Palmyra police are investigating the disappearance of a 21-year-old borough woman, who was last seen on Sunday.

Kortne Ciera Stouffer was last seen around 3:45 a.m. at her home, 810 W. Main St., according to a release from the Palmyra police department.

Police described her as white, 5 feet 8 inches tall, weighing about 115 pounds, with blond hair worn in dreadlocks and green eyes.

She had a tattoo with the words "one love" on her right bicep, another one with stars on her left foot and a third one of flowers and a pistol on her left hip.

Police did not provide any further details about the case in the news release.

"We are not giving out any further information at this time," Palmyra police Lt. James Hunt said in phone interview Tuesday. "We don't know that a crime has been committed."

Scott Stouffer, the woman's father, said Tuesday that he last talked to his daughter on Friday, and her mother, Wendy Stouffer, last talked to her on Saturday. No one has heard from her since then, he said.

Kortne Stouffer, a graduate of Northern Lebanon High School, worked three jobs, as a hairstylist, a dog groomer and in the office at her father's company, Stouffer Equipment Co., Grantville. She did not show up for work on Monday, he said.

"We don't have a clue where she is," he said, adding that attempts to contact her by phone have failed.

He said the family also has put up posters of Stouffer in hopes that someone will have information about her whereabouts.

Police continue probe into woman's mysterious disappearance
PALMYRA, Pa. (WHTM) -
A Lebanon County woman has been missing since Sunday, and there's still no sign of her.

Kortne Stouffer's family and investigators are doing all they can to find her, but they need help.

Kortne's mother, Wendy Stouffer, said she talked to Kortne before she went dancing in Harrisburg Saturday night.

Neighbors saw Kortne come home around 3:45 a.m. Sunday, but that's the last time anyone saw her.

"She's fun, she's loud, she's silly, she's sweet, she has a big heart," said Wendy Stouffer.

Stouffer said her heart is broken over her daughter's disappearance. She said Kortne is family-oriented and calls or visits her family every day. The fact that they haven't heard from her for days has the Stouffer family fearing the worst,

"She wouldn't be gone this long without contacting us. If she could contact us, she would have," said Kortne's mother.

Her family posted flyers. Investigators searched her apartment then barricaded it with padlocks and caution tape.

"It is suspicious," said Lebanon County District Attorney David Arnold. "We're treating it as suspicious."

Arnold would not elaborate on this investigation in detail, but says he's using all resources to bring Kortne back home.

"The longer she's gone, the more it concerns us," said Arnold. "We're hopeful we'll come across Kortne."

"If you know what happened to my daughter, please tell someone, we want to find her and bring her home," said Kortne's mother.

WENDY STOUFFER, MOTHER OF MISSING WOMAN: We were told that they were called to her house for a noise disturbance and that they had talked to Kortne and to the neighbors and that they were all told to go back into their apartments and leave each other alone.

VELEZ-MITCHELL: Now, police then came back again. We understand, that somebody heard from beneath your daughter`s apartment stomping or banging. So what happened then? Did they go back to her apartment?

W. STOUFFER: As far as we know, they went back to her apartment. And they didn`t see anybody or hear anybody. All the lights were off. They knocked on the doors, and they left.

VELEZ-MITCHELL: Wow. That`s upsetting, obviously, that police were right there. And let me ask you this: when they -- the first time when they arrived, did they see anybody in her apartment? If the person downstairs is hearing stomping and banging, there`s a very good chance that there was somebody else, possibly a male, in her apartment. Did they -- did anybody -- did you talk to neighbors? Did they hear a male voice? Did cops talk about anybody inside the apartment with her?

S. STOUFFER: There was a male with her in her apartment. And it was one of the gentlemen that were with her that evening. He had stayed, I guess, to stay over at the apartment that evening with her.

VELEZ-MITCHELL: Wow. Well, that`s new information. Who was that male?

S. STOUFFER: I`m going to hold back on names right now. I mean, that`s brand new. But I don`t think it`s really something we need to hold back on at this time. I think it`s something that should be known.

VELEZ-MITCHELL: Have police talked to this -- this young man? Is this somebody that she knew from her past or that she met at the dancing location, the bar?

W. STOUFFER: This was a friend of hers. Kortne thought that he was a friend of hers.

VELEZ-MITCHELL: Did they -- did you talk to him? Did -- or did police talk to him? Did you talk to him? Did he describe an argument in the apartment?

W. STOUFFER: Scott has talked to him. The police have talked to him. And he said that there was no argument.

VELEZ-MITCHELL: So did he...

S. STOUFFER: There was...

VELEZ-MITCHELL: He did -- yes, how did he explain the banging?

S. STOUFFER: Well, there was no argument between him and my daughter. There was an argument between my daughter and the neighbors when they came home that morning, approximately 3 -- it was about 3:20 a.m. when they got home. And she had gotten into an argument with the neighbors.

VELEZ-MITCHELL: Now, did this young man claim that he left before police showed up the second time? What was his explanation in terms of where he went that night? And where -- what did he see your daughter do? Did he say that he said good night and left your daughter at her house? Or did he say that she left? Or what did he tell you about that?

S. STOUFFER: Well, he pretty much said that he stayed the night there. And they went to bed about after the second, I guess, time the police were called. Somewhere around 4:15, 4:20 they went to bed. And then he woke up about 7:30 and left, and my daughter wasn`t there.

VELEZ-MITCHELL: Oh. He claims that she wasn`t there when he woke up that morning?

He's definitely lying...Why didn't they open the door when the police came back??

Kortne Stouffer Believed to be 'Forcefully Restrained' in Car

Was Kortne Stouffer "forcefully restrained" in a car belonging to Milton Rodriguez Jr.? It's being reported that a new search warrant has been revealed focusing on the idea that Stouffer was abducted—and possibly by someone she was partying with the night of her mysterious disappearance. Last Friday, a car and home used by the Rodriguez and the man who stayed the night with Kortne were searched. This mystery man's name has finally been confirmed to be Cody Pruett. The warrant is focusing on these two men, but it has been sealed.

The father of Milton Rodriguez Jr. claims that Cody Pruett took a polygraph test and even allowed officials to search him for signs of an altercation. He's also offered his DNA to be used in this investigation. Is it possible that he is innocent and telling the truth about the night he stayed with Kortne Stouffer? The father of Rodriguez also tried to assert the role of an investigator himself when he insisted their behavior would be different had they taken part in an abduction of the missing Palmyra woman.

"I know Cody and I know my son you would see something different a smoking pattern, or eating pattern if they had anything in this. You'd see something different," he said.

Well, why not leave this investigation to the professionals, because they obviously have reason to believe that the two men may at least know what happened to Kortne. If they're not involved, hopefully detectives investigate the possibility that drugs were involved as a former roommate of the missing woman claims that she and boyfriend Brad H. were involved in the sales of marijuana.

Of course, some who claim to know Kortne and her boyfriend are trying to negate the significance of this information simply because it's marijuana, but the fact of the matter is that victimology is absolutely necessary when building a profile of an unsolved case. What if someone wanted some weed and money, and knowing that Kortne had the goods, sought out to take what they wanted? Maybe they thought Kortne was out, but when they found out she was home, the crime of theft escalated into something far worse? This is just speculation, but it's useful speculation in determining what may have happened to this missing woman.

Man says police searched his car following Kortne Stouffer disappearance

Last week Milton Rodriguez said authorities showed up to his Palmyra home with a search warrant. The warrant, Rodriguez said, was for his car.

"They had a search warrant to go through my car and we left them search the house," Rodriguez said.

He said they took the car for several days to search it. The vehicle is a gold 2004 Acura TL.

Rodriguez said Kortne Stouffer was in the four door sedan hours before she disappeared.

The night of the 28th Rodriguez told abc27 he and some friends were at the Gas Station Pub in Hummelstown. He said Stouffer was there and asked if she could go with them to downtown Harrisburg.

"She asked is she could get a ride with us downtown and I said, 'yeah sure you can come with us downtown'," Rodriguez said.

He said he let a friend drive the group. At one point they were in the Harrisburg Hardware Bar and he saw Stouffer get into a verbal altercation with another woman.

"I don't know if she knew her but they were back and forth and said we had to go so we just left," he recalled.

Rodriguez said bouncers at the bar asked Stouffer to leave so she and the rest of the group left the bar.

Then, according to Rodriguez, his friend drove back to Palmyra early Sunday morning and dropped him off at his house a few blocks away from Stouffer's apartment.

That was the last time he said he saw the now missing 21-year-old, still in the car with others. He said he went inside his house and fell asleep.

"If I knew anything about where Kortne was, I would tell you," he said.

Rodriguez said he was never a suspect and has been working with authorities.

Kortne Stouffer was last seen in her Palmyra apartment July 29th. A male friend who stayed the night was possibly the last person to see her, Rodriguez said. He also said that friend was the one driving his car.

Calls to Lebanon County officials regarding the possible search warrant and investigation was not returned.

Friend who stayed with Kortne Stouffer before disappearance speaks

According to family and friends, Kortne Stouffer went out dancing in Harrisburg on July 28, returned to her Palmyra apartment early the next morning, and then vanished.

One of Stouffer's friends stayed at her apartment that night. abc27 News tracked down the man who said he stayed at the apartment. He may very well have been last person to see the 21-year-old before she disappeared.

The man did not go on camera and he did not want to use his name, but he did give us some more insight into the hours leading up to Stouffer's disappearance.

He told us Stouffer got into an argument at a Harrisburg bar, as reported by another friend earlier this week. He said afterwards they ate at a pizza shop before he, the designated driver, drove Stouffer back to her apartment.

When they arrived, he said Stouffer got into an argument with a neighbor. He said the police responded and left.

Then, he said, Stouffer became upset. She lives upstairs and neighbors live on the floor below. He said she started stomping around her apartment. Supposedly, police were called to the apartment, but no one answered. According to the man, neither he nor Stouffer heard officers knocking on her apartment door.

The friend said before he fell asleep, Stouffer herself looked tired. When he woke up, he said he did not see Stouffer. He thought she might have been in another room. He said he did not know she was missing and left.

The man said he does not know where Stouffer is. He said he had nothing to do with her disappearance and has been cooperating with authorities.

When abc27 mentioned the man by name to Lebanon County officials, they said they could not comment on the matter.

Family members said they have spoken to the friend and do not know of any problems between him and Stouffer

Strange case...The guy that stayed with her seems to be cooperating, but it's still hard to believe that they didn't hear the police banging on the door on the second call that night...IDK.

A second search warrant was issued recently in the case of a 21-year-old Palmyra woman who has been missing since July 29.

Lebanon County District Attorney Dave Arnold confirmed Monday that investigators filed the warrant and searched a car owned by Milton Rodriguez Jr. around Aug. 10. The search warrant is not an indication that Rodriguez is a suspect in the disappearance of Kortne Stouffer, he said.

Rodriguez is one of the acquaintances who drove to Palmyra from downtown Harrisburg with Stouffer on July 29, a few hours before she disappeared from her apartment, according to CBS 21 News.

to her family, Stouffer had gone to a bar in downtown Harrisburg the previous night with several acquaintances. One of those acquaintances who reportedly is a close friend of Rodriguez's, spent the night at Stouffer's apartment, according to CBS 21 News.

When Stouffer did not show up for work on July 30, her mother, Wendy Stouffer, went to her apartment. She found the door unlocked, Stouffer's wallet and cellphone inside, and her car parked outside, but Stouffer was not there.

Lebanon County detectives impounded Stouffer's car on Aug. 1.

Although there was no new information released in the case Monday, Arnold said, "There are lots of things we are doing. The entire county detective bureau is working on the case, as well as the Palmyra Borough Police, Pennsylvania State Police and a host of other agencies."

Arnold said investigators continue to receive tips on the case, primarily from people in the area, but there are some from elsewhere.

"We ferret through them," Arnold said. "Every tip that comes in is looked at very carefully."

A reward for information leading to Stouffer's whereabouts now amounts to more than $25,000.

The family with the help of friends and others have handed out thousands of fliers photos of Stouffer, and three billboards with photos of Stouffer and information about her disappearance have been erected along routes 422 and 322.

Kortne Stouffer went missing after a pair of noise complaints in the early morning of July 29.

Police investigators interrogated two of the last people to see a missing Pennsylvania woman just hours before she disappeared.

As part of the widening search for 21-year-old Kortne Stouffer, Lebanon County officials issued a search warrant for the car of one of her companions. She vanished on July 29 after a night out in Harrisburg ended in an argument with her downstairs neighbor.

The two individuals questioned -- Milton Rodriguez, Jr. and Cody Pruett -- gave Stouffer a ride home on the night that she went missing. The group dropped Rodriguez off at his home around 2 a.m. before Pruett and Stouffer continued to her apartment in Palmyra. The two men are among the last people to see Stouffer before she vanished, according to a copy of a search warrant obtained by WHP-TV Friday.

The two men are not considered people of interest or suspects in the investigation, the district attorney's office has said.

Investigators searched Rodriguez's 2004 Acura as well as the home of Rodriguez's father.

Police responded to a pair of noise complaints from Stouffer's apartment building on the night she disappeared. At approximately 3:15 a.m., police arrived following an argument between Stouffer and another building tenant. About an hour later, authorities returned, only to find the building quiet.

As the search for Stouffer enters its fourth week, the missing woman's family continues to struggle with her absence.

"It’s hard to be happy-go-lucky when one of your babies is not around and you have no idea what’s she been through or who might have her," Scott Stouffer, Kortne's father, told The Patriot News. "How are they treating her? Is she eating and drinking water? The reality is that we don’t know if she’s dead or alive. But nobody wants to think that we may never see her again."

Stouffer is five feet eight inches tall and weighs 115 pounds. She has green eyes and blonde hair worn in dreadlocks. She has a "One Love" tattoo on her right bicep, a star tattoo on her left foot and a flower and pistol tattoo on her left hip. Kortne Stouffer Update: Did Cody Pruett Harm Missing Woman?

Does the father of Kortne Stouffer think Cody Pruett is responsible for her disappearance? He all but alluded to where he's placing his blame during an interview on HLN on Tuesday night. Scott Stouffer vaguely shared the details of a conversation he had with one of the last people to have seen the missing Palmyra woman.

"I want to believe him but it is difficult," said Scott Stouffer, "I said what if I was with one of your family members, what would you think of me?"

Cody Pruett was among the last people to see 21-year-old Kortne Stouffer before she vanished on July 29th without a trace. She left behind her cellphone, shoes and other belongings. While it's understandable to suspect a man who stayed the night with her as the last person to see her, it's also important to point out the behavior of this young woman that may or may not have led to her disappearance. She had not only been in a bar fight that night, causing Cody and his friends to have to remove her from the bar -- as she'd been thrown out and they were her ride, she picked a fight with her neighbor upon arriving home. The police were called, but after the situation was straightened out and they left, the 21-year-old threw a temper tantrum and began stomping and throwing a fit in her apartment.

Is it at all possible that the missing woman became her own undoing in the way that she really upset the wrong person? This isn't meant to be insensitive at all, but it seems that Cody Pruett -- who has taken a polygraph test and submitted his DNA -- is telling the truth. It also seems likely that either a neighbor or the woman she fought with at the Hardware Bar that night could have been involved in her disappearance. Why not? She was, after all, fighting with these people and not the young man who stayed the night with her.

Then there is always the possibility of Cody Pruett being responsible, but only after the fact. Knowing that Kortne had involvement in drugs and partying, is it possible that she could have died on accident, only for those involved with her that night hiding her to cover it up to avoid trouble? This has also been a speculation in the disappearance of Lauren Spierer -- but there are no current pieces of evidence that support the possibility.

PALMYRA — Scott Stouffer has received dozens of calls from people claiming to have information about his daughter.

One told of seeing her alive. In a cage.

The person described a spot along Swatara Creek. It was near where another person described seeing her walking along the road.

Stouffer went.

“How can I go to bed at night if I know that I heard something that day and I didn’t follow up on it, as ridiculous as it possibly could be?” he said in an interview this week.

Kortne Stouffer of Palmyra disappeared 28 days ago after a night out in Harrisburg.

Her father, friends and relatives have scoured many spots in search of the 21-year-old or clues to her disappearance. Stouffer has questioned friends and neighbors who were around Kortne in the hours before she seemingly vanished from her West Main Street apartment around 4 a.m. July 29.

Police, who have executed several search warrants, have named no suspects and are releasing little information.

Stouffer, however, said his own efforts have revealed she disappeared amid volatile circumstances.

Stouffer said his daughter lived with her boyfriend who was on house arrest and probation for driving under the influence of alcohol and drugs while underage.

On Saturday, July 28, just hours before she disappeared, there was a gathering at their second-floor apartment, and beer.

When a probation officer showed up, her boyfriend was arrested. He ended up spending about a week in prison, Lebanon County court records show.

According to Stouffer, his daughter believed the probation violation would trigger a long jail sentence. She became angry at her neighbors, who she thought called police about the party.

Later, she met friends and spent the evening at Harrisburg night spots.

Early Sunday morning, when she and a male friend returned to her apartment, they saw several neighbors in the first-floor apartment. Kortne vented her anger at them, her father said.

In an interview this week, Janice Riemenschneider and Rich Sheetz, who live in the apartment below Kortne’s, said they saw Kortne kick and swing at Todd Saksek, who lives in the other half of the duplex.

They said Kortne’s friend stepped between them. The neighbors said Kortne’s friend also made hostile remarks toward them. At that point, Riemenschneider and Sheetz said they closed their door and called police.

Police got the call shortly after 3 a.m. and stayed until almost 4, when everyone had returned to their apartments.

Another call came within 30 minutes.

According to Kortne’s father and neighbors, Saksek called police after Kortne stomped on her apartment floor in anger.

Police said they knocked on both doors but made no contact with Kortne or Saksek, according to Matthew Scott, a Stouffer family friend.

Saksek, 44, declined to discuss the night’s events on the advice of a lawyer.

Stouffer said he had a long conversation with Kortne’s friend. The man had known her for two years and regarded her as a “sister,” Stouffer said. He told him he went to sleep after the stomping and believed Kortne did, too.

The friend woke about 7 a.m. and, not seeing Kortne, figured she was sleeping in another room. He went to a nearby convenience store, where a surveillance camera recorded him buying food and a drink and texting Kortne.

Stouffer said he has read the text — Kortne’s cellphone was left behind — which told Kortne he couldn’t find her after he awoke and would see her later.

Kortne also left behind her car, wallet, her dog and another dog that belonged to her boyfriend.

So in that narrow window of time, in a small, peaceful town where information spreads far and fast, Kortne somehow vanished.

Lives overturned

The story of the disappearance of the beautiful young blonde is making national news. Utility poles in Palmyra are plastered with posters asking for information. More than $30,000 in reward money is being offered.

Meanwhile, Riemenschneider, 49, and Sheetz, 57, said their lives have been overturned also.

They said they allowed police and dogs to search their apartment and have talked extensively with police and Stouffer’s family.

“We have given the police department anything and everything they have asked for,” said Sheetz, adding that other neighbors also have cooperated fully and allowed searches.

Yet people have been driving down the street behind their home and making harassing remarks, as if the neighbors had something to do with the disappearance. They avoid going outside.

Riemenschneider said she’s amazed that there seems to be a continued focus on the neighbors, when it’s obvious to her that whatever happened to Kortne took place elsewhere. The couple believe Kortne left her apartment and encountered someone who took advantage of her.

Riemenschneider, who has a college-age daughter, said she prays for Kortne continually.

“Regardless of what she did that night, she was a child of God and a child of good people, and they love her and need her home,” she said.

Scott Stouffer, 47, admits his suspicions run in all directions.

“I honestly believe that one of the people that was there that night with my daughter is withholding information. They know something or they know the person who knows something. There is no doubt in my mind,” he said.

Stouffer said he has spoken with everyone involved in the early morning disturbance. He said he’s also learned of potentially dangerous circumstances beyond his daughter’s immediate neighborhood.

On that night in Harrisburg, for example, when Kortne argued with a young man and his girlfriend, she was thrown out of the bar. Stouffer said Kortne knew the man, but he doesn’t know the source of the dispute.

He said another man had been angry with Kortne because she owed him money.

Growing frustrated

Kortne worked as a hairstylist and pet groomer and had done modeling. She was fond of peace signs, and many likened her to a “flower child.”

One of five children, she was close to her siblings and her parents, who divorced in 2005.

Stouffer owns a business just outside Fort Indiantown Gap that distributes equipment including environmental recycling machines. The office is decorated with mounted deer heads, family photos and youth sports trophies.

Stouffer said his daughter has many friends whom he knows well and likes. But she also had newer friends, who he believes were involved with drugs and whom she didn’t bring around her parents.

“It’s not that she was there 24/7. But she put herself in that environment enough to basically, I think, allow those people to change the course of her life,” he said.

On the Saturday night before she disappeared, Kortne parked her car at a gas station before traveling to Harrisburg with friends in a different vehicle. The friend who returned home with her was a designated driver of another friend’s vehicle, and they dropped that friend off in Palmyra before returning to Kortne’s.

Police have executed a search warrant of the vehicle of the friend who was dropped off, as well as of Kortne’s 2002 Ford Focus and her apartment. The warrants are sealed.

But Scott Stouffer has grown frustrated with the investigation. He believes surveillance cameras at local businesses weren’t checked until some had recorded over footage from July 29.

During this interview, he took a call from a friend who owns a helicopter. Stouffer wants to conduct an air search of areas including local quarries.

He said he won’t stop until he finds Kortne, although he has begun to brace for the outcome he dreads. Nor will he rest until he learns the facts behind her disappearance.

“I want her found, either way. I want her found for my family, and I want her found for her. I want her to know she matters, that she’s not just transient person they could just take advantage of and nobody’s going to do anything,” he said. “I want those people looking over their shoulders every day until we find my daughter.”

It’s been 27 days since a Lebanon County woman went missing.

Now, Kortne Stouffer’s father is releasing more details about why police came to her apartment the night before she disappeared.

Scott Stouffer said his daughter was angry at her next door neighbor for calling police on her boyfriend who was drinking and violated his probation.

After officers arrested her boyfriend, Kortne confronted and tried to hit her neighbor early the next morning.

Scott Stouffer said Cody Pruett, the man who stayed at Kortne’s apartment the night she disappeared, also exchanged hostile words with that neighbor.

Soon after, Kortne went back inside her apartment and stomped on the floor out of anger, causing the neighbor to call police again and left an angry message with their landlord.

Police never made contact with Kortne or the neighbor in the second response.

Pruett said he went to sleep and the next morning, Kortne was gone.

Several search warrants have been issued on the house where Kortne lived and in two cars she was last in, including the one with Pruett.

When CBS21 asked Kortne’s next door neighbor for comment, he said he had a lawyer.

Search continues one month later

Wednesday marks one month since Kortne Stouffer vanished from her apartment in Palmyra

Wednesday will mark one month since Kortne Stouffer vanished without a trace from her Palmyra apartment.
And investigators and family members appear no closer to finding out what happened to the 21-year-old in the early morning hours of July 29 than they did one month ago.

"You think you're gonna just wake up, like it's not reality," Stouffer's father, Scott Stouffer, said Monday. "It's starting to set in that I may never see my daughter again. You want to keep hope alive, but it's just so frustrating. I just want to see her come through the door."

Scott Stouffer said he talked to one of the detectives investigating the case during the weekend, but there have been no recent developments.

"They're just running down leads that come in and continuing to interview witnesses," he said.

Meanwhile, he said, he, too, continues to receive tips, some of them legitimate, some not. No matter their legitimacy, he said he is compelled to look into almost all of them.

In fact, Stouffer said, he and another person he did not name were to investigate a section of the Swatara Creek on Monday afternoon, a place where somebody claimed he saw someone that resembles Kortne.

"You can't not follow up everything you get, because how do you know?" Scott Stouffer said. "I've heard everything from she's in a cage to they've seen her in a grocery store in Hershey.

"It's just a matter of if it's factual," he continued. "A lot of times we get to where these leads are at, and it's nothing."

Stouffer expressed frustration that so many people are calling in bogus tips.

"I know people are just trying to help, but it's a shame that some people tell these crazy stories," he said. "They shouldn't be allowed to just mess with people's feelings and emotions like that with some of the ridiculous stories I've heard."

That fateful night

While information has been slow in coming out in the past 30 days, a somewhat clear picture has emerged of what happened the night Kortne disappeared.

According to her father, Kortne had a gathering, which included alcohol, on the evening of July 28 at the West Main Street apartment she shared with her boyfriend. During the gathering, probation officers showed up and arrested her boyfriend, who was on probation for DUI.

Kortne became angry with her neighbors, whom she thought called police, Scott Stouffer said.

However, she then left her apartment and went to downtown Harrisburg with a group of male acquaintances. Kortne and one of those men, identified by WHP-TV 21 as Cody Pruett, later returned to Kortne's apartment, at which time there was a confrontation with her neighbors.

Palmyra police were called twice to Kortne's apartment, once at 3:12 a.m. and again at 4:12 a.m., according to county dispatch records.

Kortne was last seen officially about 3:45 a.m., just before the responding officer's departure after the first call. When police returned for the second call, no one answered the door at Kortne's apartment or at her downstairs neighbor's apartment.

Pruett said he awoke about 7:30 a.m. and did not see Kortne, so he left.

Scott Stouffer said he is fairly certain of the events of that fateful night - all except the part where his daughter actually disappeared.

"I believe, in talking with the kid that was there and the neighbors, I believe they're on top of what happened," he said. "The problem is I really don't know if Kortne was in the house between the first and the second 911 call to the police. That's something that has me a little bit puzzled. Was she in the house when they came the second time?"

Stouffer said he is frustrated that the police officers didn't pursue the matter more when they came back a second time. According to county records, the responding officer left the scene at 4:36 a.m.

"Why didn't they make more of an effort to make sure everybody was all right?" he said.

When Stouffer did not show up for work on Monday, July 30, her mother went to her apartment. She found the door unlocked and Stouffer's wallet and cellphone inside and her car parked outside. But Stouffer was not there.

Stouffer's car was impounded by county detectives on Aug. 1.

About a week later, investigators searched a car owned by Milton Rodriguez Jr., one of the men with whom Kortne went to Harrisburg. Investigators also searched Rodriguez's home, according to WHP-TV 21.

The television station also reported that Pruett has taken a polygraph test.

Scott Stouffer said his daughter had known Pruett for about two years.

"I didn't know him at all, so I don't know how close they were," he said.

To date, police have named no suspects or persons of interest. Efforts to reach District Attorney Dave Arnold on Monday were unsuccessful.

The question remains: What happened between 3:49 and 7:30 a.m. July 29?

Remaining optimistic

Despite a month's passing with nary a trace of his daughter, Scott Stouffer tries to remain optimistic. He said he keeps thinking about a story he heard recently where a girl was found after being missing for two years.

"Maybe it could happened to us," he said.

The community has also aided in the search, posting thousands of fliers on telephone poles in the area and raising thousands of dollars for a reward for information that leads to Kortne's whereabouts.

As of Monday, the reward totaled more than $34,000.

"It really just breaks you down," Scott Stouffer said. "We're just gonna stay focused. Every time we don't find her it's a relief in a sense because some of the places we've looked have been pretty bad. You feel like you're doing something in the right direction because you're eliminating possibilities."

Palmyra police have released new information in the case of a 21-year-old Palmyra woman who has been missing for a month.

Borough police Chief Stanley J. Jasinski Jr. said Wednesday that officers were dispatched to Kortne Stouffer's apartment at 810 W. Main St. three times the night before she disappeared; not two as previously reported. The first time police responded was at 9:05 p.m. Saturday, July 28, after they received a complaint about underage drinking at the apartment. Jasinski declined to identify who called police about the underage drinking.

As a result of that first call, police have now charged two men with underage drinking. The citations were filed Wednesday with District Judge Carl Garver's office in Palmyra.

Cited were Michael Burdge, 19, of 325 E. Main St., Palmyra, and Corey Bowman, 18, of 1025 N. Forge Road, North Londonderry Township.

Jasinski said that when police arrived, there were seven people, including Stouffer, in the apartment.

"Kortne was the only one who was 21 years or over," he said.

Jasinski said that Burke and Bowman were the only two of the six underage people at the party who tested positive for alcohol. No other underage drinking citations are expected to be filed, he said.

The chief said police contacted Burdge's and Bowman's parents that night, then took the two men home.

"It all started with underage drinking," Jasinski said of the police calls that night at Stouffer's apartment.

"The investigation
isn't completed as to who furnished alcohol to the people at the party. That's on hold right now," Jasinski said.

In April, police charged Stouffer with furnishing alcohol to a minor, which is a misdemeanor, following an incident at her apartment. However, that charge was reduced to a summary offense of disorderly conduct, according to online court records.

Stouffer vanished from her apartment between 3:45 a.m. and 7:30 a.m. on Sunday, July 29. Since then, local police, the Lebanon County Detective Bureau and the Lebanon County District Attorney's Office as well as Pennsylvania State Police and other local agencies have been investigating the case.

After a month, the police seem no closer to finding out what happened to Stouffer.

Jasinski said police continue to check out all the tips they receive.

"We're still getting tips, although they have slowed down," he added. "We're still encouraging people to call or email the tipline."

Police, family and friends have tried searching for Kortne Stouffer on foot, by horseback and with dogs. They have used prayers and psychics. They have plastered her photo in stores, on utility poles and signs and pleaded for information on national TV.

But more than two months after the 21-year-old woman, described by her parents as a flower child, mysteriously disappeared from her Palmyra apartment July 29, they still have no idea where she is or what happened to her.

It’s frustrating for the family, friend Matthew Scott said.

“You wouldn’t think in this day and age someone could just disappear,” he said. “The police aren’t giving much feedback. That’s a tactic, but it’s also frustrating.”

Not a day goes by that the family doesn’t think about and talk about Kortne, although there are more questions than answers, he said.

It seems everybody, including anonymous bloggers, have theories. Is it related to one of the arguments she was involved in that night? Could it be drug related? Or because she owed someone money? Jealousy? A stranger abduction? Or did she decide to leave on her own?

The endless speculation “makes your head spin,” Scott said.

Brian Boyer, a family friend who owns Boyer’s Signs and Truck Lettering in Palmyra, has been selling signs for $10 or $12 featuring Kortne’s picture in order to raise money toward the reward, which has reached $34,000. Lately, however, he has been giving them away as interest in her plight wanes.
“I haven’t heard anything at all. No leads whatsoever,” he said. “It seems it just stopped.”
Boyer said Kortne’s disappearance is weird.
“Everybody is clueless right now,” he said.

Lebanon County District Attorney David Arnold said the investigation is still active and detectives have not run out of leads. He is calling her disappearance “very suspicious” but is not yet ready to call it criminal.

“There are definitely things we’re continuing to work on,” he said. “We’re not out of leads or things we can look into.”

Arnold said he could not be specific. Investigators have interviewed the downstairs neighbors, the friends she spent her last night with and many others, he said.

The FBI has helped with data collection, although their agents are not an integral part of the investigation. FBI and state police spokesmen said they have offered help if needed.

Police have searched the area of her apartment with dogs on several occasions but “haven’t found anything to lead us conclusively in any direction,” Arnold said.

Several psychics have contacted the department “to provide us what they believe might happen, but none have panned out,” he said.

Nevertheless, “we listen,” he said.

According to FBI statistics, 678,860 people were listed as missing in 2011. By the end of the year, 85,158 were considered active cases. Of the total number, 19,508 were people suspected of leaving involuntarily, possibly as a result of kidnapping or foul play.

What is known about Kortne Stouffer’s whereabouts on the weekend of July 28-29, have been gleaned from prior interviews with her parents, police reports and news reports.

Police were called to the apartment shortly after 3 a.m. July 29 after Kortne Stouffer and a male friend argued with neighbors. Police left around 3:50 a.m., but were called back within a half-hour, apparently after Stouffer stomped on her top-floor apartment’s floor in anger.

Her family said police arrived but didn’t make contact with anyone in Kortne Stouffer’s apartment or with the neighbor who called police.

The male friend who spent the night at Kortne Stouffer’s apartment said he awoke Sunday morning, didn’t see her and assumed she was sleeping in another room.

A surveillance camera at a nearby convenience store recorded him buying food and a drink and texting a message to Kortne Stouffer around 7:30 a.m.

Police have searched neighbors’ apartments as well as her car and a car she rode in after the night in Harrisburg.

When Kortne didn’t show up for work or answer phone calls, her mother, Wendy, went to her apartment that afternoon. The door was unlocked and her car was parked outside. Kortne’s wallet, cellphone and dog were inside her apartment.

Police have named no suspects or offered any theories regarding her disappearance.

If you've heard that Kortne Stouffer's body has been found, you're not alone. So has her father, Scott Stouffer.

The problem is, it's not true.

Like many others, Scott Stouffer frequently hears the rumors about his daughter on Facebook and elsewhere. And he would like people to know that, while his daughter's story might be a juicy rumor to pass along, it is much more serious to him and his family.

"I can't explain why people do the things they do," he said. "There's people sitting on pins and needles waiting for true information."

And they have been waiting for a long time. Next Monday will mark three months since Kortne Stouffer mysteriously disappeared from her Palmyra apartment.

Scott Stouffer said there is not much new to report in the case. But he said state police are about to get more involved in the case, and he is happy about that.

"It's been 80-some days since her disappearance, and we still have nothing," he said. "It doesn't make any sense."

Stouffer said he was scheduled to meet with state police investigators today.

"Hopefully they can find something that Palmyra and Lebanon (Lebanon County detectives) missed," he said.

Palmyra police Chief Stanley Jasinski referred calls to the district attorney's office. District Attorney David Arnold said county detectives and Palmyra police are still working on the case. He admitted that some comments on social media also frustrate investigators.

"We read some of these posts, and they're completely false," Arnold said. "If somebody legitimately knows something, we want to know that."

Nearly every day, he said, his office gets emails and information, and each is checked out.

Kortne Stouffer vanished from her apartment between 3:45 and 7:30 a.m. on Sunday, July 29. She was last seen officially when a Palmyra police officer responded to her apartment for a disturbance at 3:12 a.m.

The officer returned for another call at 4:12 a.m., but nobody answered the door at Kortne's apartment.

A man who spent the night at Kortne's apartment told her father he did not see or hear anything. The man said he awoke about 7:30 a.m. and did not see Kortne, so he left.

When Kortne did not show up for work the next day, her mother, Wendy, went to her apartment. She found the door unlocked, her wallet and cellphone inside and her car parked outside. But Kortne was not there.

Since then, police have interviewed dozens of people, including three men with whom Kortne went to Harrisburg the night she disappeared. They also searched one of the men's cars and impounded Kortne's car.

Kortne's family and friends also have been searching for her, on horseback and foot and with dogs. The last search was about two weeks ago. They have raised $42,000 in reward money for information leading to Kortne's whereabouts.

Another event to raise reward money will be held on Black Friday, Nov. 23, at Overtime Sports Bar in Hershey, Scott Stouffer said.

"Somebody out there knows something," he said. "They know something, and they're not telling. We would really appreciate if they would come forward."

About once a week, Scott Stouffer gets a call. On the other end of the receiver is someone filling him in on the latest rumor regarding his 21-year-old daughter, Kortne. Those rumors, however, have been wearing on him and his family.

"(We're) no closer to having our daughter back," Stouffer said.

All the while an investigation has been ongoing. There has been a search involving local and state officials, who have also pulled in FBI resources.

So where are investigators with the case now? Stouffer said they're back to square one.

Admittedly, going back to the beginning is a standard tactic in law enforcement. It's something that has Stouffer hopeful.

"Maybe going back and going through the whole investigation again will bring back a piece of information that can help authorities get to her," Stouffer said.

But still, her father can't help but be critical of the investigation. Stouffer wishes authorities acted faster, nearly three months ago.

Kortne Stouffer was last seen at her Palmyra apartment July 29, after going out with friends in Harrisburg.

"No disrespect to any of the authorities, I don't believe everything that should have been done initially was done as quickly as it should have been done," Stouffer said.

Stouffer's other criticism surrounds surveillance tapes. He and the family's attorney, Karl Rominger, were told an auto business near Kortne's apartment could have caught something critical on camera. However, the video from the night of her disappearance was recorded over. That's because, Stouffer said, authorities didn't try to track down the video until weeks later.

"I just feel that the comprehensive video canvass for instance just seems like a natural and normal thing at this day in age," Rominger said.

Abc27 spoke to the Lebanon County District Attorney Dave Arnold about the case. He could not talk specifics, but assured us police are still doing everything possible.

Arnold said they are working on the case and are "hopeful for a resolution."

He told harsh critics that they just don't know the in's and out's of the investigation.

Authorities have been relatively tight-lipped since Kortne's disappearance.

Though critical, Scott Stouffer believes authorities are still hard at work trying to locate his daughter.

"They are not quitting. I guess the worst thing would be if it got pushed off to the side, but there's a lot of determined people," Stouffer said.

It’s been nearly four months since 21-year-old Kortne Stouffer disappeared from her Palmyra home. To date, Kortne’s family and friends are still doing all they can to find her and bring her home. The holidays however are making the pain they feel almost unbearable.

“Thanksgiving was terrible,” said Wendy Stouffer, Kortne Stouffer’s mother. “She has never in 21 years missed a Thanksgiving with her family.”

On Wednesday instead of eating lunch with her daughter, as she did most Wednesdays before that day in July, Wendy Stouffer filled that time hanging pictures of her daughter and sprucing up a memorial that sits in front of Kortne’s apartment.

“If there`s a sign that`s torn down or weathered, I replace it,” said Stouffer. “I spend a couple hours every couple of days just re-hanging the flyers, stopping in at businesses, putting up posters, handing out flyers. I`m just doing whatever I can to keep her face out there and get her home.”

Signs of Stouffer’s disappearance can still be seen at her home as caution tape lines several banisters. The investigation continues as Wendy prepares her heart for the possibility of spending another holiday without her child.

“I can`t even imagine Christmas without her with us,” Stouffer. “So I`m gonna do whatever I can and I`m not giving up. I will not give up until the day I die.”

The family is currently offering a $42,000 reward. Bumper/Window stickers bearing Kortne’s picture and contact information for anyone with tips can be purchased from Blose in Campbelltown. Yard signs can be purchased from Boyers in Palmyra.

Six months have passed, and Lebanon County detectives and Palmyra police are continuing their search for Kortne Stouffer, a Palmyra woman who has been missing since late July.

Stouffer vanished from her apartment between 3:45 and 7:30 a.m. on July 29. She was last seen officially when a Palmyra police officer responded to her apartment for a disturbance at 3:12 a.m. The officer returned for another call at 4:12 a.m., but nobody answered the door this time.

A man who spent the night at Kortne's apartment told her father he did not see or hear anything. When he awoke about 7:30 a.m. that day and did not see Kortne, he left, he told police. When Kortne did not show up for work the next day, her mother, Wendy, went to her apartment. She found the door unlocked, her wallet and cellphone inside and her car parked outside. But Kortne was not there.

Since then, several searches on foot, with dogs and on horseback have been conducted for Stouffer in areas near her home and other places around the area. Relatives and friends have held "Come Home" vigils to spread awareness of the case, as well as fundraisers to raise money for a cash reward for information leading to her whereabouts. The reward now stands at more than $40,000.

Posters with Stouffer's photo have been posted around the region, including on an electronic billboard near Harrisburg.

A few weeks ago, Lebanon County District Attorney David Arnold said he had nothing new to report on thecase.
"Work is continuing on the case," he told the Daily News in late December. "Obviously, we're still receiving tips but not quite at the pace we were. We continue to follow up on any tips."

Although Arnold could not release more specific information about the case, he said he feels comfortable "that we've eliminated some possibilities." But detectives still are not sure exactly what happened to Stouffer that night.

It's been more than 200 days since Kortne Stouffer vanished; more than 200 sleepless nights and 200 painful mornings for those who love her.

"I keep hope every day," her father, Scott Stouffer, said. "And I try not to go to the other side."

VOLATILE NIGHT:

On a night in late July, Kortne hosted a get-together at her apartment on West Main Street in Palmyra. Police were called to the apartment and said they discovered underage drinking. Kortne's boyfriend was taken into custody for a probation violation, police said.

From there, Kortne went partying with friends in downtown Harrisburg, where she was involved in an altercation inside the now-closed Hardware Bar.

She returned to her apartment early the next morning with a male friend. There was another argument with neighbors and police were ultimately called to her home two more times, according to investigators.

"Kortne was just a girl who was making her way through her early 20's," Scott Stouffer said. "She was just being a kid and finding out through her own lessons."

When her friend woke up the next morning, he said Kortne was gone.

VANISHED:

Kortne's purse, cell phone, keys and wallet were all still inside her apartment. But it's what investigators didn't find that also puzzled them. There was no note, no blood and no sign of a struggle.

"We really had to start with zero information other than we know she's not here and try to work out in every possible direction and try to figure out what happened," Lebanon County District Attorney Dave Arnold said.

WAS ENOUGH DONE?

Kortne's father is critical of the investigation. He believes Palmyra police should have done more to separate his daughter from her neighbors that night. He also believes they didn't act quickly enough when they learned she was missing.

"I'm critical because it's my daughter and we don't have her and they have no idea where she could be, dead or alive," Scott Stouffer said.

Arnold said he understands why Scott Stouffer is critical of the investigation and said if his child was missing, he would probably feel the same way. But he does not believe mistakes were made.

"We've dedicated substantial resources and effort to finding her from the moment we realized she was missing," Arnold said.

But what's more, Stouffer told abc27 News that at times investigators have focused their attention on him as a suspect.

"It makes no sense," he said. "And that's what it goes back to: common sense. And I think they (the police) could use their common sense a little bit better and focus on the right people in the right directions with obvious reasons someone would want to hurt my daughter."

And apparently there were reasons.

DANGEROUS CIRCUMSTANCES?

Arnold said the fight at the Hardware Bar was apparently because Kortne owed someone money.

Even Scott admits in a new interview with abc27 that he's heard his daughter was mixed up in some potentially dangerous circumstances.

He said her apartment was burglarized twice leading up to her disappearance. He said in one of those cases, Kortne alerted Palmyra police.

Arnold admits that investigators have spent time focusing on those break-ins, calling them "suspicious."

They've also spent time looking into a trip Kortne took to Sacramento, California earlier in the summer. Was it related to her disappearance? Arnold said it can't be ruled out.

That unusual trip is something Scott Stouffer would like to learn more about.

"I'm curious if somebody actually tracked down the location of where she went," he said. "I'd like to talk to that person."

CIRCLE OF DISTRUST:

Scott Stouffer said repeatedly that he does not trust Kortne's circle of friends.

"There's not a moment of the day that it leaves you," he said of his daughter's disappearance. "Not a moment. And I just wish they (her friends) would do the right thing."

He believes that at least one of the people she was with the night she disappeared is withholding something from investigators.

"I just don't believe for one second that that many people can be involved with my daughter that night in such a short period of time and have no information and have no idea what happened to her," Stouffer said.

BOGUS TIPS:

Since Kortne's disappearance, abc27 has also learned that investigators received numerous tips they believe were designed simply to waste their time. Arnold cited a tip that Kortne was being held in a cage along the Swatara Creek as an example.

In each case, time was wasted.

"We do get some who are people who perhaps are finding some deranged sense of pleasure from sending us down the wrong path for some reason," Arnold said.

"It infuriates me," Stouffer said of the bogus tips. "But I have to try to control that because I have to stay on track. I have to stay focused."

NUMBER ONE THEORY?

The D.A. said investigators do have several working theories about what happened to Kortne Stouffer. He admits their number one theory is that she was kidnapped, although he declined to say why.

So where is Kortne Stouffer? And is she still alive?

"From a statistical standpoint, I can't deny that it's probably not as likely as we would hope, but I don't think anyone's likely to give up hope," Arnold said.

Scott Stouffer is still hopeful. But at the same time, he said is prepared for the worst.

"I try not to go to the other side," he said. "But if we have to at some point in time, we're a strong family. We will get through it."

The picture in the upper left of this article has been circulating on facebook and in the Palmyra community. Kortne's dad says a bounty hunter has been handing it out, saying he believes he can help police solve the case.

The sketch is of a man he believes is responsible for her disappearance and the disappearance of many other women from Fort Bragg North Carolina to Fort Indiantown Gap.

CBS 21 News contacted the Lebanon County District Attorney David Arnold about this possible new lead. He says, "We are aware of the (facebook) post and its author. It is not being circulated by law enforcement."

At 21-years old, Kortne Stouffer vanished from her Palmyra apartment July 29th. A police officer was one of the last people to see her, when he arrived there for a disturbance call around 3:00am. He returned for another call, knocked on the door but no one answered.

Police questioned the man who stayed the night with Kortne. He told them he didn't see her when he left that morning. Detectives investigated but came up empty. Her parents and the community also searched for Kortne, but she was gone. Seven months had passed and the leads seemed to be vanishing as well.

The Palmyra community hopes the flyer is the big break police have been looking for. CBS 21 News tried to track down the man who's passing out the flyers but had no luck today.

New developments in the disappearance of a Pennsylvania woman could mean a step forward for the Morgan Harrington case. The sketch of the man believed to be the top suspect in Harrington's murder is making the rounds in connection with 21-year-old Kortne Stouffer, a missing Pennsylvania woman.

Kortne Stouffer vanished from her Palmyra, Pennsylvania apartment July 29. A police officer was one of the last people to see her, after being called to the apartment for a disturbance.

The sketch is being circulated in the Harrisburg area by a bounty hunter who thinks he can help with the case.

We spoke with Morgan Harrington's mother Gil, who found out about the sketch circulation Monday morning.

"This is a serial offender, if not a serial murderer. We have said that for years and I have also been adamant that I didn't want to sit back and just wait for the next body. I believe there are more bodies, I do," she said.

Gil Harrington says this latest information demonstrates that the suspect is cocky and comfortable, and she believes that someone is helping him. She also says she is afraid to put too much hope and credence in this latest information.

"We arrest him, my Morgan is as dead as she was the day before. It doesn't make it okay, but it does mean when we get an arrest, that perpetrator will not be harming any other young women," she stated.

Law enforcement is not making any connection between the two cases right now. Virginia State Police says it has no evidence to link the Harrington case to the Pennsylvania disappearance. The department went on to say, at this time, the only crime the Harrington case is connected to is a 2005 sexual assault that occurred in the city of Fairfax, Va. The sketch has been circulating on Facebook and within the Palmyra, Pennsylvania community.

A flyer with the sketch of a man is being circulated on Facebook and in the Palmyra community suggesting the man's involvement in the Kortne Stouffer disappearance.

But Lebanon County District Attorney David Arnold warns against anyone getting their hopes up. He said he is aware of the flyer, and detectives have interviewed the man who is circulating it, but Arnold says a lot of the claims are false.

"Frankly, I find it offensive," Arnold said Monday. "The author not only does not have information to substantiate his claims, a number of things that he claims are false. Nothing positive will come from it."

Seven months have passed, and Lebanon County detectives and Palmyra police are continuing their search for Stouffer, who was 21 when she vanished from her 810 W. Main St. apartment in Palmyra sometime between 3:45 a.m. and 7:30 a.m. July 29.

She was last seen officially when a Palmyra police officer responded to her apartment for a disturbance at 3:12 a.m. The officer returned for another call at 4:12 a.m., but nobody answered the door that time.

Arnold said the flyer's author misidentified a motel in Derry Township where he claims the trucker was staying around the time Kortne Stouffer went missing at the end of July. Asked where he got his information, Arnold said, the man provided detectives with a name. It turned out that the person he received the information from has been in jail since 2005.

The sketch of the man on the flyer is described as black, between 25 to 35 years of age, 6 feet tall with a medium build, and could have a mustache and beard. Handwritten notes on the flyer indicated this man is wanted for murder in Virginia in 2009; kidnapping in Tennessee in 2011; and kidnapping in Virginia and North Carolina in 2012. It also said the man may be in the "Army National Guard, 224 Aviation out of VA."

Virginia State Police told NBC29 in Charlottesville that they have no evidence to link the Harrington case to the Stouffer case.

"We've wasted a lot of time with this guy," Arnold said of the man circulating the flyer here. "He diverted us from following an appropriate trail. He's not assisting us."


Arnold said detectives and the state police continue to work diligently on Kortne Stouffer's disappearance.

"We have some different theories that are still viable. But I can't get into them," he said.

Arnold said detectives still receive tips.

"We want people to keep providing tips if they are relevant," he said. But, he added, "It's extremely frustrating to get things like this. It's wasting our time."

An attorney for Stouffer's family, Karl Rominger, said he and the Stouffer family are aware of the flyer, and though officials say false claims were made in the flyer, the family still welcomes anyone's help.

Rominger said the family is pleased with the work by investigators, but the investigative process has been frustrating.

The possibilities of what happened to Stouffer are seemingly endless.

Rominger said, in his opinion, there's "absolutely a possibility" that Stouffer's case could be linked to other missing persons cases, but there's no evidence to indicate that.

"This just seems to be literally a true vanishing. That's what really causes the problem," Rominger said. "There's nothing to point you in the right direction."

Because it is an active criminal investigation, there may be certain information that cannot be shared with the family.

Rominger said the seal on search warrants associated with the case have been renewed recently.

"It's been a considerable period of time to continue to keep them sealed," he said. There may be nothing earth-shattering in there, maybe just details of the crime scene, but I suspect there's a reason why they're not unsealed. ... Judges generally take this seriously. They don't seal them just because. There may be something in there that requires more development from what we already know."

But that's the frustrating part for the family - not knowing.

"We obviously can't force them to give us information since it could interfere with their investigation," Rominger said, "but it still leaves Mom and Dad awake at night wondering: What does everyone know and where is my daughter?" he said.

There are several reasons why a search warrant can be sealed:

If it contain information that would impede the investigation, if revealed.
If it has information that might harm someone if made public.
If the release of the contents clearly causes an invasion of privacy.

Rominger said he does know authorities have run down a lot of leads, but as more time passes by, the less optimistic the family becomes.

"What they really would like is some closure and know where she is and what happened to her. If she could be brought home alive, that would be the miracle everyone is hoping for," he said. "Every time a lead like this comes up, it reopens the wound. The wound will never close."

A not-so-gentle reminder: Kortne Stouffer still missing

I write this for my girls, now ages 18, 22 and 24. I write this because they are in the same age range as Kortne Stouffer, who has been missing from Palmyra since late July.

I write this because it might have been them, any one of them, if circumstances had broken a different way. Because at least one of my daughters was a Facebook friend with Kortne. Because they shared something of the same outlook on life.

I call my girls neo-hippies; I think Kortne was much the same. I say it with no disparagement. I'm one, too, quite contentedly, merely of the previous generation (and the first generation after the real hippies got the Summer of Love going in the late 1960s.

I write this, because the media are a fickle herd.

I'm going to tell you some hard truths about us. I've been doing this long enough that I know how it works. "Right" or "wrong" doesn't play into this. These are mechanics; physics; the nature of our business.

Those people living their lives day to day, working, raising families, trying to keep the bills paid - they don't make news. They aren't news. It's not news to live one's life quietly. Journalism is not about the run-of-the-mill. It is man bites dog, not dog bites man, that makes the headlines. That is what is, with no sugar-coating or public-relations spin.

A young woman's disappearance? That defines journalism's interest. It is different. It is a change in the status quo. It makes for emotion-raising copy - the distraught family; the frightened, worried friends; the candlelight vigils; police involvement; rumors and the hints of rumors.

But as time passes, the story grows stale. It becomes the "new normal." Media assess: Another day; she's still missing; nothing new to say; move on. Where's the next man-bites-dog story?

It's not our business to remember the family and friends and all the other trappings of the story. It's not us who are living the fear and anxiety intimately, every waking moment (and many of the nightmarish sleeping ones as well).

But it could be.

It could be me. That's why I'm writing this.

We're approaching eight full months since Kortne's disappearance in late July. It is still a part of her family's lives, her friends' lives, every moment. We in the media have mostly put it aside. Old news. It's difficult for them to generate any media interest; hence, it's hard to keep Kortne's name, Kortne's story and Kortne's status in the active minds of readers and the general public.

And that has the negative side-effect of further hindering the search, by dampening the attention of an already attention-deficit society. But Kortne's still not home; she's still not found. There is no resolution, as horrific as the potential for that resolution might now be.

And that is why I'm writing this.

Kortne was an adult. My girls are adults. And society's proclivity is to pay less overall attention for a shorter period of time to missing adults than missing children, except in the cases of advanced age or some developmental limitation that affects our view in the same way as a child's loss does.

There is a greater sense of urgency, greater lasting power as a story in the media, if the individual who is missing is under age 18. That is human nature; we protect our children with something approaching viciousness. We don't protect our adults in quite the same way, though every adult is or was someone's child at one time.

I offer something from a wise man. Dr. Seuss wrote, in "Horton Hears a Who," "A person's a person, no matter how small."

Smart man, Seuss, and he helped my girls significantly with their early reading and, to some degree, their philosophy.

I would alter it a little for our current topic. I would say, "A person's a person, no matter how tall."

Kortne Stouffer is still missing. The media, we're going to care less and less with each passing day. I've told you why; don't harangue me. It's the business. It's the truth.

But our reaction doesn't change things for the family, for the desperation felt for a need for resolution.

Keep in mind her status. Remember she's out there, somewhere. Remember there are those who are seeking, wanting, needing answers. In this world of around-the-clock, near-total virtual connectivity, it boggles the mind that anyone can simply and utterly disappear.

Help find her. Not necessarily even for Kortne; not for her family; certainly not for me or my girls. But because it could have been someone that mattered greatly to you. It could have been someone that would have led you to the constant anxiety, the nightmares, the gut-emptying uncertainty. It's nothing you want to experience. Be grateful you're only reading about it.

Finally, I write this because my oldest daughter, Heather, who was not Kortne's Facebook friend, asked me to. I didn't agree immediately - in these cases, it's journalist first, Dad second. But she argued her case, as I presented it above: "Dad, it could have been one of us. Any of us."

That convinced the journalist. The Dad never needed much convincing.

It will be a year this weekend that Kortne Stouffer disappeared from her Palmyra apartment, and although she remains lost, investigators and her family say she is not forgotten.

Stouffer went missing after spending a night out with friends July 28 in Harrisburg, where she reportedly got into a fight inside the former Hardware Bar. She returned to her apartment early the next morning with a male friend. There was another argument with neighbors, and police were twice called to her home.

When her friend woke up the next morning, he said Stouffer was gone. She has not been seen since.

"There's a lot of emptiness in the family because she hasn't been here for a lot of the family events. She missed her birthday," said Scott Stouffer, Kortne's father.

Her family would have celebrated Kortne's 22nd birthday in April, but after a year of grief, national TV appearances and search parties, they are no closer to finding her.

"It stands about where is has for some period of time," Lebanon County District Attorney Dave Arnold said of the investigation. "There's been no new paperwork filed, no new warrants or anything like that."

Despite all the dead ends, detectives continue to work on Stouffer's case every day.

"Our goal, our function is to investigate cases, to resolve cases, to obtain justice for whoever the person may be," Arnold said. "Anytime we can't do it, it's frustrating, and when it's a situation like this where it involves a human life, it's even more frustrating."

"Everything's been difficult, right down to moving things out of Kortne's apartment," Scott Stouffer said. "There's all these questions. What do you do? Do you keep it forever? Do you do something with it? It's just hard."

It may be hard, but the Stouffer family is doing their best to keep hope alive.

"We'll definitely, absolutely continue to search for Kortne," her father said. "Lost but not forgotten. We love you."

The Stouffer family is offering a $42,000 reward for any information that leads to their daughter. Tips can be submitted several ways through their website, bringkortnehome.com.

A Florida investigator said he believes the disappearance of Kortne Stouffer and 17 other women who look like her could be the work of a serial killer.

Bill Warner, a Sarasota, Fla., private investigator, said his goal is to prompt the FBI to look into whether a serial killer is at work.

“It’s a profile I have developed. All these missing young women, they look just like sisters,” Warner said.

“They all disappeared under strange circumstances, outside their apartment or house, with no break-ins, no indication of confrontation in or out of the house. They just disappear,” he said, adding a lot of them disappeared after a night of drinking.

Dave Arnold, Lebanon County district attorney, said the FBI’s violence crimes unit (VICAM) already looked at Stouffer’s disappearance, compared it with missing persons cases up and down the East Coast, and didn't find links to other cases.

“I suppose anything is possible, but when we look at the factual disappearance of Kortne, as we believe it to exist, there is nothing to suggest it’s related to any of the other disappearances,” Arnold said.

“It’s an interesting read, an interesting theory he has. But there are no facts to support the theory at least at this point in time,” Arnold said of Warner's blog.

Warner added Kortne Stouffer to his list because she is blonde, slender, pretty, with blue eyes. When he compared her with the others on the list, he said they looked like sisters. Plus, her disappearance fits the pattern.

Kortne, 21, disappeared July 29, 2012, from her Palmyra apartment without a trace.

The 18 women on Warner’s list are between ages 17 and 25. The oldest case dates to 2006, and the most recent disappearance was six months ago. The cases have occurred from Pennsylvania to Florida, and as far west as Michigan. Bodies of only three of them have been found, and all were dumped, rather than buried. Most of the disappearances occurred near major interstates, he said.

Warner said he believes the suspect or suspects could be someone who travels a lot, and maybe works in the construction business or is a trucker. The construction business would be more likely, Warner believes, because they often stay overnight in a locale for a period of time. And all the women on his list went missing in spring, summer or fall.

He also draws a comparison to the most notorious serial killer in the United States — Ted Bundy, who killed in the 1970s. “He sought out young, attractive, thin women who looked alike — had long brown hair parted in the middle,” Warner said.

Bundy, a psychopath, was motivated in part by a break-up with a woman, Warner said. “I can’t get into the mind of people,” he said. The person responsible for the disappearance of the women on his list could have the same motivation, Warner said.

“Here we have a nationwide threat,” Warner said. Warner believes the suspect could spot his victims in a bar, looking for a thin, easily manipulated woman that fits his profile.

“I’m trying to warn people. If you look like this, and are going out drinking, you need be careful. It’s not a safe situation,” Warner said.

Warner said he doesn’t have the resources to investigate the cases himself. He said he is not disparaging law enforcement, but said sometimes it becomes “this territorial thing,” in which police hesitate to call on the FBI or don’t see the link that would take the case out of their jurisdiction.

Arnold said Warner’s theory of a serial killed is “interesting, but as far as we can tell there’s no validity to it. … He’s comparing physical attributes and suggests because they may look similar that the same person is responsible for their abduction and demise,” without having investigated the cases.

Arnold said the FBI has been available to assist in the case as needed. The primary investigation has been done by local and state police, and county detectives.

Warner said he has talked with parents in at least five of the cases, and was employed as an investigator in some of them. He said he began compiling the list in 2011, when he found similarities in five disappearances. Warner said law enforcement doesn’t share information with him.

Warner said he hates to say it, but believes most of the women are probably dead. “These parents are still hoping they can get them back, and there’s always that possibility,” Warner said.

“It unfortunately stands as an open investigation, is still active. Detectives are still active working on the case, pursuing any new leads,” Arnold said. When new information, such as Warner’s blog, surfaces, Arnold said “We look at it and consider it, whether it’s if worthy of further investigation.”

Last summer, Arnold said they looked into information from a bounty hunter who hung posters around Palmyra saying the suspect was a National Guardsman. That information was false, Arnold said.

Stouffer disappeared from her Palmyra apartment in the early morning hours of July 29, 2012, after a night out with friends in Harrisburg, according to interviews with her parents, police and news reports.

EAST HANOVER TOWNSHIP – It’s a lake where you could easily picture someone dumping a body.

And Scott Stouffer went there in a cold drizzle Wednesday to meet a stranger who claims she knows what happened to his daughter, Kortne, who disappeared nearly two years ago and is presumed dead.

After listening to Amanda Ballester for nearly three hours, Stouffer was convinced: Police must search that lake, which is about 12 miles away from the place she disappeared after an evening partying with friends.


Lebanon County District Attorney David Arnold, who said Ballester's account has changed, isn’t convinced. Arnold said there are "a lot" of bodies of water in the area, and there isn’t enough evidence for him to call for a search of the 85-acre lake in Memorial State Park, which is adjacent to Fort Indiantown Gap.

Maybe Kortne’s body isn’t in Memorial Lake, where the deepest waters measure about 22 feet near its dam area. But if there is even a slight chance that it is, every effort should be made to find out, Stouffer said.

Like the district attorney, Stouffer has heard dozens of stories on the whereabouts of his daughter during the 20 months she has been missing. But this one is different, said Stouffer, whose office happens to be adjacent to the lake.

The explanation includes a motive that Stouffer believes is plausible, an accurate timeline and people who he said had been with his daughter the evening she disappeared. Ballester also knew details that Stouffer believes were only known to family and investigators.

“She is the most credible individual I have talked to in the past 20 months,” Stouffer said, holding back tears. “Her information seems to fit the theories of the case, the characteristics and the suspects. This girl made the past 20 months seem like two days ago.”

BACKGROUND

Kortne Stouffer disappeared from her apartment in the 800 block of West Main Street in Palmyra during the early hours of July 29, 2012. A search ensued in the following weeks and months. And her disappearance has made national headlines.

The 21-year-old had been partying with friends at the apartment earlier in the evening, before they headed out to a Harrisburg bar.

Prior to leaving, her boyfriend, Brad Herr, was arrested at the apartment they shared, by a probation officer. Herr was on house arrest and probation for driving under the influence of alcohol and drugs while underage, according to published accounts.

Herr spent about a week behind bars in Lebanon County, according to court records. And Kortne blamed her neighbors for the arrest, thinking they had called the cops to complain about the party, Stouffer said.

It’s still unclear who placed the call to police that led to Herr’s arrest. And police have been unwilling to say who called them.

When Kortne came home from Harrisburg later that night, she saw her neighbors as she climbed the steps to her second-floor apartment. She started screaming at them, thinking her boyfriend would face a long jail sentence because of the call she believed they had made, Stouffer said.

Kortne continued yelling at them, until finally, the neighbors did call the cops, who visited the apartment for a second time. They got there about an hour after Kortne came home from the bar, Stouffer said. The police knocked, but there was no answer. Instead of going into the apartment, they left, Stouffer said.

BALLESTER'S STORY

Ballester, 26, of South Lebanon Township, said she knows who called the cops the first time on the night Kortne went missing. She contends that they were the same people responsible for Kortne's disappearance.

Close acquaintances of the men in question, one of whom is connected to the incident, told her the story, she said. And Ballester claims she even overheard those responsible brag about the crime and reveal details.

They called the cops because they wanted to make sure Herr was gone while they searched the apartment for a large amount of money and marijuana, Ballester said. Kortne died shortly before or after the marijuana and cash were stolen, she said.

Stouffer said he also believes there were money and drugs in the apartment the night his daughter disappeared.

Ballester shared her story with PennLive, which reached out to Stouffer for comment and set up their meeting. Ballester said she didn't do it to get the $50,000 reward offered for information leading to Kortne's location. And Ballester said she promised to refuse the money if her story leads to Kortne or her body.

"I don't want the money," Ballester said. "I would have the family use [the $50,000] to build a memorial for Kortne."

Ballester met Kortne in 2010. The two weren't close friends, but they had chatted on Facebook and hung out together at several parties. She even considered joining Kortne and other friends at the bar in Harrisburg that night, but didn't because it was her daughter's birthday.

Ballester said that she was told that Kortne died in the apartment, the men rolled Kortne’s body up in a carpet, weighted her down with chains and cinderblocks and drove to Memorial Lake, where they dumped her body.

Stouffer said Ballester's story contained details that aren't public knowledge. For example, Ballester described the color of the carpet she said was used to conceal Kortne's body. Stouffer said he believes a carpet matching the description was missing from the apartment the next day.

Ballester also said that in addition to the drugs and cash, there was a money-counting machine in the apartment that wasn't stolen, which Stouffer also confirmed.

Ballester said she called the Palmyra Police Department after she heard the story. She first called on Aug. 10. After contacting the department several times, police encouraged her to share her account with Arnold, whose office is leading the investigation.

Ballester said she called Arnold’s office on several occasions. And she sent an email on Aug. 13, detailing to investigators what she believed happened to Kortne.

CHANGING STORY?

Arnold confirmed that Ballester contacted his office several times. But he said her story changed three times, which raised “red flags.” Ballester denied the accusation. She said her story never changed, and that the district attorney and his investigators never took her seriously.

Each of Ballester’s claims was investigated “to a certain extent,” Arnold said. But Lebanon County doesn’t have a scuba diving team to send into the water, and he needs something more concrete to go on before he asks an outside agency to put its resources behind a search of the lake.

Arnold said, “It would require some hint that there is credibility to the statement."

“Detectives have kept a log over a year and a half. [Ballester] called on three occasions providing information. And I don’t want to get into what she said specifically. There were varied accounts of what happened. I know for a fact that every single call on this chart has been investigated at one point or another,” Arnold said. “We’ve checked every place that there could be reason to check.”

Arnold said the number of calls his office receives regarding the Stouffer case has waned. He said that his office is no closer to finding Kortne than it was at the start of the investigation.

A recent theory suggested by a private investigator in Florida – who said an unknown serial killer traveling the country likely abducted Kortne because she fits the profile – is baseless, Arnold said.

Arnold would not disclose specific areas his office searched, but he said at least one body of water has been investigated. And he acknowledged that the longer Kortne is missing, the more likely it is that she is dead.

A PLEA FOR HELP

Stouffer is critical of the investigation, and he wants state police to take over the case.

State police assisted the district attorney’s office with the investigation early on, said Trooper David Beohm, a spokesman for the agency.

State police interviews anyone that comes to them about the case, but then the person and the results of the initial investigation are forwarded to the lead investigating agency, he said. If the district attorney’s office reaches out again for help, the state police would again assist the investigation, he said.

“We don’t like to jump ahead and say, ‘No, this is what you are going to do.' We don’t generally, unless [the agency] would request us to do so,” Beohm said.

Like the district attorney’s office, the state police doesn’t have an in-house dive team for water investigations, he said. It depends on outside agencies – such as the Harrisburg River Rescue – to assist, he said.

If the district attorney's office doesn’t request help from an outside agency with water investigation experts, Stouffer said he is praying a team will volunteer to search Memorial Lake – and other adjacent bodies of water – to help find Kortne, who would be 23 years old on April 24.

“And I also would like to reach out to any agencies that we might ask for help that have resources that could help us in some search of a couple bodies of water. Please get in touch with [PennLive] to help us with a search ... in a couple targeted areas,” Stouffer said.

“I sincerely hope that we can come to some resolution on the whereabouts of my daughter before we get to her birthday," he said. "That would be an answered prayer for her family and friends.”

Kortne Stouffer is 5 foot, 8 inches tall and weighs 115 pounds. She has blonde hair and green eyes, but her eye color could have changed with contacts. She has a mole on her right cheek, and has tattoos on her upper right arm, left foot and left hip.

A petition insisting the Lebanon County District Attorney's office search for missing Palmyra resident Kortne Stouffer in Memorial Lake has been posted online through the website [You must be registered and logged in to see this link.]

The petition was created in response to an article PennLive article published Friday. It detailed the account of a South Lebanon Township resident who said Stouffer was killed by acquaintances when she went missing from her apartment during the early morning hours of July 29, 2012.

Amanda Ballester, 26, said drugs and money were involved in the crime, and that those responsible rolled Stouffer's body up in a rug, weighted it down and dumped it in the lake next to Fort Indiantown Gap in East Hanover Township.

Scott Stouffer, Kortne's father, said Ballester provided the "most credible" information on the whereabouts of his daughter since she went missing 20 months ago.

Still, Lebanona County District Attorney David Arnold, whose office is leading the Kortne Stouffer investigation, isn't convinced. Arnold said Ballester's story has changed and that the information she provided isn't credible.

Arnold's office doesn't have its own water investigation team. And he said he would need a more substantial lead to prompt him to ask an outside agency to search the lake.

Whether his daughter is found in the lake doesn't matter, Scott Stouffer said. If she isn't, a search would allow loved ones to cross one more potential location off the list, he said.

There were more than 4,700 signatures on the petition as of 4:30 p.m. Sunday.

The request in part reads:

"There is controversy/hesitation on whether or not it is beneficial to search Memorial Lake for evidence or leads regarding Kortne Stouffer and her missing case that started on July 29th, 2012... family and friends need some sort of closure, after going through 20 months without." Friday detailing the account of a South Lebanon Township resident who said Stouffer was killed by acquaintances when she went missing from her apartment during the early morning hours of October 29, 2012."

A dive team is preparing to search for Kortne Stouffer's body in Memorial Lake in Lebanon County.

This, after thousands of people signed a petition pushing for the search.

More than a year and a half after Stouffer disappeared from her Palmyra home, the members of New Cumberland River Rescue will search for her.

Lebanon County District Attorney Dave Arnold was hesitant at first. He talked to abc27 News over the weekend and said he does not have enough evidence to support a search in the lake.

But more than 5,000 people signed a petition to push for the search, after an acquaintance of Stouffer's, Amanda Ballester, went public with the information. That made some waves and prompted the New Cumberland River Rescue team to dive in.

"God forbid if something happened to my children I would want somebody taking every step possible, so if it's something I can do to give back, I'm more than happy to," said Chris Zeigler, New Cumberland River Rescue Dive Commander.

It is not an easy task since the lake is 85 acres. Visibility and undercurrents will be a factor. So will debris that cannot be seen from the surface of the 22-foot-deep lake. Experienced divers will use everything from flashlights to sonar to sweep the bottom of the lake for Stouffer's body and say they will fully inspect anything that could be remains.

"If we are searching and we find something that may be of suspect is a body, we're gonna treat it like that until we find otherwise. So if we need to get equipment in there to raise it to the surface after photographs are taken, we're gonna treat it like the real thing," said Zeigler.

Regardless of what New Cumberland River Rescue finds—or does not find—in Memorial Lake, they will do their best.

"I don't think anything's gonna be a lost cause. If there's a shred of evidence that might suggest that she's in there, then by all means, we'd like to at least comfort the family," Zeigler said.

Originally the search was supposed to start on Sunday but divers said there is so much planning involved and so many people who want to help that they have to postpone until sometime later next week

The effort is extending even beyond New Cumberland. Divers said they have been inundated with calls from other divers across the Midstate and beyond who want to come and volunteer their time.

abc27 News contacted District Attorney Arnold for comment. Our calls were not returned.

After searching Memorial Lake for a little more than five hours in a johnboat Tuesday, state police did not find any evidence that Kortne Stouffer’s body is in the lake, said Scott Stouffer, the missing Palmyra woman's father.

Using a cadaver dog, sonar and an underwater camera unit, Stouffer said state police told him that they were confident that the four-man team thoroughly searched the 85-acre lake.

Police also said they don’t need to bring in scuba divers to search the lake, Stouffer said.

“I’m happy and I’m grateful” that they conducted the search, he said. “It gives me peace to a certain degree. I have complete trust in [the state police].”

Going forward Stouffer said he hopes the Lebanon County District Attorney’s Office works hand in hand with state police on the effort to find his daughter, who went missing from her Palmyra apartment nearly two years ago.

Stouffer said he’s thankful that District Attorney David Arnold allowed Tuesday’s search to take place.

State police were not willing to discuss details of the search and directed all questions regarding the effort to Arnold’s office.

Arnold could not immediately be reached for comment.

The search stems from an account that Amanda Ballester, a South Lebanon Township woman, provided to PennLive nearly two weeks ago.

Ballester said acquaintances of Stouffer killed her, rolled her up in a carpet, weighted it down and dumped the body in Memorial Lake shortly after she went missing on July 29, 2012.

Arnold has questioned Ballester’s story and was reluctant to conduct a search of Memorial Lake for Kortne’s body. He said her story had changed three times since she started contacting his office with the account.

But Ballester, who questioned the validity of Tuesday' search, said her story never changed and that police have continued to ignore her.

Ballester said she didn't believe four people in a boat could properly search the lake in just over five hours. And she questioned why no divers were sent into the lake during the search, since qualified volunteers had lined up to assist with the effort.

PALMYRA, Pa. (WHTM) - Tuesday will mark two years since a young woman vanished from her Palmyra apartment.

Kortne Stouffer was last seen around 3:45 a.m. on a Sunday morning at her Main Street apartment after returning from a night of partying in downtown Harrisburg.

Friends and family members joined law enforcement efforts to find Stouffer. They organized search parties, handed out flyers, and raised more than $40,000 in reward money.

This past spring, an online petition prompted a search of Memorial Lake in Lebanon County. Special underwater equipment was used to search the lake bottom but nothing was ever found.

Tuesday, friends and family will hold another vigil from 7 to 9 p.m. at the Campbelltown Fire Company.
