Cox, said.

Before the hearing, Josh Powell sat at the back of the small courtroom. He was dressed casually and wore his wedding ring. Powell flipped through a thick stack of legal documents. When asked if he had anything to say about his father's arrest, he said, "No."

Josh Powell claims he took the couple's two sons — then ages 4 and 2 — on a midnight camping trip in the mountains west of Salt Lake City on Dec. 6, 2009, the night before she was reported missing.

Authorities wrapped up their 12-day search of the desert Friday about 30 miles from where Josh Powell said he went camping that night. At one point, they said they found a "shallow grave" after cadaver dogs alerted them to the spot. But they found no human remains. Charred wood chips discovered in the hole have been sent to a lab for testing.

The search of the Powells' home in Puyallup, Wash., last month came after police wrapped up a search for evidence in a network of abandoned mines outside Ely, Nev.

Around that time in August, Josh Powell and his father went on national television to discuss the case. They claimed Susan Powell was promiscuous, emotionally unstable and suicidal, a claim her family denies. Steven Powell said he had a flirtatious relationship with his daughter-in-law and believed they were in love. Susan Powell's father, denied the allegations, and said it was Steven Powell who initiated unwanted sexual advances.

For now, Susan Powell's family is worried about her sons. They have not been allowed to see them since mid-July.

"We're very concerned for the welfare of our grandchildren. We're doing everything we can," Chuck Cox said after the custody hearing.

Salt Lake City, Ut. - According to one expert, voyeurs rarely engage in some of the activities that Steve Powell, the father-in-law of missing Utah woman Susan Powell, is accused of engaging in. He faces charges of voyeurism and possession of child porn due to images found during an August search of his home.

Donald Strassberg, a professor of psychology at the University of Utah, told KLS the fact that Steve is accused of possessing images of women and children in various states of dress – including children on the toilet – is not common for voyeurs. In addition, Steve had photos of his daughter-in-law Susan.

“That combination is less typical than voyeurs in general,” Strassberg said during an interview Friday with the local news outlet.

He noted that voyeurs are typically “more compulsive,” but don't usually escalate past the stage of “peeping.”

Strassberg added, “The vast majority never even try to have contact with the people they've been spying on.”

Regarding the images of young children using the bathroom and in various states of undress, he said, “Most voyeurs have no interest in seeing this.”

Strassberg believes that voyeurs begin their activities as teens and continue the practice regularly until they get caught.

“They would have never caught this gentleman if they were not looking for evidence in a related case,” he said.


The psychologist also stated that it was not uncommon that police found Steve's collection of illicit images labeled and organized.

“He's a collector, not just a perpetrator. I'd be very surprised if he didn't go back and a look at them quite often,” he noted.


Strassberg also believes that because Steve's alleged deviant method of relating to people, police should consider looking at him as a person of interest in Susan's case.

SALT LAKE CITY — Typically, voyeurs are male and they seek out adult female victims.

In that respect, the evidence seized in connection to the arrest of Steven Powell, father-in-law of missing Utah mother Susan Powell, is atypical, says Donald Strassberg, professor of psychology at the University of Utah.

Steven Powell, 61, has been charged by Pierce County, Wash., prosecutors with 14 counts of voyeurism and one count of possession of depictions of minors engaged in sexually explicit conduct in the second degree.

The charges against Powell were based on images of two children in various states of dress, including depictions of the children using the toilet, according to a probable cause statement. "Some of the images were of Susan Powell, but many of the images were of other females."

"That combination is less typical than voyeurs in general," said Strassberg in an interview Friday.
"Voyeuristic habits generally start during a male's teen years and may go unchecked for decades. "It tends to be fairly chronic pattern unless they get caught," (Psychologist Donald) Strassberg said. "They would have never caught this gentleman if they were not looking for evidence in a related case."

As a group, voyeurs tend to be a "bit more compulsive" and may not think through potential consequences of their actions.

However, the behavior of most voyeurs does not escalate beyond "peeping," Strassberg said.

"The vast majority never even try to have contact with the people they've been spying on," he said.

The evidence seized in the case against Steven Powell goes beyond voyeurism because many of images involve pre-pubescent children in various stages of undress and while using the toilet.

"Most voyeurs have no interest in seeing this," he said.

Voyeuristic habits generally start during a male's teen years and may go unchecked for decades. "It tends to be fairly chronic pattern unless they get caught. They would have never caught this gentleman if they were not looking for evidence in a related case."

According to the probable cause statement, one detective noted that the images seized were neatly organized and labeled.

"That's not uncommon," Strassberg said. "He's a collector, not just a perpetrator. I'd be very surprised if he didn't go back and look at them quite often."

The odds suggest someone who is a voyeur is not likely to have committed a crime of violence, the professor said.

"If I'm looking at people of interest and now I learn someone has a deviant way of relating to other people, it certainly wouldn't make me less interested in this person," Strassberg said.

Susan Powell, of West Valley City, has been missing since December 2009. Her husband, Josh Powell, has long been considered a person of interest by authorities.

One time when I was a young teenage girl I was in our kitchen. We had a raised ranch and a window that faced the back yard. It was a normal wide window but very long.

My mom and stepfather were not home. Just me.

We never pulled the shades until it was dark out. It was sunset time of night and I happened to feel funny.

I looked out the window and there in the Alley was a classmate of mine standing there looking in the window at me.

It gave me the creeps and to this day I remember that incident and how it made me feel. Like I had been violated with just his stare and watching me.

I was fully dressed but I still felt odd.

I remember it all these years. He started emailing me several years ago and told me he still thought of me and what we might have had.

We would have had...what we had...nothing. He was strange and I was scared silly.

So much for voyeurs.

By the way. He has been married and divorced..three times. He is a three time loser.

Guilty or not, Steven Powell is not likely to be welcomed back to his gated and manicured Puyallup neighborhood where he was arrested Thursday on charges of voyeurism and possession of child pornography.

Powell, whose son is the only person of interest in the disappearance of a Utah woman nearly two years ago, is accused of photographing daughters of a former neighbor as the girls bathed, changed clothes and used the toilet.

"If you want to see a show, see what happens if he comes back here," said Jason Wells, who lives across the street from Powell's home in the 18600 block of 94th Avenue Court East.

Prosecutors say in charging documents filed in Pierce County Superior Court that Powell videotaped and photographed his neighbor's daughters while they were in the bathroom. The images included photos of the girls' genitals and breasts, charges say.

In addition to the photos and videos of those girls, who were as young as 8 and 10 when the images were taken, police say they found thousands of images of other women and girls. All appeared unaware they were being photographed or videotaped, prosecutors say.

Among them were images of Powell's daughter-in-law, former Puyallup resident Susan Powell, who vanished from her West Valley, Utah, home in 2009. Pierce County Prosecutor Mark Lindquist said the "creepy, but not criminal" images of her were not part of the charges filed.

The images were discovered in an August search of the Powell home by police investigating the disappearance of Susan Powell.

Steven Powell, 61, pleaded not guilty Friday to 14 counts of voyeurism and one count of possession of child pornography. He was ordered held in lieu of $200,000 bail.

He was fired from his job with the Washington Corrections Department on Friday, said corrections spokesman Chad Lewis.

Since 2006, he's worked for Washington State Correctional Industries, a division in which inmates learn trades like furniture-making. The department says Powell sold furniture built by inmates.

Police say Powell's arrest isn't tied to the missing-person's case, but Susan Powell's family is unconvinced.

"If he wasn't involved directly, he knows what happened," said her sister, Denise Cox, after Steven Powell's arraignment.

In 2009, Susan's husband, Josh Powell, told police he took their two sons, then 2 and 4, camping in the mountains west of Salt Lake City after midnight on Dec. 7. When he returned, his wife's purse, cellphone and car were at home, but she was missing.

West Valley police have said Josh Powell, who has since moved with his sons into his father's home, has been uncooperative.

He has denied any involvement in the case, however.

Steven Powell told ABC's "Good Morning America" he'd had a flirtatious relationship with his daughter-in-law, 28, and believed they were in love.

The Powells also published excerpts of Susan's diary against the wishes of her parents, who sought a civil order to restrain the Powells from releasing further information.

At another court hearing Friday, a Pierce County judge issued a permanent injunction forbidding Josh and Steven Powell from publishing anything else from the diary.

The search of the Powell home came after police wrapped up a search for evidence in a network of abandoned mines outside Ely, Nev., about 30 miles from where Josh Powell says he went camping the night his wife disappeared.

Susan's dad, Chuck Cox, said Friday that though his family knew Susan was uncomfortable around Steven Powell and that he'd made advances, the criminal charges were a surprise.

"We had no idea about any pictures or child pornography," said Cox, of Puyallup.

Cox told The Associated Press that his daughter claimed years ago "something had happened" with Steve Powell: "something about Steve had wanted to her to be a common wife for him and Josh."

After Powell's Thursday arrest, Josh and Susan Powell's sons were taken into protective custody by the state.

A spokeswoman for Child Protective Services confirmed the boys' maternal grandparents were seeking custody in family court, but Cox declined to discuss it other than to say he was acting in the boys' best interest.

Before a custody hearing on Friday, Josh Powell sat in the back row of the small courtroom wearing a blue jacket, jeans, white sneakers with the treads worn off — and his wedding ring.

He flipped through a thick stack of legal documents and told a reporter "no" when asked if he had anything to say about his dad's arrest. He ignored other questions.

Steven Powell's arrest prompted a Cox family lawyer to directly accuse Josh, for the first time publicly, of involvement in his wife's disappearance.

"The time has come ... we have to stop playing cat and mouse games: Josh Powell had something to do with the disappearance of the mother of these children," attorney Steve Downing told the court commissioner Friday.

Powell responded: "Everything they said is patently false. I am a good father to my sons."

Cox said he was pleased with the court ruling barring the release of his daughter's journal entries, saying "no one has the right to publish a personal journal." Another neighbor of Powell's, who asked not to be named, said that while he is refraining from making a judgment on the allegations, he also thinks Powell should move.

"I've always had a good relationship with Steve, but I can't imagine the neighborhood will be very friendly to him now," the man said. "I suspect the house will be for sale soon."

Normal Neighbors react with surprise, shock to Steve Powell’s arrest

Sitting in their family room, Joe and Vicki Higginson had a front-row seat to the unfolding drama at Steve Powell’s home.

They watched investigators pull up in unmarked vehicles about 9:30 p.m. Thursday, with lights flashing. They quickly loaded Steve Powell into a squad car. At the same time, they placed the two sons of missing West Valley mother, Susan Cox Powell, into another squad car. The two young boys had backpacks in tow.

Meanwhile, their father, Josh Powell, stood in the driveway with his sister, Alina. For nearly a half-hour after investigators left, the two remained there, with Josh Powell visibly angry and upset as he repeatedly kicked a van parked in their driveway.

The Higginsons said they weren’t particularly surprised to see Powell hauled off in cuffs. On Tuesday and Wednesday, investigators visited their home, which is adjacent to the Powells’, and met with their now 21-year-old daughter. Investigators showed their daughter three pictures and asked her if she recognized anyone. Their daughter said it wasn’t her, but she did recognize two girls who live nearby.

Joe Higginson said some of the pictures appeared to have been shot through blinds in the Powell home while others were shot from the road. They realized the images likely were seized during the Aug. 25 raid on Steven Powell’s home.

"It’s creepy," Joe said.

Neighbors, by and large, were rattled when learning Steve Powell may have captured footage of them unknowingly. Many homes surround a large greenway, and the Powell home provides an unobstructed view in the windows of at least six homes.

"It’s just weird, kind of freaky," said neighbor Debbie Early, who has a 2-year-old daughter. "In a neighborhood like this, you can see into everybody’s house and yard."

But she was surprised about the arrest.

"Steve? No way," she said. "He just seemed honestly like a normal guy with a job. Like a normal guy trying to be a good parent."

But other neighbors Katie and Rob Felix, parents of two children, saw a different side of Powell.

Katie Felix said their home overlooks the Powell’s house. She would often notice that the blinds in the room where Powell allegedly took his most graphic photos — of children bathing — were always down, but the slats were often open.

When the two learned that Josh Powell’s children had been removed, Katie Felix said they were pleased.

"We all celebrated that," she said about some of the neighbors. "We’ve all wanted them out of that house."

Chuck Cox believes a conclusion to the mystery surrounding his daughter's disappearance is coming, including an arrest and the discovery of his daughter.

"I think it's coming close, it feels like it's coming close," Cox said Saturday outside his home in Puyallup, Wash.

He also believes that the downfall of Steven Powell, Susan Cox Powell's father-in-law, was brought upon by himself after he talked about an alleged attraction between himself and Powell and because of his efforts to release her childhood diary.

"It was a big mistake on his part, he should have never gone there. And the journals turned out to be his downfall. Because of the journals, they were able to do the warrant on his house, and I consider that really good police work," Chuck Cox said.

Chuck Cox on Saturday reflected on what has been a busy week of activity linked directly to his daughter's case, and events that have happened because of the investigation into her disappearance.

Saturday, Chuck Cox said he felt vindicated by Powell's arrest.

"With his arrest and the the things that have now come out, I feel definitely vindicated. And his attacking my daughter's character, we now see clearly in context why he was doing that, at least I do" he said.

Cox said if his daughter's journals were so important, police should have them.

"That backfired on them too," Cox said.

I could not agree more. Had Powell deleted those, the FBI Still would have been able to recover them. But he opened up that gate when he went on national TV talking about their "affair". Unreal, this guy!!! He's a perv and I just pray he didn't do any harm to his own grandchildren.

He is also pretty good with a camera. I would love to know just how he set us this "surveillance" in order to peep in on another house w/out anyone noticing. He is really stupid if he thought (when they raided their home and took the computers) that he wouldn't be brought down for this. I hope he tells the truth about what happened to Susan in lieu of a plea deal.

If your son was the person of interest of a possible murder investigation and he was living with you wouldn't you wonder if at some point your house might be searched?? Before LE searched the house Steven Powell said, " "I wished I had removed some things from the house so they wouldn't have been taken".

SALT LAKE CITY, Utah (ABC 4 News) - A friend who last saw Susan Powell alive is coming forward with insight into the missing woman's complaints about Steve Powell's alleged advances towards her.

In the past Steve Powell has called Susan a "sexually aggressive woman," and has even said that she flirted with him. JoVonna Owings, one of Susan's closest friends says that the situation was quite the opposite; that Steve Powell tried to romantically pursue Susan while she was married to his son, Josh Powell.

"He had come to her one time and told her he had feelings for her and he asked her what they should tell her husband," says Owings.

Owings remembers a time when Susan had professional pictures taken of her family and had planned to give them to Steve Powell as a Christmas present. When Susan showed Owings the photos, she realized Susan was noticeably absent from them. "I noticed in none of the pictures she was present. It was only pictures of her husband and boys."

When questioned about her absence in the photos, Susan told Owings that she didn't want to fuel anymore fantasies that Steve Powell had about her. "She said she has enough pictures of me. I'm not going to give him anymore."

Susan once told Owings that she moved to Utah to get away from her father-in-law. Owings is relieved to see that more light is being shed on Steve Powell's past. "The karma train is coming around and I think it's pulling into the station. Whatever it is, something is going to change."

Chuck Cox, the father of missing Utah mother Susan Powell, said today that the child pornography charges filed against her father-in-law make it clear he is a liar.

Steven Powell, 61, was arrested yesterday after police discovered thousands of images of women and young girls videotaped without their knowledge, including some of his daughter-in-law.

Mr Cox said the discovery categorically shows that Powell's claims the 28-year-old mother of two was 'very sexual' with him were lies.

'I do think it vindicates my daughter, and what we've said about her and it clearly shows that he had motive to detract from her reputation,' Mr Cox said on Good Morning America.

Susan's husband, Josh, is the lone person of interest in the woman's December 2009 disappearance, and the case has created a bitter rift between the two families, with a custody battle for the couple's two sons raging.

It was announced today that the boys, ages four and six, are in foster care after Powell was arraigned child porn and voyeurism charges on Friday. He entered a plea of not guilty.

The children had been living at their paternal grandfather's home with their father since their mother vanished.

Powell was arrested after police investigating Susan Powell's disappearance came across thousands of images of women videotaped without their knowledge, including some of his daughter-in-law.

Wearing an orange jailhouse jumpsuit and with his hands cuffed he entered not guilty pleas in court in Washington state on Friday, and the judge set bail at $200,000.

The judge at Powell's arraignment ordered him not to have contact with his grandsons.

A court commissioner said on Friday that he will not decide on the custody of the sons until after the state's child welfare agency finishes its investigation. Another hearing is scheduled for Wednesday.

Mr Cox said after the hearing: 'We're very concerned for the welfare of our grandchildren. We're doing everything we can.'

The arrest - and the child custody motion - are the latest twists in a case that has perplexed Utah police, who are on their 12th day of searching a remote stretch of desert near where Josh Powell says he went camping the night his wife vanished.

Prosecutor Mark Lindquist in Washington state said Steven Powell is charged with 14 felony counts of voyeurism and one count of possession of child pornography.

Lindquist said Utah police investigating Susan Powell's disappearance found 'thousands of images of females being videotaped without their knowledge, including Susan Powell,' on tapes and disks at his home in an August 25 search.

The videos were found in Steven Powell's bedroom. Lindquist said in a statement: 'The photographer focuses on the women's buttocks, breasts. Many images were of minor females.'

The images included shots of two girls who were as young as eight and ten years old at the time, the prosecutor said. Authorities determined that the girls lived near Steven Powell from June 2006 to August 2007.

At Powell's arraignment, prosecutor Grant Blinn said detectives are still going through the seized items, but so far have found more than 1,000 video files. He said it appeared he had been secretly videotaping girls or women for at least ten years.

The arrest prompted a Cox family lawyer to directly accuse Josh - for the first time publicly - of involvement in his wife's disappearance.

Josh Powell claims he took the couple's two sons - then ages four and two - on a midnight camping trip in the mountains west of Salt Lake City on December 6, 2009, the night before she was reported missing.

Also on Friday, a Washington state judge issued a permanent injunction barring Josh Powell and his father from further publishing journal pages Susan Powell wrote as a teenager.

The Powells claimed the journal entries depicted a troubled woman, but Susan's family has been fighting their release, saying they were the personal writings of a young girl and had no bearing on her disappearance.

Authorities planned to wrap up their 12-day search of the desert Friday about 30 miles from where Josh Powell said he went camping that night. At one point, they said they found a 'shallow grave' after cadaver dogs alerted them to the spot.

But they found no human remains. Charred wood chips discovered in the hole have been sent to a lab for testing.

The search of the Powells home in Puyallup, Washington, last month came after police wrapped up a search for evidence in a network of abandoned mines outside Ely, Nevada.

Around that time in August, Josh Powell and his father went on national television to discuss the case. They claimed Susan Powell was promiscuous, emotionally unstable and suicidal, a claim her family denies.

Steven Powell said he had a flirtatious relationship with his daughter-in-law and believed they were in love.

'Susan was very sexual with me,' Steve Powell told ABC's Good Morning America. 'We interacted in a lot of sexual ways because Susan enjoys doing that.'

Cox, Susan's father, denied the allegations, and said it was Steven Powell who initiated unwanted sexual advances.

Puyallup, Wash. • Chuck Cox said Saturday he feels vindicated by revelations about the alleged behavior of his daughter’s father-in-law, but one fact remains: Susan Cox Powell is still missing.

Allegations that Steve Powell surreptitiously filmed young girls and women in public, focusing on their buttocks, breasts and genital areas, put a “context” on his character attacks on Susan, reported missing from her Utah home in December 2009, and her family, Cox said.

Powell was “projecting his own issues on her and trying to read sexual innuendos onto her journals and everything,” Cox said. “I feel vindicated. That feels good.”

But it also is a distraction from what’s really important, he said: “This guy is weird over here, but that doesn’t tell us where she is.”

Powell was arrested Thursday at his home in the quiet Country Hollow subdivision on 14 counts of voyeurism and one count of possessing sexually explicit images of minors. Police found thousands of images of females — including some of Susan — taken without their knowledge, on videotapes and compact discs seized during a search of Powell’s home on Aug. 25.

Ed Troyer, spokesman for the Pierce County Sheriff’s Office, said Saturday that Powell remains in jail and no arrangements have been made to pay his $200,000 cash-only bail.

On Friday, the Washington Department of Corrections fired Powell from his job as an account executive who sold prisoner-made furniture to schools, nonprofits and other government entities. According to public records, his salary was $53,468 in 2010.

Josh Powell, Susan’s husband, has not responded to requests for interviews following his father’s arrest and the placement of his two sons, Charlie, 6, and Braden, 4, in foster care. Josh Powell has cared for the boys since their mother’s disappearance from their West Valley City home in early December 2009.

Cox declined to talk about his bid for custody of his two grandsons, saying only that he hoped “someday along the line we get to play a more significant role in their lives.”

In interviews earlier this summer, Steve Powell had described his missing daughter-in-law as a “very flirtatious, sexual being.” He also had tried to publish online her teenage writings to back his claims that she was troubled and came from an emotionally abusive, dysfunctional family.

A Washington judge on Friday barred the Powells from publicizing the journals.

Cox said he fought to keep his daughter’s writings private even though he knew Steve and Josh Powell would interpret that as trying to cover up family problems. But “it wasn’t right.”

“I hadn’t read them, I didn’t think Steve had a right to read them and he certainly didn’t have a right to publish them,” he said. “It was definitely an attack against my daughter and against us, and I wanted to stop that.”

Steve Powell’s effort to make use of the journals proved to be his downfall, Cox said, because it contributed to the police raid at his home, which led to discovery of the videos and photographs.

Cox said he was surprised by the charges against Steve Powell, although he “knew he was different and that their family is different, but I guess I didn’t know how different.”

But there were hints. Cox said eight years ago his daughter had some kind of troubling encounter with her father-in-law.

He recalled that Susan was very upset one day after Steve Powell dropped her off at their home, telling her parents only that Steve had done something to make her very uncomfortable. At the time, Susan and Josh were staying with his father.

Cox said he and his wife, Judy, encouraged Susan to call the police but she refused.

“She was always uncomfortable around him,” Cox said, and shortly afterward Susan and Josh moved to Utah for a new job, a fresh start and “to get away from Steve.”

Cox said Saturday he believes cracks are now developing in the “fortress” that surrounded Steve and Josh Powell.

“The situation is out of their control,” he said. “They had a lock on the information and almost everything, and now they’ve lost that control, which can only help the police.”

He praised the police work to date, saying his daughter’s disappearance is a “very complicated case” that will take time to solve.

“The searches you’ve seen [publicly] have been about that much of what they’ve done,” Cox said, fingers spread apart about an inch.

But now there is an opening, and he believes things are moving toward an arrest and the discovery of what happened to his daughter.

“It feels like it’s coming close,” Cox said.

A source, who for obvious reasons has chosen to remain anonymous to the public, has shed some light as to why missing West Valley City, Utah mom Susan Cox Powell feared and was hesitant to be around her father-in-law, Steve Powell.

“What he’s done, threatening to release Susan’s private thoughts and feelings as a kid, was the nail in the coffin for me,” Sandy said. “It’s time, the police need to do something, they need to act now and protect those children.

“It’s been long enough,” she said. “I originally called the police in January 2010, right after Susan disappeared, because I felt like I had vital information about the Powell family. They were contacted again in April 2010 and October 2010, and yet they never called me back until late July 2011.”

For about a decade Steve Powell told Sandy that he had been in love with and obsessed with Susan.

“Susan was the focal point of the songs he wrote and that are posted on the Steve Chantrey website. Those are but a few of the many more songs written about Susan,” Sandy said.

“He is pining for a love he never could have,” she said.

“Steve was very proud of his stash of porn magazines he kept in a locked cabinet in his bedroom. He showed them to me when he lived at his previous Puyallup home,” Sandy said.

Last fall Sandy said Steve boasted that he still had the pair of Susan’s very sacred Mormon Temple Garment underwear that he stole from the dirty laundry when she and Josh lived at his house at the beginning of their marriage.

“Not only did he stash her underwear in his locked bedroom cabinet, he said he stashed her pictures, journals, and porn in there too,” Sandy said.

“In fact,” she said, “when police went to search his house last fall they missed it – Steve told me they never even looked in his locked cabinet so he still has her private belongings, including her underwear.

“From the beginning of Josh and Susan’s marriage Steve expressed very explicit fantasies about her,” she said.

Sandy said Steve was “madly obsessed” with Susan through the time of her disappearance. Now, he’s obsessed with his theory that Susan ran off with a missing Utah man, Steven Koecher.

Ellensburg, Wash. • Over the course of their long-standing friendship, Sandy Crain Anderson learned two things about Steve Powell.

Powell was into pornography. And he was obsessed with his daughter-in-law, Susan Cox Powell.

Anderson shared her knowledge about Powell with West Valley City Police in January 2010, weeks after Susan disappeared. She called again nine months later, after Powell confided to her that a police search of his Puyallup home had overlooked his porn cache, along with his collection of clothing and journals belonging to Susan. She even sent police notes and a map Powell had made outlining his own theory about his daughter-in-law’s disappearance.

In July, Anderson said, investigators told her they had lost that information and asked her to resend it, which may have helped lead police back to Powell’s home. Chuck Cox, Susan’s father, suggested Saturday that an online article about Anderson "clued" police in that "some of this existed."

West Valley City Police did not return a call for comment.

Police searched Powell’s home on Aug. 25 and seized items later found to contain allegedly voyeuristic and sexually explicit images of girls and women, including Susan Powell. Police arrested Powell on Sept. 22 on 14 counts of voyeurism and one count of possessing images of minors engaged in sexually explicit conduct. He has entered a not guilty plea and remains in jail.

"I always knew Steve had a big, big porn addiction but I never thought he was a predator," Anderson said.

Anderson met Powell at a Sunstone Symposium in Seattle in the fall of 1998. She had recently left The Church of Jesus Christ of Latter-day Saints and was intrigued by theories Powell shared in a discussion group about the origins of the Book of Mormon.

They began hanging out, meeting as often as four times a month. Anderson even joined Powell at his family’s home in Yakima for Christmas in 1998. A few months later, she made it clear to Powell that their relationship would never be more than a friendship.

Powell respected that, said Anderson, then a divorced mom. And their friendship, largely centered around ex-Mormon social events, continued.

By 2001 Anderson had visited Powell, then living in a previous home in Puyallup, several times. But on this particular visit, Anderson said, Powell showed her pornographic magazines and videos he kept in his bedroom. She said she quickly told him she didn’t want to see more.

"He was pretty open, in an often joking way, about having an interest in porn," Anderson said.

Powell’s son, Josh, had recently married Susan, and Anderson said the couple also lived in the home at the time. Powell spoke often about his new daughter-in-law, Anderson said, "about how great she was, how beautiful she was."

In 2002, Anderson met up with Powell at conference for ex-Mormons in Salt Lake City, and he was still talking about his daughter-in-law.

When Anderson asked if he was dating any one, Powell told her that Susan was "all I can think about," she said. Anderson said she commented on the fact that Susan was his son’s wife, but Powell was nonplussed.

"He was hung up on her sexually, it seemed," she said. "He’d talk about trying to see under her clothing, see her breasts. Even back then, he had this idea she was flirting with him."

Anderson’s contact with Powell became less frequent in 2003 when she met the man who became her husband. But they still met socially and in 2004, she invited Powell to a party at her house nearby.

"He was still talking about Susan," she said, and this time she chided him and suggested he try an online dating service.

In 2007, Anderson invited Powell to another party at her home and discovered he was still infatuated with Susan, she said. Shortly afterward, Anderson moved to Ellensburg and lost contact with Powell for a few years.

Anderson said that in the late summer of 2009, Powell called her out of the blue and they caught up on each other’s lives — jobs, children, relationships. Anderson said she asked Powell if he was seeing anyone. His response, according to Anderson, was that he still had "that issue of being in love with Susan."

"It was disturbing," Anderson said. "I was shocked to hear he was still hung up on his daughter-in-law."

When reports surfaced three months later of a Utah woman who’d inexplicably disappeared from her home, Anderson didn’t initially make the connection. By January 2010, she realized it was Susan, Powell’s daughter-in-law. Anderson said she immediately called Powell, who confirmed the news.

"I realized I at least owed a call to the police to say I was friends with this person who’d been obsessed all these years with Susan," Anderson said.

She said she spoke with a West Valley City police investigator for about an hour, but didn’t hear anything from officers.

She said she heard from Powell twice after that — once in April when he and Josh asked her to represent them in the blogosphere (she declined) and again on Sept. 22, 2010. Anderson said Powell called and said he was passing through Ellensburg and wanted to stop by.

The visit lasted three hours. Anderson said Powell spoke about Susan’s upbringing and his theory that she ran off with Steven Koecher of St. George, who disappeared about the same time. Powell even sketched out a timeline and a map showing how their paths might have overlapped.

Anderson said when she asked if he had any text messages, phone calls or emails connecting the two, Powell pointed out that they were both Mormon and had worked in the same geographic area.

"It was like he was trying to sell me on this theory, on her being mentally unbalanced and the chance that she ran away," Anderson said.

West Valley City police and the Cox and Koecher families have said the two cases are not linked.

Anderson said Powell also brought up a police search of his Puyallup home months earlier, expressing relief that investigators had missed his "porn cabinet." Anderson said Powell told her he had lots of pictures stowed there, including some of Susan, along with seven volumes of her teenage journals.

And she said he told her this: "He said he had her [Mormon temple garment] underwear he’d stolen from a pile of dirty laundry back when they were living with him in 2001," Anderson said.

Anderson said Powell told her to visit his "Steve Chantre" website, where he had posted songs he’d written that were mostly about Susan. And for the first time, Anderson said, Powell claimed Susan acted sexually interested in him, too — claims he made himself in national television interviews this summer.

When Anderson pressed him about what he meant, Powell described brushing body contact, hugs and "even if she was looking at him, it was in a sexual way," Anderson said.

Anderson said she told Powell that a hug didn’t mean his daughter-in-law was coming on to him. At that point, Anderson concluded — and told Powell as much — that he was misreading the situation.

When she asked Powell why he still had items related to Susan, she said he responded that he couldn’t let them go because he still loved her so much.

Anderson said she was stunned, both by what Powell said and that he was sharing it with her, given their limited contact in more than three years.

The next day, Anderson once again called the West Valley City Police Department and relayed her conversation with Powell. She also faxed the three handwritten pages Powell had left with her, including his map of Koecher’s travels through Utah and Nevada.

Approximately 10 months later, on July 18, Anderson said an investigator called and asked her again about the conversation; he also asked her to resend the handwritten notes, which had been lost. She emailed them to police on July 20.

Anderson shared her account anonymously this summer with the Examiner, an online news source, which published a story on Aug. 21. She has since agreed to be identified.

"I don’t have anything to gain here," she said. "I just want the truth to come out about Susan. I think the Coxes deserve that."

I might have to change my mind about who took Susan. Just the possibility that Susan might divorce Josh and get out of the Powell family may have pushed this sicko into a desperate move to take Susan for himself before she had the chance to leave. Josh may have actually helped his father "to keep Susan" from leaving.

I had that same thought, josh seems like such a wimp to me. I think it is more likely steve is responsible, probably told josh to get the kids out of the house for a while so he could "clean up". angry
