(CBS/AP) SAN ANTONIO - The 10-year-old son of a woman who shot her two children and then killed herself during a police standoff at a Texas welfare office died on Thursday. His death came a day after his sister succumbed to her wounds.

Timothy Grimmer died Thursday evening at a San Antonio hospital after he was removed from life support, Laredo police investigator Joe Baeza said. His sister Ramie, 12, who authorities say was also shot by mother Rachelle Grimmer, died Wednesday night at the same hospital.

Their father, Dale Grimmer, spent time at his son's bedside Thursday before consulting with doctors and deciding to pull Timothy off of life support, said Mary Lee Shepherd, the children's grandmother.

"He spent hours with Ramie and finally had to let her go," Shepherd said. "He's just concentrating on saying goodbye to his children."

Their mother, Rachelle Grimmer, was found dead Monday inside a state welfare office in Laredo. Authorities say the 38-year-old killed herself after shooting her children during a seven-hour standoff with police.

The family had been living in a rundown trailer park, and Rachelle Grimmer had been seeking food stamps since July, shortly after they moved to Texas from Ohio.

The state Health and Human Services Commission released a timeline on Thursday of its contact with Rachelle Grimmer dating back to July 7, when Grimmer submitted an application for benefits.

At that point Grimmer was told she would not qualify for "emergency benefits," in which documentation requirements are postponed, because she said she received child support that exceeded her expenses for rent and utilities.

A caseworker interviewed Rachelle Grimmer July 22 to see if she was eligible for benefits. She was told then that she must provide documentation of her income, in this case child support.

"We closed the case on Aug. 8 because we hadn't received proof of her income," agency spokeswoman Stephanie Goodman said in an email. "If we had that, it's quite likely she would have been eligible for benefits."

Ramie Grimmer's Facebook profile had been updated to read "may die 2day" just hours before the shootings.

The children's grandmother, Shepherd, said her former daughter-in-law had a history of mental illness and Dale Grimmer tried three times to have the children removed from her custody while they were living in Anaconda, Mont., and Ohio with no results.

"Many, many times he tried to tell people what was happening and nobody would listen," Shepherd said.

Texas Department of Family and Protective Services reported finding two cases Wednesday involving Grimmer and her children.

In the first case, reported on Sept. 15, 2010, the department received a possible neglect report after Rachelle Grimmer and her two children were found living in a tent on a South Texas beach. However, investigators found no evidence of neglect, spokesman Patrick Crimmins said.

In a report made last June, Corpus Christi police said Rachelle Grimmer had come to police headquarters with her two children and reported that she had been a domestic violence victim. But officials determined the children were not at risk and took no further action, Crimmins said.

This is the worst story I have heard in a long time. A woman who was denied food stamps in Texas to feed her ten year old son and twelve year old daughter shoots her kids and kills herself. She enters the welfare office in Laredo, a seven hour standoff ensues and she kills herself and shoots her kids, leaving her children in critical condition.

Rachel Grimmer, 38, had moved from Zanesville, Ohio last summer. She applied for help in July and was continually turned down. The Welfare Office said that her application "lacked sufficient information" but they could not say which information was lacking. The family was hurting and living in a run down trailer park. Grimmer was finally told she would not qualify for "emergency benefits," in which documentation requirements are postponed, because she said she received child support that exceeded her expenses for rent and utilities.

Grimmer entered the room and pulled out a gun. She finally let the supervisor leave the room at 7:45p.m. and the despondent woman killed herself at 11:35 p.m.. Her daughter's final words before dying were on Facebook, "may die 2day." Her brother died the next day.

The Texas Supplemental Nutrition Assistance Program (SNAP) has been long fraught with problems. The welfare form for food stamps runs 18 pages, in addition it is required that the applicant provide documents showing their proof of employment and residency. The program has a huge backlog of applications and morale and staffing are reportedly very low. Over 40,000 residents have been forced to wait over 30 days for food stamp assistance. Texas has added approximately four million people in the last ten years. Their vigorous execution schedule hasn't put a dent in the population.

I feel for this woman and I feel for her children. They all died too young, seemingly death by acute bureaucracy and inaction. She couldn't feed her children and she couldn't watch them starve. People that aren't lucky enough to win can pay a big price these days.

Grimmer first applied for food stamps in July but was denied because she didn’t turn in enough information, Texas Department of Health and Human Services spokeswoman Stephanie Goodman said.

Goodman said it wasn’t immediately clear what information the mother was missing.

"We were still waiting, and if we had that, I don’t know if she would still qualify or not," Goodman said. Goodman didn’t know whether Grimmer had a job, or whether her children were covered under Medicaid or the state children’s health insurance program. The family had no history with the Texas Department of Child Protective Services.

I am reading about more and more of these murder suicides. Guy got shot in a death by cop suicide next to his grave the other day. People are at the end of their rope. When it happens to beautiful little children, it is such a tragedy.

This story is all over the Corpus news. OMG, it's simply horrible!! I don't give a damn if she had mental issues. Her kids were hungry!! 18 pages of paperwork to get food stamps is ridiculous.

And, IMO, the cops did a lousy job cause they all ended up dead. Wouldn't it have just been a lot easier to give her some damned money so she can get some food? She hopefully would have stopped holding people hostage and they could have arrested her then. If I were one of the peeps being held hostage, I would have done my best to talk her out of that gun and given her some money. This story makes me so angry!!

Depending upon your source for news, you may or may not have heard the story about Rachelle Grimmer, the 38-yr-old mother of two who shot her children and committed suicide after a seven-hour standoff with authorities in a Laredo, Texas welfare office. Both children have died because of the gun shot wounds they suffered. As tragic as the story is, it is curious that right wing commentators who often rail against “entitlement programs” are conspicuously silent. It is also tragic that Governor Rick Perry seems to be ignoring the story, which happened in his home state and has not as much as offered his condolences to the family of the victims.

After unsuccessfully applying for food stamps for her two children, Rachelle Grimmer decided that she would make a statement by killing herself and her two children. Details are murky about why she was not able to get the benefits for her children that she sought other than she did not provide proof of a Texas residence. Reportedly, Grimmer and the children were living in a camper in Laredo and denied food stamps for months. This sad case follows the sad story of a Mississippi mother sentenced to three years in prison for failing to reveal prior drug convictions on her food stamp application for her children while people involved in white-collar crimes of fraud involving millions of dollars are given a relative insignificant punishment.

She made a statement alright. I was so pissed off when I read how their Father tried to help them. Turned the Mother in more than once and children services did nothing?
