Child Pornographers Targeted

Local, state and federal law enforcement officers searched homes and confiscated computers in a three-county, two-day operation focusing on finding child pornographers.
The sweep, dubbed Operation TRAPS, resulted in 169 searches and 28 arrests, as well as evidence that could lead to more arrests once computers are analyzed, the FBI announced Thursday.
A majority of the searches were in San Joaquin County, but only one happened in Lodi. In that matter, two computers were seized from a home and will be inspected by experts, said Lodi Police Detective Nick Rafiq.
The suspect in that matter is a juvenile, so child privacy laws prevented Rafiq from releasing further information about the suspect. He noted, though, that a juvenile can still face charges of possessing child pornography.
"It's not the viewer's age; it's the crime," Rafiq said.
Rafiq, who is a member of a regional high-tech crimes task force, was the only Lodi officer involved in the operation that was held Tuesday and Wednesday.
In San Joaquin County, 54 homes were searched in Stockton, resulting in 11 arrests, said FBI Special Agent Steve Dupre. Another 48 locations were searched in Tracy, leading to three arrests.
Some of the Tracy searches were a result of extensive investigations after the disappearance and homicide of 8-year-old Sandra Cantu, Dupre acknowledged. Melissa Huckaby has since been indicted on murder and assault charges in that case, but several residents in the mobile home park where Cantu and Huckaby lived were questioned and searched.
The operation was part of a larger FBI program called the Innocent Images National Initiative, which focuses on those who sexually abuse children by using the Internet to either meet them or share graphic images of the assaults.

STOCKTON - Twenty-eight people were arrested in a five-county, two-day sweep targeting child predators.
The FBI reported Thursday that the mission, dubbed Operation TRAPS 2009, included local and state law enforcement agencies and targeted 196 people in San Joaquin, Stanislaus, El Dorado, Sacramento and Placer counties.
In San Joaquin County alone, said Agent Steve Dupre, a local FBI spokesman, more than 100 searches were conducted, resulting in 14 arrests - three in Tracy and 11 in Stockton.
The operation relied heavily on the resources of parole and probation units.
Dupre said targets were people who were on active parole or probation for sex crimes. Others were identified through investigations.
"We have a number of people who were developed from the use of undercover Internet activities that we don't want to get too specific about," Dupre said.
Some in San Joaquin County had been the subjects of investigation, Dupre said, but almost all were searched on the basis of their parole or probation status.
Susan Kane, a Stockton-area parole unit supervisor, said one of those arrested, Kenneth Rowe, was tracked through the Global Positioning System to a grocery store, where he was taken into custody while waiting in line.
Rowe was arrested on suspicion of parole violation when a search of his home turned up a weapon.
Seized in the search were computers, cell phones, digital cameras and other forms of electronic storage. Those will be analyzed for evidence.
Dupre said he could offer very little information, because the investigations were still in a very early stage.

2-day sweep nets 28 arrests
Effort involves 150 officers targeting Internet predators
Teams of federal agents and local authorities this week arrested 28 people, including 12 men in Stanislaus County, during a two-day sweep of convicted sex offenders aimed at reducing the exploitation and abuse of children on the Internet.
The FBI's Sacramento-based Cyber Crimes Task Force led the sweeps, targeting child predators and pornographers. Twenty-seven local agencies assisted.
Among those searched during the sweep were people being investigated for sex crimes, people on parole or probation for sex crimes, and people required to register as sex offenders as a result of a previous conviction, according to the FBI.
Authorities searched "potential traders" of child pornography who were identified through the use of advanced undercover techniques, said FBI spokesman Steve Dupre.
"It leaves these (suspects) guessing on what we're actually doing," Dupre said.
Investigators seized 30 computers, numerous digital cameras, cell phones, external hard-drives, thumb drives, CDs, DVDs and floppy disks. Dupre said more arrests are likely once the investigators analyze the evidence.
About 150 law enforcement officials carried out the sweep Tuesday and Wednesday in Stanislaus, San Joa- quin, Sacramento, El Dorado and Placer counties.
Marcus Hawkins, 32; Christopher Munson, 33; John Andrew Madsen, 47; and Scott Pringle, 38, were arrested on suspicion of violating parole in Stanislaus County, according to the FBI. They were being held without bail Thursday night at the Stanislaus County Jail.
Dupre said Peter Warner, Larry Enriquez, John Munroe, Carl Neal, Rawland Parks, Patrick Hall, Mark Crawford and Lonnie Brittson also were arrested during the sweep in Stanislaus County. There was no information available about their charges or their ages.
Dupre said most of the arrests were made on suspicion of parole and probation violations. That indicates the suspects had obscene material in their possession that broke the terms of their parole or probation.
He said the other people were arrested for other crimes including charges related to child exploitation.
Dupre said investigations will not be able to report whether they obtained sexual images of children until they further analyze some of the items they recovered.
Authorities conducted 169 searches during the sweep. Dupre said 29 searches were conducted in Stanislaus County, and most of the searches were done in the Modesto area.
The Stanislaus County Probation Department participated in the sweep. Chief Probation Officer Jerry Powers said law enforcement agencies dealing with budget constraints need to pool their resources to carry out such a large operation.
"The public has an expectation that we properly monitor offenders," Powers said. "I believe the citizens insist on it, especially with sex offenders. I don't think any one agency can do it alone."
Drew Parenti, special agent in charge of the FBI Sacramento office, said the agency is committed to working with local authorities to combat child pornography.
"Sexual exploitation of minors simply cannot be tolerated," Parenti said in a news release. "We as law enforcement must do everything we can to protect our nation's most vulnerable asset — our children."

Is it just me or does it sound good that these people are being TARGETED for a change instead of innocent children? I for one think LE should dedicate more time to tracking the people who hunt our children to use for their pleasure! I think they should conduct these raids more often, until none of these people are left to roam the FREE WORLD.

CLEVELAND, Ohio — The Ohio Internet Crimes Against Children Task Force arrested 36 adults and 14 juveniles on a combined 2,300 charges involving child pornography, Cuyahoga County Prosecutor Bill Mason announced Wednesday.
Operation Cyber Safe was conducted May 3 through Oct. 15 and involved catching people trading child porn over the Internet. Mason said it was like "shooting fish in a barrel."
The suspects used a file-sharing Web site, which allowed investigators to track users.
The arrests were made all over Cuyahoga County and more than 2,500 pictures and videos of child pornography were seized.
One of the suspects was a woman, 26-year-old Illiana Kaufman. She also faces charges accusing her running a marijuana growing operation.
All suspects were charged with pandering and creating child pornography, the illegal use of a minor and possessing criminal tools.
The suspect with the most charges was Eric Bambino of Cleveland, who was indicted on 102 offenses.

A similar operation last year ended in the arrests of 41 people, 29 of whom have been convicted so far -- not surprising since the Internet crimes against children conviction rate to date is 100 percent.

County prosecutor Bill Mason says, more than 70 officers from 32 Cuyahoga County law enforcement agencies participated in the investigation and seized more than 4,100 items.
Mason says, the pictures/videos found are of young children being sexually tortured by adults.
And there isn't a money motive behind trading online. Frankie Goldberg of the prosecutor's office says, this is to satisfy a very sick interest they have.
No matter how many perverts are locked up Mason says, there are more out there and parents are the best defense. Parents should monitor their kids’ online activity.
There is a computer program that keeps track of what your kids are doing online and Mason says, parents can pick up a copy of the disk through his office by calling (216) 698-2499.

Ohio - Operation Cyber Safe conducted a sweep of the top traders in child porn in the area of Cleveland, Ohio. After a 5 month investigation, 50 suspects were arrested, 14 were juveniles. Out of the 36 adults arrested, one was a female, Illiana Kaufman, 26, of Cleveland.
Cuyahoga County Prosecutor Bill Mason stated, "The images and videos being traded by these 50 defendants depict the most horrific acts of violence inflicted on children these are pictures and videos of infants, toddlers and young children being sexually tortured by adults."

Trouble with our "all American boys", as I see it, is that they tend to think anything goes on the internet and nobody will ever find out what they are doing on the internet or downloading onto their computers. They tend to think it is harmless (to themselves) and give no thought of the fact that they are actually entertaining themselves by looking at horrendous crimes perpetrated on little innocent children. I hope those accused are found guilty and locked up forever so we don't have another story like the one about Theodore Sypnier, the 100 year old child molester, who was was put back on the streets of Buffalo to molest again if he has the opportunity. My son is one of the accused. He is absolutely innocent, and as a result of the mere accusation, he will lose all his savings to defend himself and his job of 15 years.
How is it that you are allowed to be the first hit when researching this crime. Did you get some sort of dispensation from Bill Mason the DjA.? Are you trying to try people in the court of public opinion? What evidence are you privy to that proves innocence or guilt.
Did you know that Bill Mason wants to run for Sec of State and is up on ethics chargesl?
This case would be a wonderful coup for him. You and he are getting people to focus on the heinous crime rather than the guilt or innocence of the accused. Best way to get a conviction of the innocent.
In our so called justice system one is presumed innocent till convicted. You are suborning the constitution and the justice system.
I sincerely hope all those guilty are locked up forever.. What you are doing is making sure even the innocent are punished. Shame on you for being a tool. My son has never been arrested or even accused of a crime in his life; He had a wonderful career for 15 years and has lived in the same place.

No one at VH knows the DA. We hear about the cases that we follow on VH either on tv or on the internet. None of us have any way of knowing if the accused are guilty or innocent; we only report what we hear from the media and I would bet that most of the accused that we discuss on VH are guilty.
I feel badly for what you and your family are going through and I'm sure your son will be exonerated if he is innocent of the charges.

Your son, however, might just be one of many that thought it was okay to download and view kiddie porn on his personal computer and no one would ever find out nor would he be party to any crime, read my post somewhere upthread on what I believe how many men think of such things. They tend to think of them as purely entertainment and harmless. He may be just one of those and there are many around everyone of us who think this way. I personally think that Mason and our local courts do a fine job with prosecution and that, especially if it is a jury trial and your son's involvement gets explained fully, that, if innocent, he will be exonerated. If he has done the above, he will get justice according to his own deeds. I have not over many decades known of very many miscarriages of justice in the Cuyahoga County system. I would like to tell you this to give you more hope and encouragement as you come to grips with what has happened to your son.
Why are we first on a search? I don't know. It just might be the fact that we may have been first to post a thread about it. Should we post such threads?---Definitely so, only because there is involved in this whole issue much child abuse, rape, perhaps sexual slavery, and quite possibly child murders. Since we follow all the above types of cases, hoping to help wherever we might, this is definitely an issue that we should post here at VH. If you want to post further and give your son's side of things, it is also your forum to do so.

He uses the file sharing program Limewire. Things can pass through computers unnoticed by the actual owner of the computer when you've got a program like that.
Also things can easily be planted in computers using viruses that are associated with file sharing programs.

My son does not view child pornography. And I don't say this out of righteous indignation, I say this out of certainty. It's not something he would do, and anyone outside the family would tell you the same.
You may feel like the justice system is accurate, however you never hear of the many miscarriages that come to light unless it's a dramatic one that is was from 20 years ago and the victim sues the state. The prosecutors and state cover them up for their own image, so it's unlikely that many people would hear about them, unless they actually work in the department.
In addition a news article said that the conviction rate on this crime is 100%, do they mean 100% of the people who are actually prosecuted or dismissed?

I completely Agree with Adela! I have learned soo much from reading about all these cases and it has really opened my eyes :shock: about what kind of world we really live in.
our children can no longer play in the front yard unsupervised, they can no longer walk home from a friends house HECK they can't even go to a friends house with out the possibility of being assaulted! Our world is a dangerous place for our children and we must protect them any way that we can!! VH does that, whether we have to report crimes where perhaps the accused are innocent, we won't stop bringing awareness about this issue.

I have used LimeWire in the past. Burned out my hard drive. I never shared my music with anyone.
Most people in the 10 to 40 age range have tried LimeWire, with mixed results.
If what your son is being accused of happened because of LimeWire, I would presume to think that the general public would have been warned of this by now.

also, do you have an idea how many people use limewire? billions! if your son's name is on that list because of limewire they would've arrested thousands of people not just 500..

peer to peer is one thing. viruses are another. a month ago a principal was accused. turns out his work computer was hacked and porn put on it. He was acquitted, but still ruined.

Casey Anthony, The Mohler bros, Alyssa Bustamante and many others haven't been convicted yet, but we do discuss them here when we are made aware of their alleged crimes. All of the crime blogs would go way if there couldn't be a discussion of anyone unless they had been convicted, and that's never going to happen. If someone is acquitted of a crime we would also report that in a nano second and be thrilled to do so.

From what I have learned thus far about the press and the legality of posting pictures and info of the accused, is that it is ONLY illegal to post pictures and information about Accused Minors Then again, I am no Attorney and I do not know the laws of Ohio, but...

We only publish what has already been published by the media. The pics of the men and women arrested were from Cleveland news sites so there is absolutely Nothing criminal. Think of all that was posted about Scott Peterson or what is being posted about Casey Anthony. I have to agree with those upthread. If any child porn accidently got on your son's computer, he should have notified the authorities about it immediately.

It makes the da's job a lot easier to have citizens who drink the koolaid without even checking the references.
You (and they) have published my sons name and picture. He has not even had his day in court. I will use this forum to update. It is something the thinking public should know about. I would ask that you do your own homework before believing carte blanche, anything you are told by any DA.

computer. If you open a file with only html code language in it do you know what it contains? Have you checked ALL the links stored on your computer.

Do you. that would be hard for a young person with a full time job, a commute, a girlfriend that he is with when he is not on the job. I would suggest you protect yourself and do the necessary scans of every file and link now. You might be surprised at what you find.

As you know, many people are plastered all over the television, newspapers and internet who have been accused of crimes. If any of these people are found innocent, it is also plastered on the media outlets.

What is an LE?
I rather think that when they actually search my sons computer, they will find that something of the sort happened. Limewire I am told is very susceptible.
I got this from a friend who is computer savvy
This sort of thing is a lot easier to investigate, for legal reasons, on work computers, because the cooperation of those administering these networks, is assured.
While these programs are generally run voluntarily, there are various Trojan like programs that operate like clients on these networks and some clients, like Limewire, come stock with a lot of problematic additional software.
A major problem with these programs, is that the material may not be honestly labeled and while something is being downloaded, it is also being uploaded, meaning the user downloading something they may not know is child pornography, is also unwittingly hosting child pornography. The heuristic evaluation of the cyberforensic investigators are unlikely to accept this defense in most cases.
There have been cases where a clear virus, was responsible for this distribution, but this is not the same as limewire.
Where a work computer is concerned, there are positive control issues. The designated user may not have been in control of the system at the times in question. This is where cyberforensics and hamburgerville forensics meet. The system might even be remotely controlled.
For the most part, with few exceptions, child pornographers are not especially bright people. There are different kinds of child sex offenders and of the three, only the most twisted of "Defilers" are generally profiled as Intelligent. Conventional Pedophiles are typically viewed as Psychologically Underdeveloped, generally seeing children as more Mature than they actually are, because Mentally, the Pedophile themselves is Less Mature than they should be. The Congenital Dolt, is simply too mentally underdeveloped to have any sort of actual sexual preference.
Anything sexual, has become a sort of convenient witch-hunt. Once the right emotional buttons get pushed, there stigma is in place and no serious trial can occur.

CLEVELAND, Ohio — The Ohio Internet Crimes Against Children Task Force arrested 36 adults and 14 juveniles on a combined 2,300 charges involving child pornography, Cuyahoga County Prosecutor Bill Mason announced Wednesday.
Operation Cyber Safe was conducted May 3 through Oct. 15 and involved catching people trading child porn over the Internet. Mason said it was like "shooting fish in a barrel."
The suspects used a file-sharing Web site, which allowed investigators to track users.
The arrests were made all over Cuyahoga County and more than 2,500 pictures and videos of child pornography were seized.
One of the suspects was a woman, 26-year-old Illiana Kaufman. She also faces charges accusing her running a marijuana growing operation.

CLEVELAND, Ohio — The Ohio Internet Crimes Against Children Task Force arrested 36 adults and 14 juveniles on a combined 2,300 charges involving child pornography, Cuyahoga County Prosecutor Bill Mason announced Wednesday.
Operation Cyber Safe was conducted May 3 through Oct. 15 and involved catching people trading child porn over the Internet. Mason said it was like "shooting fish in a barrel."
The suspects used a file-sharing Web site, which allowed investigators to track users.
The arrests were made all over Cuyahoga County and more than 2,500 pictures and videos of child pornography were seized.
One of the suspects was a woman, 26-year-old Illiana Kaufman. She also faces charges accusing her running a marijuana growing operation.

But the US seems to be losing the moral highground or we would not have so many child molesters and corporate thieves who think its only criminal if you are caught
