Man indicted on 150 child porn charges

CLEVELAND - A man already facing 150 counts of child pornography has now been charged with kidnapping.

Back in May, 49-year-old Darin Casper, of Cleveland, was indicted on 146 counts of illegal use of a minor in nudity-oriented material or performance, three counts of pandering sexually-oriented matter involving a minor and one count of possessing criminal tools.

On Tuesday, Casper was charged with more than a dozen counts of gross sexual imposition and four counts of kidnapping, according to court documents.

Authorities said 10 children were unknowingly videotaped and six children were touched by Casper that he took to an Ohio camp ground. Task force members were able to interview the victims after Casper was in custody, leading to the second round of indictments.

Casper will appear in court on Thursday for a pretrial hearing on the original case, and then on Friday, he is scheduled for an arraignment on the new charges.

“For years, Casper has perpetuated the victimization of children by downloading, creating, and sharing these pornographic images. Today’s indictment continues the fight against sick minded Internet predators,” Cuyahoga County Bill Mason said in May.

Mason said Casper’s child porn collection was actually discovered by the Utah Attorney General’s Office. When the Ohio Internet Crimes Against Children Task Force searched Casper’s house on Baltic Avenue, they seized computers, CDs, cell phones digital cameras containing 1,500 child porn images and videos, Mason said.

CLEVELAND, Ohio -- A Cleveland man charged with child pornography-related crimes was approved by authorities to care for children attending his wife's county-licensed day care operation for more than a decade.

The day care site was closed on April 17, two weeks after a county children's services agency investigation found evidence that Darin Casper had sexually abused a child whom the family knew. That child was not in the day care.

The agency began investigating the allegations at the end of January.

A few weeks later, others conducting a separate investigation searched the Caspers' Baltic Road home looking for evidence that Casper had emailed pornographic images of children to a person in Utah.
Prosecutors said that they found more than 1,500 images and videos of child pornography at the home in a padlocked room.

Casper pleaded not guilty this week to 150 charges, including 146 counts of illegal use of a minor in nudity-oriented material or performance, three counts of pandering sexually oriented matter and one count of possessing criminal tools. A judge set Casper's bail at $100,000. (That is NOT enough!)

The years during which Casper is accused of creating, downloading and trading child pornography roughly mirror the years the day care was operating. It isn't yet clear whether any of the images involved children in the day care, although his lawyer this week said he didn't believe the charges were related to the business.

Casper is not charged with crimes related to the sexual abuse case, though Brunswick Hills police confirmed they are also investigating allegations against him.

Several former friends, former clients and relatives of Casper's have called The Plain Dealer to discuss the allegations. Several said he often cared for children when his wife was ill and took some on field trips or camping trips to Medina County.

Rita Casper was certified in 2000 to operate the day care from the Baltic Road home. She was licensed by the county to care for up to six children ages 12 and under, including two or sometimes three infants. The house's main day care area was in the basement.

Before being approved as a caregiver for children, Darin Casper was fingerprinted and underwent a criminal background check. He does not appear to have a criminal record. He also had to take a health and safety course.

There were no previous reports of abuse or neglect in the home, said Mary Louise Madigan, spokeswoman for the Department of Children and Family Services.

County records show the home was inspected twice yearly by the Department of Employment and Family Services, which certifies day care operations and provides vouchers for families who cannot afford child care on their own.

During one of the inspections in 2009, a child care certification employee noticed a padlocked room in the home. She had a family member unlock the room, which was set up like an office. Prosecutors this week described a similar room filled with computers, VHS tapes, floppy disks, CDs and a cellphone that they seized during their search.

Over the 111/2 years the day care operated, that agency documented a handful of complaints about Rita Casper's operation, including that it was filthy, that a teen child in the home was skipping school and smoking marijuana and that a caregiver failed to feed a child a meal. However, none of those complaints allege sexual abuse.

Inspections showed that the Caspers had to be reminded to have working smoke detectors, covered electrical outlets and medical records for children. But each time a violation of child care rules was noted, it was fixed, according to the records. The most recent inspection was on Feb. 29 and noted only minor issues.
