PORTLAND, Ore. – A man on parole for trying to infect children with HIV nearly 20 years ago pulled a boy into a Portland restaurant bathroom over the weekend, attempted to sexually assault him and then stabbed him several times, police said.
The 10-year-old's injuries from the attack Sunday were severe enough to require surgery, and officers said he would have died without immediate care.
The suspect, Adam Lee Brown, pleaded not guilty Monday in Multnomah County Circuit Court to charges that included kidnapping, attempted murder and assault. He appeared in court surrounded by sheriff's deputies and wearing a so-called "suicide smock," a rip-resistant vest that prevents inmates from tearing off strips of clothing with which to hang themselves.
His arrest Sunday after a two-hour standoff in which he was holed up in a Wendy's bathroom marks the second set of child sex abuse charges leveled against Brown, who was the subject of an abuse investigation two decades ago.
The HIV-positive son of a church pastor, Brown was convicted in 1993 of three counts of first-degree sodomy, each involving a child. He pleaded no contest to reduced charges — the initial charges included attempted murder because of his HIV.
The case came during a peak in the AIDS crisis and amid fears fueled by public misunderstanding that vengeful patients willfully would infect unsuspecting bystanders.
At least nine children in the small logging town of Roseburg told police that Brown molested them over the course of several months in 1992.
According to a criminal complaint, the children said Brown told them not to tell and threatened them with knives, scissors and matches. One child said Brown once burned a Bible, warning that Satan would come if they didn't do what he wanted.
Brown's wife at the time, Nancy, told The Associated Press in 1993 that her husband had contracted the disease in Southern California while he was stationed there with the U.S. Marines. A lay preacher at Fair Oaks Community Church, Brown served nine years in the Marines as a computer technician before his discharge in the early 1990s.
"God was always in the picture," Nancy Brown said about her husband's religious upbringing. "But he thought Satan would deliver the boys."
Brown spent 11 years in Oregon's prison system, accruing three years of earned time off a 15-year sentence. Prison officials said their records show Brown spent the years 1999-2004 without incurring any disciplinary infractions. Older, paper records were unavailable.
On Sunday, police said he pulled the 10-year-old boy into the fast-food restaurant bathroom and locked the door. After the boy fought back, Portland police say Brown stabbed him.
A Wendy's employee opened the locked door and Brown shoved the 10-year-old out of the bathroom but locked himself inside and told arriving officers that he had a gun.
Police evacuated the restaurant and brought in crisis negotiators. Brown surrendered. Police found a knife, but no gun.
Brown's parents could not be reached Monday by the AP.
An attorney representing Brown at the arraignment was unavailable for comment after the hearing. He declined to give his name.

OMG Lisette, I so agree with you! After he attacked the previous boys I don't understand why he wasn't locked up for life! The charges should have included attempted murder too, he knew he had HIV yet he wasn't charged accordingly.
Those poor boys, the ones from 1992 AND the one from the other day!
He needs to go down for life this time!

Adam Lee Brown, the predatory sex offender accused of assaulting a 10-year-old boy in a Portland Wendy's restroom July 1, pleaded not guilty Wednesday morning to a nine-count felony indictment.

A Multnomah County grand jury returned the indictment, charging Brown with three counts of attempted aggravated murder, two counts of first-degree kidnapping, two counts of strangulation, and one count each of first-degree sex abuse and second-degree assault.

He's now being held on total bail of $1.76 million. A trial date has been set for Aug. 23.

Brown, 49, appeared briefly in Multnomah County Circuit Court, wearing a dark green anti-suicide smock with a sheriff's deputy at his side.

He's accused of following the boy into a single-stall restroom at the Wendy's off Northeast Sandy Boulevard, locking the door, pulling a knife out and ordering the boy to take off his clothes, according to a court affidavit.

The victim told police that Brown began to touch him so he fought back. The boy was able to break free and was released after about 10 minutes, naked and bloody, according to a court affidavit. Brown was taken into custody after a two-hour standoff with police.

The most serious stab wound cut the platysma muscle in his neck, which runs from the chin to the chest, and required immediate surgery, according to a court affidavit.

The victim's family had not stopped at the Wendy's to eat. They had been on their way home from a camping trip when their car had a flat tire and they rolled into the Les Schwab Tire Center on Northeast Sandy Boulevard but it was closed.

The 10-year-old said he needed to use the bathroom, so his father allowed him to go next door to the Wendy's restaurant with his 17-year-old cousin. The 17-year-old cousin waited outside the restaurant with the family dog.

Brown is a notorious child sex abuser since his highly-publicized 1993 convictions in Roseburg for three counts of sodomy. He was initially charged with 43 criminal counts and accused of trying to infect up to nine children with the AIDS virus in Roseburg.

He's been on post-prison supervision since he was released from prison in 2004 and has racked up numerous supervision violations.

A warrant had been issued for his arrest in mid-June after he failed to report to his Multnomah County parole officer and wasn't at the downtown Portland building where he was supposed to reside.

Now, Multnomah County prosecutors also may seek to prosecute and sentence Brown as a dangerous offender, which would bring a stiffer sentence.

I haven't been able to find anything about a trial...Must be postponed?

Adam Lee Brown: The Paroled Pedophile Who Tried to Infect His Victims With HIV

When 27-year-old Adam Lee Brown was discharged from the Marine Corps in 1990, he was HIV positive. The married military computer technician, while serving in southern California, had picked-up the virus after having affairs with homosexual men. Furious that he had contracted the disease, Brown told his estranged wife that he would somehow get revenge. He didn't say how, or who would be the target of his fury.

In 1992, Brown was living in the logging town of Roseburg, Oregon. The son of a pastor, Brown became the lay preacher at the Fair Oaks Community Church in nearby Sutherlin. That year, over a six-month period, Adam Brown sexually molested, and tried to infect, dozens of 5 to 10-year-old boys he met through friends and a women he knew who babysat in his neighborhood. Once he had lured a boy to his home, Brown would either drug the child or force him to drink alcohol. He also showed his victims pornographic videos, and after raping them, promised to stab them with knives and scissors if they told anyone. He also assured the boys that if they informed their parents what he had done to them, they would burn in hell. A 5-year-old boy, told his parents, and then the police, that Brown had smeared semen into a scratch on the victim's arm. (The boy obviously didn't use the term semen.)

In the fall of 1993, Douglas County District Attorney William Marshall charged Adam Brown with 49 counts of rape and attempted murder. This was the first case in the country involving a pedophile who had tried to kill his victims by infecting them with HIV.

For some reason, District Attorney Marshall allowed Brown to plead no contest to only 4 of the 49 counts. After Brown pleaded no contest to 3 counts of sodomy, and 1 count of child endangerment, the judge, in December 1993, sentenced him to 16 years in prison.

On October 5, 2004, after serving 11 years of his prison sentence, Oregon's corrections authorities released Adam Brown on parole. The freed pedophile was ordered to register as a sex offender, and was barred from frequenting places where children regularly congregate. His parole expires in 2020. (Parole, in my opinion, has always been a stupid idea designed to provide a lot of useless government jobs. The federal government got rid of it years ago.)

At two in the afternoon of Sunday, July 1, 2012, Adam Brown, now 49 and still a pedophile, was loitering around the entrance to the men's room at a Wendy's in Portland, Oregon. When an unaccompanied 10-year-old boy approached the restroom, Brown grabbed the child, pulled him inside, and locked the door. As the abductor stabbed the struggling boy, the victim's father heard his screams and ran to help him. But the frantic parent couldn't save his boy because Brown had locked the door. When a Wendy's supervisor unlocked the men's room, Brown pushed the wounded boy out of the restroom and locked himself inside. A group of employees held the door closed so Brown couldn't escape until the police arrived.

As paramedics rushed the badly injured boy to a nearby hospital, patrol officers with the Portland Police Department spoke to Brown through the men's room door. Brown refused to come out, and claimed to possess a gun. A hostage negotiator, following a two-hour standoff, coaxed Brown out of the restaurant. When taken into custody, the pedophile had a knife, but no firearm.

The district attorney in Multnomah County charged Adam Lee Brown with attempted murder, sexual abuse, kidnapping, and assault. The subject is being held in the Multnomah County Jail on $2 million bond. The injured child underwent emergency surgery, and is expected to recover.

It's hard to understand why a pedophile who had raped and tried to infect his victims with the HIV virus was allowed, in 1992, to plead no contest to such a small number of reduced charges. Prosecutors are put in office to protect the public, not to go soft on sexual predators. Offenders like Adam Brown should be imprisoned for life. The notion that pedophiles will not re-offend, or be prevented from victimizing vulnerable children through legal restrictions on where they can live or go, is stupid and irresponsible. Under the terms of Brown's parole, was he allowed to patronize fast-food restaurants popular with children?

The Adam Brown case reveals why the only place for pedophiles is prison.

Nearly two decades after Adam Lee Brown was first accused of molesting children in a case that shocked the nation, prosecutors Wednesday finally put him away for what probably will be the rest of his life.
Brown, 50, will go to prison for the next 33 years after pleading guilty to trapping a 10-year-old boy in a Wendy's restroom, then repeatedly stabbing and sexually assaulting him on July 1.

Brown is in poor health, prosecutors said. "He will almost certainly die in prison," said Deputy District Attorney Donald Rees.

The lengthy sentence came as a huge relief to the boy's parents -- who didn't attend the hearing because "they didn't want to see the face of Adam Brown again," Rees said.

In a letter read aloud in court, the boy's father said: "I speak for all parents when I say: You do not deserve to be alive. ...The real justice comes when you are judged by God to burn in hell."

He described his son as resilient and strong: "The horror that our son had to go through will always be in the depths of his mind. But broken is something he will never be."

Then he asked how Brown could hurt a child in such a horrible way. "To know that you're a parent yourself is extremely disturbing," he said. "How do you bring children into this world and turn around and assault them? You are a sick, evil, twisted human being and you deserve the punishment coming to you."

Brown was first sentenced for child molestation in Oregon in 1993 after prosecutors said he abused and tried to infect as many as nine children with HIV after plying them with drugs and alcohol and showing them pornographic videos in Roseburg. He was sentenced to 16 years in prison -- long enough, Douglas County prosecutors thought, that he would die in prison from AIDS. But medical advances helped Brown fight the disease, and he was released after 12 years.
This time around, prosecutors had more powerful tools. Measure 11, passed in 1995, sets far stiffer punishment for violent and sexual crimes. It also allows no opportunity for early release with good behavior. In 2006, the governor signed Jessica's Law, which calls for a minimum 25 years in prison for predators who rape, sodomize or sexually penetrate a child under age 12.

Brown attacked the 10-year-old as his family was returning from a camping trip. They got a flat tire across the street from the Wendy's, and the boy walked into the Northeast Portland restaurant to use the restroom. A 17-year-old relative waited with a dog outside.

Brown locked the restroom door, pulled out a knife and ordered the boy to take off his clothes. The boy fought back and was able to break Brown's knife into two pieces, but was stabbed six times and strangled before he could escape -- bloody and naked -- about 10 minutes later. His father, who had come to check on him, was screaming for help as he tried to break down the restroom door.

Brown had violated the terms of his supervision seven times since his release from prison in 2004 -- for using drugs, possessing pornography, committing identity theft and burglary, having inappropriate contact with minors and repeatedly failing to take medication, report to his parole officer or complete treatment. He was sanctioned to jail time each time -- twice in Multnomah County. But authorities didn't have the ability to send him back to prison, said Jeremiah Stromberg, who sits on the state Board of Parole and Post-Prison Supervision.

A man with a history of abusing children will remain in prison without possibility of parole until the age of 83. Adam Lee Brown pleaded guilty to the attempted murder, kidnapping and sexual assault of a 10-year-old boy in July.
On June 6 -- 25 days before the attack on the 10-year-old -- Brown failed to show up to a meeting with his post-prison supervision officer. He'd also abandoned his housing. He later told authorities he hadn't taken his bipolar medication for a month and was using methamphetamine and marijuana.
A warrant was issued for his arrest on June 14, but no one actively tried to track him down, a county spokesman said.

"Sadly, another kid had to endure what he did to put (Brown) where he deserves to be," said Dani Liles, who was 2 when Brown targeted her -- injecting bodily fluids between her fingers -- in Roseburg.

She's glad Brown will remain behind bars for a much longer stretch this time, Liles said a telephone interview. Although she didn't contract HIV, the effects of his abuse have been lasting, she said. She slept in her mother's bed until she was 22 and still has panic attacks.

An internal review of the county's handling of the case found that county workers properly handled Brown's case overall, said spokesman Hank Stern.

"He was held accountable for all violations that were substantiated and he was closely supervised," Stern said.

He wouldn't comment on why the county didn't follow through on a recommendation by the post-prison supervision officer that Brown be placed on GPS monitoring.

A GPS anklet probably wouldn't have kept Brown from venturing into the fast-food restaurant that day, Stern said. "If he was that determined, he would have cut it off," Stern said.
