Police in Texas are concerned for the safety of a Greenville teen who has been missing since last week.

The last confirmed sighting of 16-year-old Alicia Chanta Moore was Friday afternoon, when she got off the school bus. She was reported missing the following morning.

According to Greenville police Chief Dan Busken, officials at Greenville Independent School District have reviewed campus surveillance camera footage that shows Moore exit the school bus safely near her home at the corner of Bourland and Walnut streets at 3:25 p.m. Friday. What happened to the teen after her drop-off remains a mystery.

Authorities said they have interviewed Moore's friends and teachers. It's yet unclear what they learned from the interviews. The school district's technology department has also attempted to trace the location of Moore's school-issued iPad, however officials said the device has been reset.

Without knowing whether Alicia Moore ran away or was abducted, investigators say they must examine both possibilities simultaneously.

Moore is described as an African American female, 5'1 tall and 97 pounds. She has medium-length black hair, brown eyes, and wears braces. She was last seen wearing a white shirt with a black undershirt, a green jacket, pink headband and black glasses, earrings and a necklace and was carrying a black backpack.

A Greenville High School student last seen Friday afternoon was reported missing Monday.

The Greenville Police Department and Greenville I.S.D. officials are investigating the circumstances behind the disappearance of Alicia Chanta Moore. According to reports, Moore, a 16 year old African American female, was last seen getting off of a school bus Friday afternoon at the corner of Bourland and Walnut streets.

Moore was wearing a white shirt with a black undershirt, a green jacket, pink headband and black glasses. Moore was carrying a black backpack, and was also wearing earrings and a necklace. Moore is 5’1” and weights 97 lbs. with medium length black hair, black eyes, and has braces.

The Greenville ISD was notified at 11:23 a.m. Saturday that Moore did not return home Friday. Anyone with information regarding the situation is urged to call the Greenville police department at 903-457-2900.

Where Is Alicia Moore?

Alicia Moore, 16, of Greenville, Texas, was last seen on Friday, as she got off the school bus near her home. Video surveillance from the bus confirms that she safely exited the bus, but she never made it home. So, where is she?

At 5'1", 97 lbs, this girl would probably be unable to put up much of a fight, if someone were looking to grab her. On the other hand, maybe she is gone by her own choosing. The only other details that have been released are the description of the clothing she was wearing, a white shirt with a black undershirt, a green jacket, a pink headband and black glasses. She was carrying a black backpack.

So, is it more likely that she's on an adventure or that something more sinister is afoot? Teenage girls don't just disappear. Without knowing more about what kind of person Alicia Moore is, it's difficult to guess what may have happened to her. Either way, she is a child that should be home with her family.

Law enforcement officers have not identified a body found in a box this afternoon in Van Zandt County.

The body was found inside a trunk off a bridge railing on FM 47 north of Wills Point. It was dropped sometime late last night or early this morning, said Van Zandt County Sheriff Pat Burnett.

He would not say whether the body is connected to the disappearance of 16-year-old Alicia Chanta Moore from Greenville. She was last seen getting off a school bus Friday afternoon.

“We can speculate all day, but there has been no identification at this time,” Burnett said.

A construction worker found the box, which wasn’t visible from the road.

“It wasn’t something you could see unless you were on the other side of the bridge railing,” Burnett said.

The body was sent to the Dallas County Medical Examiner, and the Texas Rangers are advising on the case.

Burnett said the incident has been declared a homicide. He did allude to the possibility that the body is female.

“Our main focus right now is getting the criminal behind bars,” he said.

Greenville police have not yet responded to a request for comment.

A body found in a trunk along a remote stretch of Texas highway has been positively identified as that of missing Greenville teen Alicia Chanta Moore, police said.

A construction crew discovered Moore's body at about 12 p.m. Tuesday in a furniture trunk along Highway 47. The body, police said, was transported to the Dallas County Medical Examiner's Office for the positive identification.

Moore's body was found in Van Zandt County, about 40 miles away from Greenville where the 16-year-old disappeared. Moore was last seen Friday afternoon when she got off the school bus.


According to Greenville Police Chief Dan Busken, officials at Greenville Independent School District reviewed campus surveillance camera footage that showed Moore safely exit the bus at 3:25 p.m. Friday, near her home at the corner of Bourland and Walnut streets. What happened to the teen after her drop-off remains a mystery.

Authorities said they interviewed Moore's friends and teachers. The school district's technology department also attempted to trace the location of Moore's school-issued iPad, however officials said the device had been reset and was untraceable.

Lori Philyaw, public information officer for the city of Greenville, Texas, told The Huffington Post authorities did not issue an Amber Alert for Moore because the case "did not fit the criteria."

According to the Texas governor's office, a law enforcement agency in Texas must determine a case has met the following criteria to activate the Amber Alert Network:
The abducted child must be 17 or younger.
The local law enforcement agency must believe that the child has been abducted, that is, unwillingly taken from their environment without permission from the child's parent or legal guardian or by the child’s parent or legal guardian who commits an act of murder or attempted murder during the time of the abduction.
The local law enforcement agency must believe that the missing child is in immediate danger of serious bodily harm or death.
The local law enforcement agency must confirm that an investigation has taken place that verifies the abduction and has eliminated alternative explanations for the missing child.
Sufficient information is available to disseminate to the public that could assist in locating the child, the suspect, or the vehicle used in the abduction.

While an Amber Alert was not issued for Moore, authorities did notify the media as well as state and federal law enforcement agencies about her disappearance.

Philyaw said police notified Moore's family of the human remains found in Van Zandt County. "As soon as we got the call, our police department went out and spoke with the family about what we had found out so they would hear it from us that someone initially matching her description had been found," Philyaw said.

Greenville Police Chief Dan Busken plans to hold a news conference at 2 p.m. today to discuss the latest developments.

Her body was found in a furniture trunk.
I say get a picture of that trunk into the media immediately. It came out of someone's house (maybe even her own) and someone could identify it or where they had seen it. I hope it doesn't turn into one of those clues that LE withholds from the public. As we have seen in many cases when information is kept silent these cases go cold. It's a valuable piece of evidence. I hope it's used to catch her killer and not saved to insure a conviction that may never come if they don't.

Alicia Moore's Murder: Heartbroken Family Pleads For Teen's Killer To Come Forward

Police in Texas are trying to locate the person responsible for the murder of 16-year-old Alicia Chanta Moore.

The heartbroken family of teenage girl who was murdered, placed in a trunk, and dumped along a remote stretch of Texas highway is making a painful plea for the killer to surrender to police.

The emotional plea came Thursday from Alicia Chanta Moore's aunt, Jessica Byrd, on behalf of the 16-year-old murder victims' entire family.

"Do the right thing and turn yourself in. That's all we ask you to do so we can get some sort of peace from this situation," Byrd told The Huffington Post.

The distraught aunt, whose deep sorrow was evident in her voice, added, "We're not here to judge you. That's not our job. That's God's job."

The body of 16-year-old Alicia Moore was discovered at about 12 p.m. Tuesday in a furniture trunk along Highway 47. The body, police said, was transported to the Dallas County Medical Examiner's Office for the positive identification.

According to Greenville Police Chief Dan Busken, detectives are treating the case as a homicide. Moore appears to have suffered trauma wounds, though the exact cause of death has not yet been determined, Busken said.

"We have a lot of work ahead of us with this investigation," Busken said. "We have received many tips from the community, and we hope those tips continue to come in."

The police chief did not elaborate on what type of trauma Moore suffered and did indicate whether police have a suspect in mind.

Byrd said Moore's family is upset that police did not do more to locate the missing teenager. An Amber Alert was never issued and a police press release was not issued until Monday, Byrd said.

"[Police] didn't do enough," Byrd said. "They told us the situation did not qualify for an Amber Alert because there was no evidence of abduction. Then they waited till Monday to do something."

Cedric Fisher, a friend of Moore's family, expressed the same doubts in an interview with The Dallas Morning News.

"I feel like personally [the police] really dropped the ball," Fisher said.

That criterion includes determining whether abduction occurred and or if the child is in "immediate danger of sexual assault, death or serious bodily injury."

The Greenville Independent School District issued a notice to parents Thursday about a suspicious person who had approached a student. According to the notice, a student at Greenville Middle School reported being approached Wednesday and offered a ride by a man in a gray or silver Dodge four-door pickup truck.

"The student reported that the suspect had been waiting on Texas Street in front of the Middle School as though waiting to pick up a child, only he did not pick up a child," Superintendent Don Jeffries said. "Instead, the man drove his pickup truck toward the student in the parking lot. He lowered his window and asked if the student needed a ride and offered to take the student home. When the student refused, the man drove away west on Park."

The suspect is described as a Hispanic male with gray hair and a stubble of gray beard. He wore a gray Dallas Cowboys shirt and was described as speaking English, but not well. The truck was said to have rails on the top of the cargo box sides.

Authorities have not yet commented on the possibility of a link between Wednesday's report of a suspicious person and Moore's homicide.

Meanwhile, Byrd said that the last 6 days have been a living nightmare for her family.

"We just don't know why [this happened] or who could be responsible," she said. "This is a nightmare that we wish would just go away."

In the video above it's said that the family reported her missing on Friday but in the link above it says the police didn't consider it was an abduction and a police press release was not released until Monday. Texas LE didn't issue an amber alert because 'because the case "did not fit the criteria."

- how could LE say that she was NOT in immediate danger of sexual assault, death or serious bodily injury? Especially when the day before school officials sent out a warning to parents because a suspicious person had approached a student, offered them a ride home! It sounds like LE DID drop the ball! And her Ipad is missing, reset and not traceable now! This is horrible!!!!!

Police in Texas are trying to locate the person responsible for the murder of 16-year-old Alicia Chanta Moore.
Police trying to solve the murder of a Texas teen have arrested one man and questioned another accused of sexually assaulting the victim, but say they have not named a suspect or person of interest in the case.

"We are using all of our resources to investigate this tragedy and to find the person or persons responsible," the Greenville (Texas) Police Department said Thursday in its latest press release.

Authorities discovered the body of 16-year-old Alicia Chanta Moore, who disappeared Nov. 2, at about 12 p.m. Tuesday in a trunk along Highway 47. The body, police said, appears to have suffered trauma, though police won’t comment on the exact cause of death.

Months before Moore was killed, her mother told police that 49-year-old Terry Dwayne Ramsire abused her daughter, according to police. Ramsire was charged with sexual assault of a child and indecency with a child by sexual contact, according to a city spokesperson. He's being held in the Hunt County Jail on $70,000 bond, and while Ramsire was locked up at the time of Moore's disappearance and homicide, police say they are working to determine if a connection exists.

Greenville cops announced on Nov. 8 that they also arrested Tobias Whetstone, a man they previously questioned about Moore's disappearance, according to NBC 5. However, police said he was arrested on an outstanding family violence arrest and didn't immediately say if he's linked to Moore's killing.

The Huffington Post does not typically identify victims of alleged sexual assault, however Moore's identity was revealed to the media before the sexual assault allegations were made public.

Moore's body was found in Van Zandt County, about 40 miles from Greenville where she was last seen. Moore was captured on on surveillance camera footage safely exiting the school bus at 3:25 p.m. Friday, near her home. What happened to the teen next remains a mystery.

Moore's family was told that police questioned Ramsire, but do not believe there is any connection between Moore's death and the alleged sexual assault case. "[Ramsire] has no relevance to the [murder] case at all," Moore's aunt, Jessica Byrd, told The Huffington Post. "He was locked up way before that even happened."

Whetstone's mother, Tracy Whetstone, told NBC 5 that her son also was uninvolved in the Moore case. She said police searched their home Monday looking for evidence that would tie her son to Moore's disappearance but found nothing.

He son has an alibi, she said. "It makes me feel real bad," Whetstone told NBC 5. "I'm actually hurt about it, because I know my son would do nothing like that. We got witnesses where he was, and I know my son. I have faith in God, and I know he didn't do this."

Greenville police have yet to comment on a possible link, but Byrd said her niece knew Whetstone. "He knew Alicia through a mutual friend," she said.

According to the Van Zandt County Sheriff's Office, anyone who knew Moore or recently came into contact with her is being questioned by police.

Body of Missing Teen Found, But Could an Amber Alert Have Saved Her Life?

A body found in a furniture truck in Van Zandt County, Texas has been confirmed to be missing 16-year-old Alicia Chanta Moore, who was last seen getting off the school bus just a block away from her home on November 2. Her family was immediately suspicious because they described the girl as shy and a homebody, so the possibilities of the typical teen runaway or wandering off with a friend scenarios were slim.

Still, despite being a minor and the red flag-raising circumstances around her disappearance, no Amber Alert was ever issued to find her. Now her relatives are rightfully questioning how standard procedure failed Alicia. Even more upsetting: authorities have discovered that the victim had also been sexually abused well before her death. They’re investigating a possible connection between her assault and her death. All I keep thinking is that poor baby.

Police have now arrested one man and questioned another in the case. But months before she was murdered, Alicia’s mother reported a 49-year-old man, Terry Dwayne Ramsire, to authorities. He was subsequently charged with sexual assault of a child and is being held on $70,000 bond, but he was locked up at the time of Alicia’s disappearance and murder.

Whether there is a connection between the incidents remains to be seen, but the family is now pleading with anyone who may have information and begging the person actually responsible to come forward and give them some peace.

They have also publicly questioned police’s investment in finding Alicia before she was discovered dead in the back of that vehicle. Officers handling the case maintain that it’s hard to issue an Amber Alert for a 16-year-old because there are so many factors that may lead to the disappearance of someone that age.

Maybe they dropped the ball in alerting the public, maybe they didn’t. But even though the investigation probably could’ve been handled better and may be a learning experience for authorities, the focus should be on finding the brazen sludge who would abduct a child a block away from her home and leave her dead in the back of a truck like a piece of gutter trash.

In the meantime, may Alicia rest in peace.

Damn Straight I think it would have made a difference. That being said, I STILL want to know WHY the parents waited 24 hours to report her missing and am Really confused/upset over the fact they KNEW their daughter was being sexually abused!!! Something is amiss here. MOO.

The family of a Greenville, Texas, girl who was found dead after going missing say they don’t think police did enough to find the 16-year-old.

Alicia Chanta Moore, 16, went missing Nov. 2, after being dropped off a block from her home by her school bus. Police released the last known image of Moore (below right), which showed her exiting the school bus and looking calm and normal.

Family members say they knew something was wrong immediately because the quiet girl had never run away and items in her room were undisturbed.

“I feel like personally [the police] really dropped the ball,” Cedric Fisher, a family friend, told the Dallas Morning News.

Hearing Scheduled for Alleged Attacker

A hearing is scheduled in state district court this week for a local man, who allegedly sexually assaulted a Greenville teenager who later was found murdered. A pretrial hearing is set Tuesday morning for Terry Dwayne Ramsire.

Ramsire received two indictments from the Hunt County grand jury in September; one for aggravated sexual assault of a child and another for indecency with a child by sexual contact, alleging he sexually assaulted Alicia Chanta Moore on multiple occasions in July of this year.

Ramsire was arrested on the charges on August 23 and has remained in custody at the Hunt County Jail since that time.

Ramsire pleaded not guilty to both indictments Sept. 27 during a hearing in the 354th District Court. Ramsire is currently set for trial on the counts on Jan. 14 of next year.

Moore was last seen on the afternoon of Nov. 2 getting off of a school bus at the intersection of Bourland and Walnut Streets in Greenville, a short distance from her home.

Her body was found Nov. 6 along Farm-to-Market Road 47 in Van Zandt County and the Greenville Police Department has joined with multiple other agencies in conducting a homicide investigation in the case.

GREENVILLE — The City of Greenville recorded only one homicide during 2012, but the murder of a local teenager drew national attention to the city.

Police Chief Daniel Busken said the death of 16 year-old Alicia Chanta Moore remains an active investigation.

“We met with representatives from the Texas Rangers right after the first of the year and talked about different aspects of the investigation,” Busken said.

Moore was last seen on the afternoon of Nov. 2, 2012 getting off of a school bus at the intersection of Bourland and Walnut Streets in Greenville, about a half-block from her home. Her body was found four days later along FM 47 in Van Zandt County.

The Greenville Police Department is working alongside the Hunt County District Attorney, Van Zandt County District Attorney, Texas Rangers, the FBI and the Van Zandt County Sheriff’s Office in conducting the investigation.

Busken said there has been a change in one aspect of the investigation, as a new sheriff took over in Van Zandt County with the first of the year.

“Which means the investigator they had assigned has changed,” Busken said. “That was one of the things we discussed.”

Busken continues to ask that anyone who may have any information concerning the case to contact the police department at 903-457-2900 or, to remain anonymous, Hunt County Crime Stoppers at 903-457-2929.

Hunt County Crime Stoppers has also posted a reward of up to $1,000 for information leading to the arrest and conviction of the person or persons responsible for Moore’s death.

Police in Texas are trying to locate the person responsible for the murder of 16-year-old Alicia Chanta Moore.

Authorities are hoping a reward offer will bring new leads in the case of a 16-year-old girl who was murdered, placed in a trunk and dumped along a remote stretch of Texas highway in November.

According to the Greenville Police Department and the Van Zandt County Sheriff’s Office, a $25,000 reward fund has been established for information that leads to an arrest and conviction in the homicide of Alicia Moore.

The Hunt County District Attorney’s Office, the Van Zandt County District Attorney’s office, the Van Zandt County Sheriff’s Office, Hunt County Crime Stoppers, and Xerox have each contributed $5,000 toward the reward fund, authorities told The Huffington Post.

“If there’s someone out there that may have held back on something, we’re hopeful this will stimulate them to contact Crime Stoppers and provide the information,” Greenville Police Chief Dan Busken said. “We also believe there may be people out there that have information that might be helpful.”

The uncle of a slain Greenville teenager who was raped and found nude inside a wicker trunk in November has been linked to the crime through DNA evidence, according to court documents.

The documents, obtained by WFAA-TV (Channel 8), also reveal that the uncle, Michael Vincent Moore, turned in a friend a decade ago for the rapes and strangulations of two California women — killings that authorities say were similar to the slaying of Moore’s niece, Alicia Moore.

Police arrested Moore, 57, at his Grand Prairie home earlier this week. He has been charged with capital murder and is being held in the Van Zandt County Jail with bail set at $10 million.

“I loved Alicia,” Moore told KRLD (1080 AM) in an interview from jail. “I wanted to help her. She had some mental problems, and I wanted to help her. She has some sexual problems; she was addicted to sex.”

Police said they had linked Moore to Alicia’s death with DNA evidence from a rape test.

But he told the station that if authorities found his DNA, “then they put it there.”

Alicia disappeared Nov. 2. Security footage showed her getting off the school bus about 3:30 p.m., and her parents reported her missing hours later.

A few days later, authorities found her body in the trunk beside a rural road miles away in Van Zandt County.

In the months after her slaying, family members had publicly pressured authorities to keep attention focused on the case. Relatives indicated they believed her killer was a stranger. Moore even baked cupcakes for an event in February on what would have been Alicia’s 17th birthday.

But according to court documents, investigators had been homing in on him for months.

Alicia’s best friend told investigators that Alicia had said she was going with her uncle to Paris, in northeast Texas, to meet someone.

Days after the discovery of Alicia’s body, authorities questioned Moore.

He told them that he had been in Grand Prairie when she disappeared, that his truck was broken down and that he had never been in the area where her body was found.

He also told investigators he had “helped catch a serial killer in California” who was his friend.

“The methods described by Moore … in the serial killings in California appear similar to the methods used to kill … [Alicia] and dispose of her body,” the court documents say.

He told investigators his friend tried to throw police off by planting false evidence, washing the victims’ bodies and dumping them away from where they were abducted.

The friend, Kevin Sterling Jones, received two life sentences in 2006 for the rape and strangulation of two women, according to published accounts. Moore and Jones had met while serving time in a California prison.

Moore recorded conversations with Jones in which Jones admitted the killings, according to the Vallejo Times Herald. Moore told the California newspaper in 2006 that he was upset that Jones didn’t get the death penalty.

“This is a slap in the face of the family of these girls,” he said.

In early December, investigators obtained a DNA sample from Moore. In mid-January, a Texas Department of Public Safety lab report showed that a DNA profile in Alicia’s sexual assault kit was “consistent with … Michael Moore.”

On April 30, authorities received a lab report “indicating that the remaining male family members and other persons of interest from whom DNA samples were obtained were excluded as possible contributors.”

A few days later, they arrested Moore.

NORTH TEXAS (CBSDFW.COM) – They are supposed to protect children when no one else can, but now a Child Protective Services (CPS) supervisor, along with a retired case worker and another woman are under arrest. All of he women are accused of tampering with evidence.

CBS 11 News has learned the charges may be connected to an investigation involving the murder of a 16-year-old North Texas girl.

All three women of the women, Laura Ard, Natalie Reynolds and Rebekah Ross, have bonded out of jail.

Three Hunt County women have been arrested for tampering with evidence. The charges are believed to be connected with the murder of 16-year-old Alicia Moore, whose body was found stuffed in a trunk in Van Zandt County in 2012. Arrested are Laura Ard (L), Natalie Reynolds (M), and Rebekah Ross (R).

Authorities aren’t saying much but this corruption investigation appears to have a connection to the sexual assault case involving Alicia Moore, who was kidnapped and murdered last year.

At least two of the three women have current or past ties to CPS. Hunt County authorities say all of the charges involve tampering or fabricating evidence and one of the women faces an additional charge of official oppression.

The family of Alicia Moore, who’s kidnapping and murder allegedly at the hands of an uncle made news last year, believes the arrests of the CPS workers may involve the teenager.

Alicia’s aunt, Jessica Bird, said, “I was told it started with a caseworker and some files she dealt with.” According to Bird, one of the three women indicted, CPS Supervisor Natalie Reynolds, worked on a sexual assault case involving her niece.

Terry Ramsire, 49, was accused of assaulting the teenager months before her murder and was recently sentenced to 20 years in prison.

Alicia’s uncle, Michael Moore, was later arrested for abducting the teenager after she got off of her school bus and dumping her body in Van Zandt County.

While Alicia’s family doesn’t believe anything the CPS workers could have done would have prevented the girl’s murder, they say authorities have yet to tell them anything about what the charges might involve.

Alicia’s family says since Ramsire is serving time for sexual assault and Michael Moore is awaiting trial for capital murder they’re not going to worry about details as long as those cases remain unaffected by these surprising arrests and indictments that we hope to learn more about in the days ahead.

Family, friends and even strangers gathered to remember a killed Greenville teenager, who was last seen alive exactly one year ago Saturday.

They wore purple, and released purple balloons, in honor of 16-year-old Alicia Moore.

She got off her school bus, about a block from her home, Nov. 2, 2012.

Four days later, her body was found in a trunk in rural Van Zandt County.

Alicia's great uncle, 58-year-old Michael Vincent Moore of Grand Prairie, was arrested seven months after her body was found.

He has been indicted on a capital murder charge in Van Zandt County.

Family says the anniversary is bittersweet.

"It still kind of hurts because it was somebody in the family," Jessica Byrd, Alicia's aunt, said.

Byrd says the family has heard from Michael Moore in jail.

The family says the District Attorney wants to seek the death penalty against him, but the family is not in support of that.

They are okay with the possibility of life in prison.

Michael Moore's next court appearance is next month in Canton.

She also says the community has continued to comfort her family.

Lisa Hawkins never met Alicia, but she's passionate about making sure she's not forgotten.

"We won't quit until justice is served. Even at 16 years old, she was somebody," Hawkins said. "You're gone but you're never forgotten.

Alicia Moore was no stranger to Child Protective Services.

In fact, two-and-a-half months before the Greenville teenager's body was found stuffed in a trunk, a CPS investigation had been opened.

Documents recently obtained by News 8 now detail what a former CPS caseworker failed to do in that case. That caseworker was Rebekah Thonginh Ross.

"What I found was — what stood out in that investigation — was that there was nothing done," said Jose Carrizal, the former inspector general who investigated the actions of CPS. "She left a child vulnerable."

The decorated former El Paso police officer is speaking out for the first time about his belief that Alicia would be alive today if Ross had done her job.

Alicia Moore's body was found stuffed in a trunk in November 2012 along the side of a rural road in Van Zandt County. Months after her killing, DNA connected her uncle, Michael Moore, to the killing. He is awaiting trial on capital murder charges.

Based on Carrizal's investigation, Ross and two supervisors — Laura Ard and Natalie Reynolds — were indicted on charges of tampering with physical evidence connected to Alicia's case. They were also indicted on other charges related to allegations of illegal searches.

Ross was originally scheduled to go on trial Monday on an official oppression charge related to one of those searches; the trial was delayed due to the icy conditions.

Ross's attorney, Pete Schulte, said she did nothing wrong.

"She did her job and she saved some kids, and now she's paying the price because of a witch hunt," Schulte said.

Documents obtained by News 8 reveal that two-and-a-half months before Alicia died, a police detective asked CPS for help due to "concerns for her lack of protectiveness." Alicia had been raped, and police were investigating.

The CPS intake form completed by Ross raised numerous concerns, including describing the special needs teen as "self-harming," "sexually acting out," having sex with a "considerably older male," and having been removed from her mother's home twice before, the documents state.

The records characterize Alicia's mom "as hostile," "not protective of Alicia," and failing to adequately supervise Alicia's activities.

Still, Alicia remained in the home.

On November 2, 2012, Alicia disappeared from a Greenville bus stop. She was reported missing the following day, and Laura Ard issued an order to close Alicia's case if authorities did not suspect a family member in her disappearance, records show.

Alicia's body was found four days after she disappeared, the same day Ross closed out the CPS investigation.

Ard and Reynolds signed off on it, according to the records.

The case was closed "despite the lack of an investigation, the lack of contact with Alicia in over 2-1/2, months, the lack of contact with Alicia prior to the closure of the case, a falsified risk assessment, a falsified safety assessment, no services being provided, no collateral contacts being made, [and] no home visits being conducted," Carrizal wrote.

Carrizal, who was a member of an inspector general's task force to investigate child deaths with CPS case histories, was assigned to the case after a Hunt County assistant county attorney reported concerns to Austin officials about how CPS handled the case.

According to Carrizal's investigative report, a CPS investigative supervisor said she checked the case file the day Alicia disappeared and found that "no tasks" had been completed.

Mysteriously, entries had appeared in the file by the time her body was found.

"It brought up a lot of red flags," Carrizal said.

The supervisor "became emotional and wept," the report says. "She advised that the majority of the entries made in the Moore case were copied and pasted from other sources."

The report describes Reynolds as weeping throughout the interview, and confirming that "the Moore case was not handled appropriately."

She said she had received instructions from Ard to get the Moore case closed, along with all of Ross's other cases, since she was about to go on maternity leave.

"When asked if the 29 cases were all closed out in the same manner that the Moore case was closed, Reynolds responded by saying, 'I hope not,'" the report says. "She states that the Moore case was not handled 'thoroughly' and that it was a 'crappy' investigation.'''

Carrizal asked a CPS worker to look at those 29 cases, and three of those cases were subsequently reopened.

The report also recounts his interview with Ard.

"When asked about Alicia not being seen in over 2-1/2 months and not being seen before the Moore case was closed, Ard responded by saying … that it 'happens all the time,'" according to the report. "Ard states that 'State Office' is aware of how these cases are being handled, and until they start paying a worker more money, this is the type of work they're going to get."

Ard also told Carrizal that she didn't have a "crystal ball" to know when a child is going to die."

The report said Ard and Reynolds had previously been involved with the Moore family in 2007 when they sought removal of Alicia from her mother's home.

Carrizal sought criminally negligent homicide indictments against Ross, Ard and Reynolds. The grand jury declined to indict them on that charge, but did indict them on several others.

Ross resigned her job. Ard retired. Reynolds remains on paid administrative leave.

Carrizal believes Alicia Moore would be alive today if her case had been handled differently.

"I reviewed thousands of documents, and one of the things that stood out was that these same people who were charged dealt with the same juvenile, petitioned the court to have that juvenile removed from that environment because it was harmful," he said.

Schulte, Ross's attorney, calls that assertion ridiculous.

"We can play the 'what-if' game all day long," Schulte said. "This is a horrible situation. There's nothing given the information that was reported to CPS and to the police department that there was any indication that an alleged uncle was going to murder this poor girl."

Carrizal is no longer employed by the inspector general. He was accused of insubordination and fired last year.

Carrizal claims he was let go after complaining that child deaths with CPS histories were not getting the attention they deserved. He said the inspector general had at one point been doing what he called "checklist investigations."

"We weren't doing anything that you would normally do in an investigation," he said. "I said, 'Hey, this isn't the way we should be handling this. There's a child attached to each one of these.'"

Carrizal is appealing his dismissal, and has since filed a whistleblower lawsuit.
