A St. Paul man has been charged with the 2007 rape of a 13-year-old girl on the city's East Side and with a similar attack on an ex-girlfriend in May -- both as a result of DNA matches.
Courtney L. Osgood was 15 years old when the young girl was grabbed as she walked to school on Payne Avenue shortly after 7 a.m. on Jan. 8, 2007. Authorities say Osgood choked her and dragged her into an alley. There, she lost consciousness, and was raped, authorities say.
On Thursday, Osgood, who is now 20, was charged in juvenile court for the attack, but the Ramsey County attorney's office has petitioned to certify him as an adult, said spokesman Dennis Gerhardstein. A hearing has been set for Dec. 1.
Authorities discovered a DNA match as part of a St. Paul police investigation into a second rape allegation against Osgood.
In that case, he is accused of raping an ex-girlfriend in the laundry room of an apartment building in the 300 block of Concord Street on May 29. The victim told police that she told Osgood that morning that she no longer wanted to see him, and that he then choked her until she blacked out.
When she regained consciousness, she felt pain that suggested she had been raped.
Authorities obtained a DNA sample from Osgood that matched evidence taken from the ex-girlfriend as well as evidence from the 2007 attack. He was charged in Ramsey County District Court on Thursday with first-degree criminal sexual conduct in connection with the May assault. His next court appearance in that case is set for Nov. 29.

A St. Paul man pleaded guilty Monday to the 2007 rape of a 13-year-old girl and to the 2011 rape of an ex-girlfriend — charges made possible by a DNA match.
Courtney L. Osgood, 20, faces between 21 2/3 years and 30 years in prison when he is sentenced on July 11 in Ramsey County District Court.
He agreed to a plea deal Monday before District Judge Gary Bastian.
Under questioning from prosecutor Heidi Westby, Osgood admitted in matter-of-fact style to raping both victims after first choking them until they blacked out.
The 13-year-old girl had been on her way to school when Osgood approached her from behind on Payne Avenue on the city’s East Side about 7:15 a.m. on Jan. 8, 2007. He choked her, dragged her into an alley and raped her, he testified Monday.
The victim was taken to Children’s Hospital, where it was revealed she had vaginal tearing and bruising around her neck.
“You caused her personal injuries?” Westby asked Osgood.
“Yes,” he replied.
Osgood, who was 15 at the time of the attack, initially had been charged in juvenile court, but later was certified to be tried as an adult.
The case caused public alarm on the East Side at the time of its occurrence.
Four years later, a breakthrough came when authorities discovered a DNA match as part of a police investigation into the 2011 rape allegation against Osgood.
On Monday, he admitted, again under questioning from Westby, to raping the ex-girlfriend in the laundry room of an apartment building in the 300 block of Concord Street last May 29. The victim told police that she had told Osgood that morning that she no longer wanted to see him, and he then choked her into unconsciousness, the charges say.
When she came to, she felt pain suggesting she had been raped.
An examination found she suffered rectal tearing and had “red eyes from being strangled,” Westby said.
Osgood acknowledged those facts, too.
The charges say authorities obtained a DNA sample from Osgood that matched evidence from the ex-girlfriend as well as evidence from the 2007 attack.
His guilty plea came three days before what was expected to be a two-day pre-trial hearing for the two cases.

A St. Paul man has been sentenced to 30 years in prison for raping a teenager in 2007 and his ex-girlfriend in 2011.
Courtney Lamont Osgood, 21, received the maximum penalty for both rapes, after pleading guilty to charges in April.
According to the 2011 complaint, police responded to an assault call on the 300 block of Concord Street in St. Paul. An 18-year-old victim told them she was raped and strangled earlier that morning in the laundry room of her apartment building.
Police learned that Osgood became upset with the woman after she tried to end their relationship. Two weeks later, investigators obtained a warrant for a DNA sample from Osgood, who at the time was in custody for a traffic violation.
In September of 2011, the Minnesota Bureau of Criminal Apprehension confirmed a match to not only the 2011 rape but a rape from 2007, on St. Paul’s east side.
Investigators say in that case, a 13-year-old victim was walking to school on Jan. 8, 2007 when a man grabbed her from behind, strangled and raped her. He left her face down and unconscious in an alley, according to the report.
Ramsey County Attorney John Choi applauded the efforts of police, the BCA and the prosecution team for bringing Osgood to justice.
