Similarities sought in Tucson case, assaults
by JJ Hensley - Apr. 30, 2012 09:21 PM
The Republic | azcentral.com
The investigation into 6-year-old Isabel Mercedes Celis' disappearance expanded Monday as Tucson police and Pima County Sheriff's deputies looked for similarities between her case and the reported molestation of three girls outside Tucson city limits.
However, Tucson police spokeswoman Sgt. Maria Hawke warned, "We literally have no idea (whether the cases are related), they are so early in their investigation."
The three girls, ages 6, 8, and 10, told authorities they had been sexual assaulted early Monday by an unknown male, according to Deputy Dawn Barkman, spokeswoman for the Pima County Sheriff's Office.
The three girls were in a bedroom at their grandparents' house when someone reportedly entered sometime late Sunday or early Monday, Barkman said.
Police investigators began working Monday with Pima County detectives to spot any common elements between Isabel's disappearance and the molestation report, Hawke said.
Isabel was last seen late the night of Friday, April 20. She reportedly disappeared from her family's home near Broadway Boulevard and Craycroft Road before her parents awoke the following morning.
"We are investigating pretty much everybody, no one has been ruled as a person of interest or suspect," Hawke said.
Forty to 50 police detectives continue to work on the case, and Hawke said investigators are meticulously combing through hundreds of tips that have come in.
Police received more than 300 in the first weekend of her disappearance and continued to receive about eight tips an hour on Saturday.
The search for Isabel was extended to Mexico, where Tucson Police Lt. Fabian Pacheco said investigators have followed up several leads that have so far proved fruitless.
The thoroughness of the investigation was evident in police efforts to track down a group of pedestrians captured on late-night surveillance video as they walked near the Celis home.
Investigators made contact with those captured in the footage, who voluntarily came forward, Hawke said. But police later determined that the group was walking in the area the evening after Isabel's disappearance.
The person who provided a disc of the surveillance footage included footage from the wrong day, Hawke said, and investigators mistakenly believed the footage was from the night of Isabel's disappearance when they broadcast a plea for the public's help in identifying those in the video.

So, the video surveillance was fruitless. Back to square one.
I Still don't get it. How are these pervs getting into kids rooms so readily? Don't parents know how to LOCK their windows? And, wouldn't a parent hear their daughters screams?

Celis parents visit house separately, accompanied by law enforcement
There has been activity at the house where missing 6-year-old Isabel Celis lives - her mother and father visited the house separately, accompanied by law enforcement officials, and a young boy is currently at the house.
Sergio Celis arrived at the east side home early this afternoon with several detectives, according to News 4 Tucson's Lupita Murillo, who has obtained video of this occurrence. The father remained inside the home for about an hour, then left.
Murillo then witnessed Rebecca Celis, Isabel's mother, enter the home, also accompanied by law enforcement officials. After the mother left, a young boy was escorted inside the house by law enforcement.

Its one thing to snatch a small baby -its another to take a 6 year old - especially where the location of the house is not that private, however, we have see odder things - like the Elizabeth Smart case where she was taken practically in front of her sister so Im holding out hope that its not the family but its a puzzling case. The child looked very well cared for.

Isabel Celis' two older siblings removed from the care of one parent
On Friday, police announced that the two older brothers of missing Tucson, Ariz. girl Isabel Celis are now staying with only one parent, due to concerns for their welfare.
According to a statement released by the Tucson Police Department, during an investigation into Isabel's disappearance and after meeting with Child Protective Services, they became “aware of information regarding the welfare of the older Celis children.”
Police did not divulge which parent will remain with Isabel's brothers, Julian and Sergio Celis.
The Arizona Daily Star reports that personnel from CPS met with police and Isabel's family Thursday. It was then the decision was made to take “certain measures to ensure the continued welfare of the Celis children,” the statement read.
Isabel's parents told police they discovered she was missing on the morning of April 21, 2012, when her father went to wake her, but she was not in her bedroom. Authorities were called at 8:14 a.m. and were told Isabel had gone to sleep in her bed around 11:00 p.m. the night before.
According to police, a window at the home was open and the screen was pushed aside.
Isabel, 6, is described as being just under 4 feet tall, and weighing about 44 pounds. She has brown hair and hazel eyes.
Authorities are urging anyone with information regarding Isabel's case to call 911 or Tucson Police at 520-882-7463.

BlinkonCrime is saying that it is the father who has lost custody of the two boys...Don't know what has been discovered, but evidently they are not considered to be safe with him--neglect, abuse, drug debt, mental instability?

I just read the comments over at Blink - however, how is this being set up? Have the children and the mother left the house? Or has the husband left the house?

Art, they haven't released any details about how this is going to work...Just very strange. As you can see from the comments at Blink on Crime, much speculation as to whether the father was even home that morning...I think one of the brothers might have made the 911 call, or some other female because the police scanner talks about the caller being the "sister" and the "mother was en route." Something very hinky about the whole thing.

Yes and very scary too. The difference in this case is that in many cases, the areas are more rural - this is right in the middle of a busy neighborhood. I dont know how they could have gotten Isabel away from her home without anyone hearing anything at all.

Isabel Celis: Missing Tucson Girl's Father Barred From Contact With Her Brothers
By CLAYTON SANDELL (@Clayton_Sandell) , ALYSSA NEWCOMB (@alyssanewcomb) and JENNIFER LEONG
May 12, 2012
The father of missing Tucson 6-year-old Isabel Celis has been told by authorities he cannot have contact with the girl's two older brothers, who are now in the custody of their mother Rebecca, ABC News has learned.
A source close to the investigation said the development does not mean that investigators are turning their focus on Sergio Celis in the disappearance of his daughter. A police statement released Friday said it is "common practice for CPS [Child Protective Services] to become involved in investigations regarding missing children."
Calls to Sergio Celis and his wife -- who are no longer living together -- were not returned today. Other family members reached by phone refused to comment.
The police statement said new information regarding the welfare of the older Celis children led detectives to contact officials with Child Protective Services and call in Isabel's family for a meeting Friday. The statement did not specify what prompted the detectives and child welfare workers to take action.
"CPS instituted certain measures to ensure the continued welfare of the Celis children," the statement said.
A Tucson police spokesman, reached this evening, declined to provide additional details.
Isabel Celis was reported missing by her father around 8 a.m. April 21 after her mother left for work and her father went to wake her up.
The girl was not in her room, and a bedroom window was opened with the screen removed, police said.
The little girl was last seen around 11 p.m. April 20, when she was put to bed.
Police say they haven't eliminated anyone as a suspect, including the Celis family. They also haven't eliminated the possibility that investigators will find Isabel and bring her home safely, they say.
After Isabel was reported missing, police interviewed 15 registered sex offenders in the neighborhood.
Police have searched homes in the family's neighborhood, dug through a nearby landfull and searched waterways and drainage systems in Tucson. More than 1,000 tips have poured in regarding the six-year-old's disappearance, police said.
Isabel's parents made several public, emotional pleas for the safe return of their daughter in the days after her disappearance.
"Just please, please, to the person or persons who have Isabel, tell us what you want. We will do anything for her. We're looking for you, Isa," Sergio Celis said tearfully.
The search has also extended into Mexico, where authorities in the state of Sonora have been circulating photos of Isabel.

Thanks, BJ. I'm glad they Finally released it.
This is my take: the father had drug debts and the cops know this. No way LE would keep the bio father away from his children if they didn't suspect him.

Isabel Mercedes Celis Missing: Tucson Girl Was Abducted, Police Confirm
PHOENIX -- Tucson, Ariz., police are saying for the first time that a 6-year-old girl who vanished from her home last month was abducted.
Investigators had previously characterized Isabel Mercedes Celis' disappearance as a "suspicious disappearance/possible abduction."
Police spokeswoman Maria Hawke says it was an abduction after investigators determined the girl didn't leave her home alone and after they reviewed the evidence. She declined to comment further.
Authorities have been searching for the girl since she was reported missing by her father on April 21. Family members have said they last saw her in her bedroom the night before.
A window was later found open with the screen pushed aside in the family's home.
The Arizona Daily Star had previously reported that police considered the disappearance to be an abduction.

Re: Isabel Mercedes Celis missing from Tucson, AZ/ The father has been barred from seeing his children!/ 550+ pages reveal details in the Celis investigation
(CBS/AP) PHOENIX - Police investigating the disappearance of 6-year-old Arizona girl Isabel Mercedes Celis confirmed Tuesday they believe she was abducted.
Investigators have searched the girl's Tucson, Ariz., home, interviewed more than 500 sex offenders and waded through 1,000-plus tips. So far, they haven't named a suspect.
Police previously characterized the case as a "suspicious disappearance/possible abduction."
Authorities have been searching for the girl since her father reported her missing April 21. Family members have said they last saw her in her bedroom the night before. A window was later found open with the screen pushed aside.
A few days after the disappearance, a neighbor told KVOA-TV that she heard her dogs barking and male voices outside her bedroom window around 6:30 a.m. on the day she was reported missing. The neighbor said there were no sounds that indicated a struggle.
Police declined to comment on her account.
In a news release late last week, police announced that Arizona's child welfare agency was barring Isabel's father, Sergio Celis, from having any contact with his 10- and 14-year-old sons.
Tucson Police Chief Roberto Villasenor said at a news conference that Isabel's older brothers are "with their mother" and have "not been taken away" by CPS. He noted Sergio Celis is cooperating with the agency's order. Authorities added it's common for the agency to be involved in missing-child cases.
On Monday, investigators released 911 recordings of Celis reporting his daughter missing. He was calm while the girl's mother's reaction was full of emotion.
Celis told a 911 operator that he believed his daughter was abducted. When asked to explain why he thought that, Sergio Celis said he couldn't and that Isabel wasn't there when the family awoke.
"I want to report a missing person," he said, calmly. "My little girl, who is 6 years old. I believe she was abducted from the house."
The tone of Celis' wife, Rebecca, was frantic. "She's only 6," said the mother as she cried. "Can you please hurry and get somebody over here?"
Police are holding out hope that Isabel is still alive.

Thanks for the welcome. There is a lot of buzz around about some writing on the inside door of Isabel's closet but I can't find anything concrete either denying it or confirming it. I'll let you know if I do though.

Walking with candles, hoping to light the way home for Isa
Supporters march for Isabel Celis, aim to bring attention back to abduction victim
Reporter: Kevin Keen
TUCSON (KGUN9-TV) - Much of the attention this past week has been on Isabel Celis' parents and their past involvement with Child Protective Services. But those attending Friday night’s candlelight walk hoped to put it back where they feel it really matters: on the missing six year old.
For the little girl who lights up their lives, they walked together for three miles on Tucson’s east side holding candles.
“They give a little light. It gives me hope,” Brielyn Duke said.
“To me, it's calmness and peace,” Debbie Shaw said.
That is a calmness and peace absent for the past 28 days--since Isabel was abducted.
9 On Your Side reporter Kevin Keen asked Duke, “What have the last 28 days been like for you?” “Heartbreaking. Scary. Worried," she answered. "Stuff like this doesn't really happen in Tucson. It's shocking."
“It's been tumulus,” Shaw described. “I'm up. I'm down. I'm hopeful. I'm sad.”
But on this night, the focus is the six year old who loves the color purple.
“This is all about Isa,” Shaw said. “There's a little girl that's gone.”
The hope is that each step they take this night is another toward bringing her home.
“We don't want to put her on a back-burner story,” Brittney Patrick said. “We want to keep her up and fresh and out there just so everybody--hopefully nationwide--can see her. If by chance she is somewhere, then someone will recognize her and they'll bring her home.”
“Some of it for me is the pressure that whoever does have her--that if we keep her picture out here and we keep her name out here,” Tish Remsynder said, “maybe whoever does have her will be guilted enough to come and bring her back.”
Keen asked Duke: “Why is it important to spread the word about her?” “Because so many people are giving up already. We won't give up,” she said. “We will find her.”
Isabel’s mother also had a message for little Isa. Rebecca said, “We’re still looking for you, baby girl. We’re confident we’re going to find [you].”

Isabel Celis' mother attends candlelight vigil walk
TUCSON - Isabel Celis' mother, Becky Celis, joined hundreds of people who held a candlelight walk Friday night.
"I know in my heart she's somewhere out there," Celis said. "It's just taking longer than I was hoping."
She appreciates the support from the community.
"It's so wonderful to see," Celis said, "and I just want to say, ‘.'"
She did not want to elaborate on recent reports about Child Protective Services increasing their involvement in the case.
"We are confident that the police are going to find her," Celis said. "We are confident in their efforts, and we don't want to ruin anything they might have with her."
She says she has been talking to her husband Sergio Celis and that he is upset he cannot see his kids.
"My husband's a great father," Celis said. "My husband loves those boys, loves my daughter. He's a great husband."
Sergio Celis' sister, Elena Lukasiewicz, also went to the walk.
"Because we still don't have Isa, the focus goes back to Sergio and his family," Lukasiewicz said, "with negative press and bashing in the public's eye."
Sergio Celis' court appearance related to the animal charges was blown out of proportion, according to Lukasiewicz.
He was applying for an extension for citations for his dogs' tags, according to Lukasiewicz.
Sergio Celis had never talked to CPS until last Thursday, according to Lukasiewicz.
The people who walked in the vigil did not care about any of the background on the family. They only wanted to help bring Isa home.
"It's just an awesome experience, but at the same time," Alana Urchull said, "it's a terrible experience because she hasn't been found yet."

Celis family clarifies CPS involvement
Sergio Celis' sister, Elena Lukasiewicz, addressed the media before the candlelight vigil held for missing Isabel Celis Friday night...
Lukasiewicz said she wanted to clarify two points. The first was that Sergio had never directly communicated with Child Protective Services prior to last Thursday.
Lukasiewicz also clarified Sergio went to court three weeks ago to get an extension on dog tags- not animal abuse. She did not take any questions from the media...

Isabel Celis: Mom Attends Vigil, Defends Husband
The mother of missing Tucson girl Isabel Celis led hundreds of people on a candlelight walk for her daughter Friday as questions mounted against her husband, who has been barred from contacting the couple's two children.
"It's tough because we're already under a lot of stress because we don't have Isabel here, so to have more thrown on us, but we're strong and we'll be okay, we'll survive it. We just want her back," Rebecca Celis said.
Sergio Celis, the father of the missing 6-year-old, was told last week by authorities he cannot have contact with the girl's two older brothers, who are now in the custody of their mother.
Child Protective Services officials had visited the family's home in December, but officials declined to discuss the circumstances.
Rebecca Celis said her husband wanted to attend the vigil, but was unable to since one of her sons wanted to be there.
"My husband's a great father who loves his boys, who loves his daughter. He's a great husband, a great father. At the end of the day when she comes home, everybody's questions will be answered," Celis told ABC affiliate KGUN.
Police said the development does not mean that investigators are turning their focus on Sergio Celis in the disappearance of his daughter.
"A voluntary agreement was reached between Child Protective Services and the parents to restrict access or, voluntarily, for Sergio to give some space and distance away from the two older children," Tucson Police Chief Roberto Villasenor said.

Isabel Celis: Mom Attends Vigil, Defends Husband
By ALYSSA NEWCOMB (@alyssanewcomb)
May 19, 2012
The mother of missing Tucson girl Isabel Celis is defending her husband as a "great father," refuting suspicions raised by the announcement earlier this week that he would be barred from seeing his two sons, Isabel's brothers.
"My husband's a great father," Rebecca Celis told told ABC affiliate KGUN as she led hundreds of supporters on a candlelight walk Friday evening for her missing 6-year-old daughter.
"My husband loves those boys, loves my daughter," she said of her husband, Sergio Celis. "He's a great husband, a great father to the boys and to Isabel. At the end of the day when Isabel comes home, everybody's questions will be answered."
Rebecca Celis said her husband wanted to attend Friday's vigil, but was unable to since one of her sons wanted to be there. Sergio Celis was told last week by authorities he cannot have contact with the girl's two older brothers, who are now in the custody of their mother.
"It's tough because we're already under a lot of stress because we don't have Isabel here, so to have more thrown on us, but we're strong and we'll be okay, we'll survive it. We just want her back," she said.

Police said the development does not mean that investigators are turning their focus on Sergio Celis in the disappearance of his daughter.
Sergio Celis' sister, Elena Celis, also spoke in defense of her brother at Friday's vigil.
"We ask that you maintain compassion and understanding for the entire Celis family," Elena told KGUN.
Isabel Celis was reported missing by her father around 8 a.m. April 21 after her mother left for work and her father went to wake her up.
The girl was not in her room, and a bedroom window was opened with the screen removed, police said.
In a 911 call released last week, Sergio Celis sounds calm as he describes finding that the 6-year-old has disappeared from her bed and tells police he thinks she was abducted.
"I want to report a missing person," Sergio Celis says on one of the two recordings, made the morning of April 21. "My little girl, who is 6 years old – I believe she was abducted from our house."
The second recording is of a call featuring Isabel's 14-year-old brother, Sergio, who later gives the phone to his mother after she returns home from work. Both the boy and his mother are frantic, though the woman seems to control herself when she is asked for specific information about the girl's height and weight, what she was wearing, and her hair and eyes.
Police have searched homes in the family's neighborhood, dug through a nearby landfill and searched waterways and drainage systems in Tucson. More than 1,000 tips have poured in regarding the 6-year-old's disappearance.

Becky's wording seems odd to me: "My husband's a great father," Celis said. "My husband loves those boys, loves my daughter.
Strange that she'd say MY daughter and THOSE boys rather than using "our" for both pronouns. JMO.

They may not be making it public knowledge... but there's a reason why Sergio is being kept away from seeing his sons. An order such as that just doesn't come out of the clear blue sky without some purpose behind it. Officials are saying that Daddy isn't being considered a suspect...

Well, they had their final press conference today and say they haven't ruled out family, extended family or RSOs.
They're going to re-interview RSO's who target children under 10. Doesn't sound very hopeful.

Isabel Celis: Drugs and Abuse Speculated, Sex Offenders Searched
The Isabel Celis disappearance remains unsolved but there are tons of new things to speculate and discuss as far as details are going. It's already common knowledge that Sergio Celis, the child's father, has been barred from having contact with his other two children shared with Rebecca Celis. There are new speculations surrounding his removal from the home, and some of them are rather shocking. Meanwhile, detectives in Tuscon are "circling back" and checking on area sex offenders a second time. Could a sex offender be the key to solving this case or does the missing piece of the puzzle belong to Sergio?
Detectives will be focusing their sights on sex offenders who are classified as levels two and three on the registry in the state of Arizona. That means they will be touching bases with sex offenders with histories of violating children under the ages of 10 years old. This is a disturbing area of investigation and one must consider the possibility that the young girl was abducted for the sexual purposes of a criminal. This map shows a heartbreaking number of level two and three offenders in Tuscon.
A writer by the name of Pat Alvarez with the Tucson Citizen made a series of speculations in a recent piece regarding the father of Isabel Celis. The writer affirms that a voluntary agreement was made between Sergio Celis and Child Protective Services (CPS) before giving a detailed write-up of the many reasons why this could have come to be. One quote that stands out from the piece, however, really gets the mind wheels turning:
"The agreement doesn't mean that Sergio Celis is considered to have done something wrong or hurt his daughter. It is a precaution."
A precaution against what, exactly? Why would such a precaution be needed if police do not suspect, even in the slightest, that Sergio knows more about what happened to 6-year-old Isabel? The writer also goes on to speculate that there could be other reasons why CPS and Sergio agreed upon his removal from the home. He could have a history of drug abuse or arrest record. The writer even goes as far as to speculate that the man could have been driving while under the influence of drugs or alcohol, with the children in the car.
Could there be any facts to these speculations? Could Sergio Celis have a history of drugs, violence and child neglect? It's already publicly known that CPS had been involved with the family several months before Isabel Celis vanished, so what is this all about?

Found this when googling Sergio Rebecca Celis DUI (Wrap, remove if this is too long, but it looks as if one of them had a DUI with a child in the car (thus reckless endangerment?) but it was dropped I think:

Isabel Mercedes Celis Case: Police to re-interview sex offenders in search for missing Ariz. girl
By Crimesider Staff Topics Daily Blotter
(CBS/KPHO) TUCSON, Ariz. - Tucsan police say they plan to re-interview registered sex offenders in the case of missing 6-year-old Arizona girl Isabel Mercedes Celis.

Police said at a Monday afternoon news briefing that detectives will target those offenders known to abuse children under 10-years-old, CBS affiliate KPHO reports.
Police have reportedly already spoken to 540 registered sex offenders in connection with the girl's disappearance.
Authorities have been searching for Isabel since her father, Sergio Celis, reported her missing April 21. Police haven't determined whether Isabel was abducted by a stranger or someone the family knew.
Police said they also plan to canvass 30 to 40 homes in neighborhoods near where the girl lives, KPHO reports.
