PORTLAND, Ore., March 12 (Reuters) - Police stormed a motel room in Oregon on Tuesday to end an eight-hour standoff and arrest an ex-convict accused of killing his grandparents after they had thrown him a party to celebrate his release from prison, authorities said.

The suspect, Michael "Chadd" Boysen, 26, was taken into custody by police in the coastal town of Lincoln City, 76 miles (122 km) southwest of Portland, at about 7 p.m. local time suffering from self-inflicted knife wounds, Police Chief Keith Kilian said.

Kilian did not say what prompted police to storm the motel room, blowing out windows with a water cannon and forcing the exterior door off its hinges before officers entered, but the chief said the suspect was easily subdued.

"He had injured himself, so he put up no resistance," Kilian told Reuters. The chief did not make clear whether Boysen was believed to have attempted suicide and said he did not immediately know the suspect's condition.

He added that no officers were hurt in the raid.

Boysen is suspected of slaying his grandparents in Renton, Washington, and stealing their car. Their bodies were found on Saturday, a day after he was released from prison where he had served a sentence for a burglary conviction.

Police surrounded the WestShore Oceanfront Motel in Lincoln City at about 11 a.m. on Tuesday, acting on a tip from a motel clerk who had recognized Boysen from images he had seen in the media, and were seeking his surrender in negotiations.

Oregon State Police said in a statement that rooms at the motel were evacuated and nearby city streets were blocked. Local residents were contacted by phone and asked to remain in their homes until the situation was resolved, police said.

Authorities had said they feared Boysen was planning to target people in positions of authority. He was released on Friday from the Monroe Correctional Facility in Washington state, after serving a nine-month sentence for burglary.

Police said the grandparents had given Boysen a room in their home. They picked him up from prison on Friday, helped him get a Washington state identification card and hosted a family party later that evening, police said.

Boysen's mother found the bodies of her parents on Saturday, according to police. The next day, the King County Sheriff's Office issued a warrant for Boysen's arrest.

Boysen is accused of murdering his grandparents, who were in their 80s, on Friday, the same day he was released from prison. Police said his grandparents had given him a welcome home party that night.

Their bodies were found by their daughter inside their Renton, Wash. home on Saturday. Police have not said how they died.

Police described Boysen, who has been jailed six times, as an extreme danger to both law enforcement and the public.

Police pointed rifles at a beachfront motel on the Oregon coast, fired blasts from a water cannon and used a bullhorn Tuesday afternoon to try to persuade a man believed to have killed his grandparents last weekend to surrender.

Michael Boysen has been the subject of a multistate manhunt since Saturday, when the bodies of his grandparents were found in their suburban Seattle home. Washington state authorities have said Boysen killed the couple the day after they threw a welcome home party for him after his release from prison.

After negotiations with the man holed up inside the Westshore OceanFront Suites in this tourist town went nowhere on Tuesday, police used three blasts from a water cannon to break a window at the motel because "the guy had been quiet for too long," said Lincoln City Police Chief Keith Kilian.

"There was a lack of activity going in there, so we did a strategic breach, which caused conversations to be continued," Kilian said. "We weren't progressing, so we stepped it up a little bit."

A state police negotiator used a bullhorn to try to persuade the person inside the second-floor motel room to disarm and surrender. The voice on the loudspeaker said, "There's a lot of people who want to see you come out OK."

At one point police officers were seen going into an adjacent room. Earlier in the day, police had sent a small robot up some stairs and onto a balcony of the motel.

Rooms at the motel were quietly evacuated and surrounding streets were closed off. Nearby residents were told to remain in their homes, and a growing number of officers converged on the motel.

Boysen checked into the motel Monday night under his own name, but the name wasn't recognized until Tuesday morning when a desk clerk saw a television story about the case and called the Lincoln City police, Kilian said.

A State Police negotiator used a bullhorn to talk to the man, but hadn't made headway.

"He asked for us to leave, that's about it," Kilian said.

Officers haven't seen the man display any weapons, he said.

Boysen, 26, made threats against members of his family and law enforcement while behind bars, Corrections Department spokesman Chad Lewis said Tuesday. But authorities didn't learn of the threats until after the bodies of the grandparents were found and authorities had started looking for Boysen.

"Sources went to our staff at the Monroe Correctional Center and told us he had been threatening to do all this," Lewis said.

The information was passed on to King County deputies, and that's why King County Sheriff John Urquhart called Boysen extremely dangerous at a Monday news conference.

Boysen just finished serving nine months in prison on a burglary conviction, Lewis said. He had no violent infractions in prison — "nothing extraordinary," Lewis said.

He served a previous sentence between 2006 and February 2011 for four robbery convictions. Those convictions were related to an addiction to narcotic painkillers, Lewis said.

Boysen's grandparents picked him up from prison in Monroe on Friday, drove him to meet his probation officer and to get an identification card from the Department of Licensing. They held a welcome home party for him Friday night.

The bodies were discovered by Boysen's mother Saturday evening. She had been called by a family member who became concerned that the couple hadn't answered their door.

Authorities haven't said how they died. Investigators determined that Boysen had been searching the Internet for gun shows.

The motive for the killings remains unknown, King County sheriff's Sgt. Cindi West said.

"Between the family and detectives we have no idea," she said. "It's just bizarre. The family loved and supported him the whole time he was in prison."

The King County medical examiner's office hasn't released their names. But family and neighbors told KOMO News they are Robert R. Taylor, 82, and Norma J. Taylor, 80.

LINCOLN CITY, Ore. (AP) -- The Washington state man suspected of killing his grandparents last weekend and fleeing to the Oregon coast is in a Portland hospital.

The nursing supervisor at Legacy Emanuel Medical Center says Michael Boysen's condition has been upgraded from critical to serious.

The 26-year-old had been the subject of a multistate manhunt. A motel clerk in the tourist town of Lincoln City saw his face on television and called police on Tuesday.

Authorities spent much of the day trying to get him to come out of his room and eventually stormed the room and found him lying on the floor with apparently serious self-inflicted cuts.

The bodies of Boysen's grandparents were found Saturday in their suburban Seattle home, a day after Boysen was released from prison.

King County prosecutors in Seattle expect to file charges against Boysen, spokesman Dan Donohoe said Wednesday.

Boysen, 26, is accused of killing Robert R. Taylor, 82, and Norma J. Taylor, 80, after they welcomed him to their Renton home after his release from prison on March 8.

He is held on a no-bail warrant from the Washington Department of Corrections for violating terms of his release, Donohoe said. Boysen remains at Legacy Emmanuel Medical Center in Portland, Ore., in serious condition, spokeswoman Amber Shoebridge said Wednesday.

He had been in critical condition after he was found with self-inflicted cuts when police entered a motel room Tuesday to arrest him.

Investigators don't know why he went to Lincoln City, said King County sheriff's Sgt. Cindy West. They also don't know what may have motivated him to kill his grandparents. They aren't saying exactly how the two were killed, except that they weren't shot.

Boysen checked into the WestShore OceanFront Suites on the Oregon coast Monday night under his own name and was recognized by an employee who called police.

Boysen reportedly blocked the door with a refrigerator. Police used a robot to urge Boysen to surrender. They used a water cannon and tear gas before breaking through the door.

Officers found him lying on the floor on his back with apparently serious self-inflicted cuts, Lincoln City police Chief Keith Kilian said.

King County Sheriff John Urquhart called Boysen extremely dangerous because of threats he had made while in prison against his family and law enforcement. Authorities didn't learn of the threats until after he was suspected of killing in his grandparents.

The Taylors had picked him up from the Washington state prison at Monroe. They drove him to a meeting with a parole officer Friday, helped him get an identity card from the Department of Licensing and held a party for him.

Officials believe they were killed that night or Saturday morning. Their bodies were found Saturday by Boysen's mother when she went to check on her parents.

EDITOR'S NOTE: The family of Robert and Norma Taylor, killed in their Fairwood home March 9, met with Sgt. Cindi West with the King County Sheriff's Office to talk about their loss and Michael Boysen, the suspect in his grandparents' deaths.

On Wednesday afternoon I (Sgt. Cindi West-Public Information Officer) sat down and talked with Melanie Taylor, the daughter of murder victims Bob and Norma Taylor, and the mother of suspect Chadd Boysen.

The family has asked the media and public to respect their privacy during this difficult time but said there were some things she wanted to say about her son, her parents and the detectives involved in the investigation.

First, we talked about Chadd. She and her former husband adopted Chadd when he was a baby. Melanie said she “loved him from the minute he was put in my arm.” Chadd was a very loving boy that did not mind showing her affection when she dropped him at school. Because adoptions were “closed” at the time she never had any medical history of his birth parents. Regardless of what that may have been she still would have loved him.

Chadd and his grandparents had a very special close bond. They were like “2nd parents” to Chadd. When he was little his grandparents would pick him up from daycare and he would spend the afternoon with them until Melanie got off work. Bob and Norma loved Chadd “more than life.”

She said Chadd was a good student. He attended high school and did the “Running Start Program” at a local college.

Melanie said as Chadd grew up his addictive behavior came out. Everything he would do, would be to the extreme. She said Chadd started hanging out with “the wrong people” and “lied to her like addicts do, but he never threatened the family and the family never felt threatened by him.”

Melanie said she was the one that turned him in for a series of robberies after she found prescription bottles in her house that did not come from the pharmacy the family used. She said she “loved him, but he needed to obey the law.” Chad was convicted of multiple robberies at 18-19 years of age and spent 5 years in prison.

During Chadd’s 5 years in prison she and her parents visited him every other week. She said they also sent him letters of support and care packages. She said it was during these visit in prison that she could tell he was changing. He became more “rough” which she felt he needed to do to survive in prison.

Towards the end of his 5 year prison sentence she told him that he needed to “make changes and make wise choices when he was released.” She also told him she would not visit him if he was imprisoned again.

Sometime after Chadd was released from prison he severely injured his back playing soccer. He had surgery to repair the back and had to have a 2nd surgery when the first one didn’t take. Chadd ended up with a serious infection which required more hospitalization, another surgery which of course meant drugs. Soon his drug problems and the lying started again.

Chadd eventually had more run-ins with the police and eventually was arrested and imprisoned for burglarizing a home. He spent 9 months in the Monroe prison before being released on Friday, March 8th.

Melanie said it was very painful to have “tough love” and not visit Chadd in prison as she had earlier warned him. She said she wrote him and sent him care packages wanting “ him to know she still loved him but did not agree with his choices.”

As the time drew closer for Chadd to get out of prison an aunt made arrangements for him to go into a 6 month treatment program through the Salvation Army. His grandparents said he was excited to get out and start the program.

The day he was released Bob and Norma picked him up and spent about 6 hours of the day running errands with him to get him things he needed to start the rehab program.

Melanie said that same evening they had a dinner at her parent’s house to celebrate his release. “Chadd was upbeat and talked about the wonderful day he had with his grandparents.” He never showed any signs of aggression that night.

Melanie’s parents Robert (Bob) and Norma celebrated their 59th wedding anniversary on March 5th. Her father wanted to dress in a suit and take Norma to his favorite restaurant, Red Lobster. However, Norma did not want to dress up so they decided to take-out KFC and celebrate at home with their dog “Princess.”

Bob and Norma always opened their house up to friends and family. Melanie said when she was a kid they would invite friends over and decorate the house for Halloween. Her parents were always loving and giving.

Norma worked at a bank for 25 years and Bob was the co-owner of a cabinet business. She said her dad had a woodshop behind the house and every Christmas they would do a craft project for friends and family. Last year her parents made wood cut-out, snowmen. Family and friends each got one unfinished and would paint their own. This year Bob and Norma had been working on cut-out reindeers.

Norma lost her hearing about 30 years ago. Even though she couldn’t hear she would attend the grandchildren’s school program. It was something she really enjoyed.

Melanie said of her parents, “when it came to Chadd, they saw the good in him and were forgiving of his choices.”

Melanie said they were like “soldiers and gave their lives for him. If they were given a choice to die and save others they would.” She said her parents “valued Chadd” and she believe other lives were saved because of her parents deaths.

Melanie finished by saying it is “hard to lose them both,” but she is “glad they are together.” She said regardless of what “switched” in Chadd, “they still love him and I do too.” “They were warrior spirits fighting for a cause and that cause was Chadd.”

Melanie closed by talking about the investigation. She said “as stressed out as I am I have grand support from the police. The investigation has been orchestrated and played out as best as possible and done with professionalism and compassion.”

“Our family would like to express our humble gratitude for the outpouring of love, support AND prayers both locally AND nationally.

Our parents requested in lieu of a service or flowers that donations be made to hearing impaired/deaf research or LDS (Mormon) missionary fund.”

The family also wanted to remind people that the effects of drugs AND alcohol doesn't only hurt the person taking the drugs but others that surround them.

Fairwood double-murder suspect Chadd Michael Boysen was released from a Portland Hospital and reports suggest that he may be returned to the state by the end of the week.

The King County Sheriff's Office said Monday that Boysen, the prime suspect in the murders of his grandparents Robert and Norma Taylor in Fairwood on March 9, was released from a Portland, OR hospital in fair condition on Friday, March 15 and was immediately booked into the Multnomah County Jail for violating the terms of his parole.

Law enforcement officials say he waived his right to fight an extradition order on Monday, and Seattle Times reporter Jennifer Sullivan tweeted that Washington State Department of Correction officials expected Boysen would be returned to the state by the end of the week.

King County Prosecutor's Office spokesperson Dan Donohoe said no charges have been filed in the case.

We anticipate a charging decision soon," he said.

Meanwhile, family members of murder victims Robert and Norma Taylor said no memorial service will be held for the deceased.

The Taylors were found strangled in their home in unincorporated Renton by their daughter, just hours after they were killed, according to a Medical Examiner's report.

Renton Patch confirmed through the King County Sheriff's Office, through which the family is reponding to media requests, that the decision to hold no memorial was in accordance with the wishes of the deceased.

Michael Chadd Boysen, 26, was charged Thursday with two counts of first-degree murder in the deaths of his grandparents March 9 in their Fairwood home.

Boysen of Renton, who has a criminal record for residential burglary, could face the death penalty.

Boysen is accused of murdering his grandparents Norma and Robert Taylor just hours after they picked him up at the state prison in Monroe. He was arrested on March 12 in Lincoln City, Ore., after a 10-hour standoff with police.

Arraignment is scheduled for April 4 at 9 a.m. at the Maleng Regional Justice Center in Kent.

Boysen would face two possible sentences, in convicted, life in prison without release or the death penalty, according to Dan Donohoe, a spokesman for King County Prosecutor Dan Satterberg.

The law requires that the prosecutor review the case over the next 30 days to determine whether to file written notice of a special sentencing proceeding to determine whether the death penalty should be imposed, or whether sufficient mitigating circumstances exist to merit leniency, according to Donohoe.

"This decision includes a careful examination of all the evidence. If additional time is needed, we may ask the court to grant more time to make that decision," Donohoe said in a press release.

The state Department of Corrections transferred Boysen into the custody of King County Tuesday, in anticipation of the filing of charges, according to Chad Lewis, a corrections spokesman. Boysen was booked into the King County Jail at about 12:45 p.m. Thursday after a stay at a Portland hospital, where he was treated for self-inflicted cuts.

Besides the murder charges, Boysen also faces a corrections department hearing over allegations he violated the terms of his community supervision, including failing to report to his community corrections officer, failing to enter and complete chemical-dependency treatment and leaving the state without permission. That hearing likely will be held at the King County Jail.

The initial state plan was to transfer to the Washington Corrections Center idn Shelton, but opted to transfer him instead to the King County Jail because of the county charges.

Michael Chadd Boysen paid for his flight from Fairwood with cash and jewelry he stole from his murdered grandparents, including his grandfather's wedding ring he pawned in Kent, according to King County prosecutors.

Prosecutors and King County Sheriff's detectives spelled out their case against the 26-year-old Boysen in documents filed Thursday, charging Boysen with aggravated first-degree murder in the deaths March 9 of his grandparents, Robert and Norma Taylor.

Boysen was transferred by the state Department of Corrections early Thursday afternoon to the King County Jail in Seattle, where he is being held without bail.

Boysen is accused of murdering his grandparents just hours after they picked him up at the state prison in Monroe. He was arrested on March 12 in Lincoln City, Ore., after a 10-hour standoff with police.

If he's convicted, Boysen faces two sentences, life in prison or death, according to the prosecutor's office.

The charging documents offer many already-released details of how Robert, 82, and Norma, 80, welcomed home their grandson from prison on Friday, March 8, including hosting a small party for the family. The party ended at about 9:30 p.m.

Initially, investigators didn't release or didn't know a motive for the slayings.

On March 10 a detective interviewed two inmates at the state prison in Monroe, who recounted how Boysen had spoke of his anger toward his grandparents and his desire to kill them. He said he planned to steal their cash and car.

Boysen's mother, Melanie Taylor, the Taylors' daughter, checked on her son and grandparents the early evening of March 9, after another relative wasn't able to contact the Taylors at noon as planned.

Using a key, Melanie Taylor went inside the house on 145th Avenue Southeast in Fairwood. She didn't immediately see her adopted son or parents. She waited for a few minutes, then looked around. She found her parents dead in the closet of a spare bedroom, where her son was supposed to sleep. She called 911 at 6:15 p.m.

Boysen was gone, as was her parents' red 2001 Chrysler 300.

Detectives with the King County Sheriff's Office couldn't find any signs the house was forcibly entered. There weren't signs of a struggle.

The county medical examiner, in ruling the Taylors' deaths homicides, indicated the couple had been strangled to death. Part of a bloody shoelace was found on Norma Taylor's neck.

A jewelry armoire was found intact in the master bedroom and a second also was locked and apparently untouched.

A ledger showed regular deposits of cash into two now-torn and empty envelopes. The last entry was March 8 for a total of $5,200 in cash saved during almost seven years. Norma Taylor was known to save cash at home.

Boysen paid cash for a 2002 Ford Taurus in Salem, Ore., not far from where his grandparents' Chrysler was found in a Walmart parking lot, according to charging documents.

Robert Taylor's American Express Card was used at 7:07 a.m. March 9 at the Walmart in Covington to buy $600 worth of music CDs, an iPad tablet computer and protective case and a 25-inch suitcase. About 90 minutes later, an $800 charge was made against Taylor's Visa card at a Fred Meyer for a pre-paid cell phone and an HP laptop computer.

On March 14, detectives searched the trunk of the Taurus. Inside were Robert Taylor's wallet, the HP computer, a tool chest full of jewelry, a Lane cedar box containing men's and women's wrist watches, a Winchester rifle and several cans of kerosene and propane bottles.

On March 15, detectives learned from Melanie Taylor that a jewelry armoire had been opened, emptied of expensive jewelry and locked again. The couple's sterling silver silverware was gone.

A sheriff's detective learned that on March 9 Boysen had sold bags of jewelry, silverware and coins to AC Coins in Kent; he had told a clerk he purchased items at an estate sale in Lebanon, Ore., according to charging documents. The documents note that Boysen's father lives in Lebanon.

Among the jewelry recovered was Robert Taylor's wedding ring, inscribed with the date he and Norma wed nearly 60 years earlier, March 5, 1954.

In an interview released through the Sheriff's Office, Melanie Taylor recounted how her parents loved Chadd "more than life itself."

This is so darned sad. Look at that sweet couple..married almost 60 years. They were kind to their grandson and this is how he returned their kindness. To think their last memory is their grandson strangling them to death.

I hope he gets the death penalty.

King County prosecutors say Michael Chadd Boysen will be arraigned in Seattle tomorrow, April 4 on two counts of Aggravated Murder in the First Degree for the alleged murder of his grandparents Norma and Robert Taylor in the Renton area last month, according to a news release.

The King County Prosecutor's Office annouced jurisdiction in the case was shifted from the Norm Maleng Criminal Justice Center in Kent to the King County Courthouse in Seattle. Tomorrow’s hearing is set for 8:30 a.m. in courtroom 1201, and the case has been assigned to Judge Douglass North.

If convicted as charged, aggravated murder carries two possible punishments, either the death penalty or life in prison without release. SEATTLE (AP) — Seattle lawyers for a man accused of killing his grandparents say he is resisting attempts to present mitigating evidence that could persuade the prosecutor not to seek the death penalty.

The lawyers for Michael Chadd Boysen blame conditions in the King County Jail where he has been strapped down for long periods to prevent him from repeating suicide attempts. The lawyers say Boysen is "volunteering for execution."

The Seattle Times reports (http://is.gd/2zGaFG ) King County Prosecutor Dan Satterberg is deciding whether to seek the death penalty or life in prison without parole for the 27-year-old.

He's accused of strangling and robbing Robert and Norma Taylor in Renton last March after they welcomed him home from prison. He was arrested three days later after a standoff at a Lincoln City, Ore., motel.

The Seattle Times reports a hearing on Friday ended when Michael Chadd Boysen, accused of killing his grandparents in March and having attempted suicide multiple times while in custody, tried to walk out of the courtroom.

Michael Chadd Boysen will have to wait another three weeks before any court orders will be issued to ameliorate his reported harsh treatment while in custody, according to The Seattle Times.

The Renton man is accused of killing his grandparents earlier this year and has reportedly tried to commit suicide or harm himself at least a dozen times while in custody. In late July, his attorneys reported Boysen had lost the will to live due to his treatment in jail.

According to The Times, King County Superior Court Judge Douglass North presided over the first hearing Friday meant to address concerns about Boysen's treatment in jail by his defense team. The hearing lasted about an hour and North had another hearing scheduled.

"So my conditions of confinement have to suffer because you don't have time?" The Times reported he said to the judge.

Before Boysen headed in the direction of the courtroom door and was escorted out by guards, North said his authority to issue orders to the jail staff charged with overseeing Boysen's conditions were limited because the jail is not part of Boysen's murder case.

The subsequent hearing for Boysen is scheduled for August 23.
