ANNAPOLIS, Maryland - A Delaware pediatrician is accused of molesting at least 16 patients, including some who appear to be no more than 6 months old, and police said the doctor used video cameras to record some of the brutal attacks in exam rooms.

Dr. Earl B. Bradley, 56, was being held on $2.9 million bond Tuesday, said Sgt. Walter Newton, a Delaware State Police spokesman. Police believe there could be more victims.

Bradley, of Lewes, faces 29 charges, including rape. He was charged last week with sexually abusing nine girls
"Forensic evaluation of seized video files and software has to date discovered 15 more unidentified victims," according to a detective's sworn statement obtained by The News Journal of Wilmington.

While court officials released some records to The Associated Press, the detective's affidavit was not one of them.

An explicit 18-page document released to AP did, however, detail the alleged attacks in exam rooms, which had Disney themes such as Pinocchio, at BayBees Pediatrics, Bradley's solo practice. A detective who viewed the assaults described in court papers the 6-foot, 225-pound Bradley as having a "violently enraged expression on his face" in one video involving a 2-year-old.

Newton said he did not know if Bradley had an attorney. A listed home phone number could not be found for Bradley, and prison officials would not allow a call through to him for comment Tuesday night.

Extensive video evidence
The detective, who noted he had viewed thousands of child molestation images, described the video "as one of the most violent and brutal attacks on a child of any age" that he had seen.

"At the end of the tape, the defendant re-dresses, offers the child a treat and tells her they are going in to see 'Mommy,'" according to the documents.

In another video, Bradley abuses a patient who tried twice to run away, the documents said. Some of the video clips were 20 to 30 seconds. Others lasted more than 11 minutes.

Court documents said a Dec. 15 raid of the doctor's office found six hand-held video cameras, but it wasn't clear whether cameras were held or set up for the tapings. Police also seized a computer and digital and thumb drives.

Authorities later searched the doctor's home in Lewes, a town of 3,100 on the Delaware coast, taking away digital cameras, VHS tapes and numerous photo negatives.

Police claim Bradley abused children in more than one room at his office, noting that he also took children to an outbuilding "where he keeps rides, toys and treats."

The alleged crimes cited in court papers happened between August and this month. Police said they learned of the alleged abuse when a 2-year-old girl told her mother that the doctor had hurt her during a Dec. 7 appointment.

and another thing. always ask your children questions of what happens when you're not around. it might be something simple as what did you do? who did you play with? ESPECIALLY if they are alone w/another adult.

Police received complaints from the parents of at least two other children who were patients of Dr. Earl B. Bradley before allegations from a third this month led officers to move in and file rape charges against the Lewes pediatrician.

Investigators actively looked into the two earlier allegations but found there was not enough evidence to support any criminal charges or even request a search warrant, said state police Cpl. Thomas Guarini. LE failed the children that were molested after these first allegations. They dropped the ball. The December 7th molestation didn't have to happen!

The allegations were investigated "as far as we could," he said.

Legal experts said it is not surprising that it took a year and three different allegations before police were able to act because of the difficulties involved in investigating and prosecuting sex crimes against children.

Guarini said the matter was not dropped, even though police felt they had hit dead ends. When allegations came from the parents of a 2-year-old girl against the 56-year-old Bradley, investigators late Tuesday filed charges of second-degree rape, unlawful sexual contact with a child and child endangerment. They also followed up with a search warrant that in part was designed to substantiate or disprove the two earlier allegations.

Investigators have been in contact with parents of other patients of Bradley who contacted police since news of the arrest broke. Guarini did not elaborate on those conversations.

The improper contact between Bradley and the 2-year-old girl took place during a Dec. 7 visit to his office, according to court records. Afterward, the child told her mother that when Bradley took her out of the examination room to a basement with toys and candy, he had "hurt" her private area.

The girl's father later said the child made a similar complaint after an October office visit.

Following the complaint from her parents, the child was interviewed Dec. 9 at a Children's Advocacy Center. At the close of the interview, a nurse practitioner examined the child and found evidence of trauma consistent with sexual contact, according to court papers.

Delaware Attorney General Beau Biden said Thursday he could not comment on specifics of this case but added his office is taking it "extremely, extremely seriously."

In general, Biden acknowledged such cases can be problematic because the children involved may be unaware they are victims and may be unable to clearly articulate what happened. "They are voiceless oftentimes," Biden said. And protective parents may not want their child "to have to relive it and be re-victimized during the process of prosecution."

Legal experts said child sexual-abuse cases present challenges because of the potentially explosive and scandalous nature of such criminal charges and because of the unique legal and practical considerations involved in dealing with a child victim.

Even if a child can manage to state what happened, there could be difficulties in having a child's testimony admitted at trial, said Widener Law School Associate Professor Jules Epstein. Some courts do not recognize a child under 3 as competent to testify, he said.

And if it is allowed, the court is presented with the challenge of how to deal with the right of the accused to confront or cross-examine a child while providing a measure of protection for a vulnerable victim, he said.

To get around these issues, a prosecutor might turn to the physical evidence, Epstein said. "The more physical evidence, the greater the ability to prosecute," he said.

But attorney Donald Roberts, who prosecuted sex crimes for 12 of his 15 years with the Delaware Attorney General's Office, said in child sexual-abuse cases, "there is seldom any physical evidence to substantiate a claim."

One way state law enforcement deals with this is by having children interviewed at the Children's Advocacy Center of Delaware by a trained interviewer, who is careful to avoid "tainting" a child's description of events. Those interviews are generally recorded, providing first-person testimony from a child that could be used at trial in certain circumstances.

On Wednesday, Attorney General Beau Biden held a press conference to update the public on the investigation of Lewes pediatrician, Dr. Earl B. Bradley. In addition, Biden provided information about victim services that are available to community members who have been affected by this case.

“As the Attorney General of this state, and as a parent, I know how concerned the parents and caretakers of children who have been patients of this individual must be,” Biden said. “During the course of this ongoing investigation, we and our law enforcement partners have done – and continue to do – everything in our power to pursue this case to the fullest extent in the criminal justice system. We are acting as quickly as possible to review the substantial amount of evidence seized and will use every resource necessary to continue to conduct a methodical and deliberate investigation.”

On Dec. 16, Bradley was arrested and a search warrant was executed at his medical practice. As a result, on December 18 he was arrested on several additional charges. He currently faces 33 felony charges, including eight counts of first-degree rape, four counts of second-degree rape , 14 counts of sexual exploitation of a child, and two counts of endangering the welfare of a child.

Bradley’s preliminary hearing, scheduled for today in the Sussex County Court of Common Pleas, was continued at his request. It has been rescheduled to Jan. 14, 2010.
The charges, and any additional charges which may be warranted as the investigation continues, will be presented to a grand jury for indictment. He remains held on $2.9 million cash bond.

A 225-pound pediatrician videotaped himself sexually assaulting children as young as 3 months old in his examination rooms, according to Delaware court documents. During one brutal assault of a 2-year-old, Dr. Earl Bradley had a "violently enraged expression on his face," an investigator said in a sworn statement. The detective described the assaults as among the most "violent and brutal on a child of any age" that he had seen.



Bradley, 56, is seen on the videotapes in his gaily decorated exam rooms yelling at children as they cry and try to run away, reports the Wilmington News Journal. He has been charged in rape and other sexual assault of nine girls. He's suspected of attacks on at least 16 children, and likely several others. The recent videotapes were filmed since August of this year. Police investigated the pediatrician after a toddler complained to her mom earlier this month that the doctor had hurt her. He's being held in lieu of $2.9 million bail.

Police wrote that they have not yet identified the eight other children he was charged with raping because the crimes were depicted on videotapes seized from Bradley's office.

During the searches of the doctor's office, police found a small computer data storage device that contained videos of multiple forced sexual acts with child patients -- including intercourse, oral sex and fondling -- according to court records.

The videos were made between Aug. 7 and Dec. 13, police wrote. Several videos are described as showing the doctor, wearing his blue scrubs, yelling orders at babies and toddlers, some of whom are crying or trying to run away. State police wrote that there are at least 16 victims and perhaps many more, and that additional charges might be filed.

For more than a decade, Dr. Earl B. Bradley was a trusted fixture of the small coastal town of Lewes, Del., seeing thousands of children at a private practice he called BayBees Pediatrics.

On Wednesday, an official from the state attorney general’s office said that Dr. Bradley might have raped or molested as many as 100 children over the last 11 years, and the police scrambled to identify victims seen on videos that they say the doctor made of the assaults. They also began contacting law enforcement agencies in Florida, New Jersey and Pennsylvania, where they believe the doctor may have also seen patients.

Last week, Dr. Bradley, 56, was charged with molesting or raping at least seven patients, including some infants. A court hearing in the case was canceled Wednesday because Dr. Bradley had been placed on suicide watch.

“We are acting as quickly as possible,” the attorney general, Joseph R. Biden III, said Wednesday at a news conference.

Mr. Biden said his office would “use every resource necessary to continue to conduct a methodical and deliberate investigation.”

Dr. Bradley has been charged with 33 felony counts of first- and second-degree rape, sexual exploitation of a child by photo or film, and endangering the welfare of a child, said Paula T. Ryan, the chief prosecutor in Sussex County.

“The accusations are awful,” said Dr. Bradley’s lawyer, Eugene J. Maurer Jr. “But they are still just accusations.”

Mr. Maurer added that while he had not had enough time to study the case, he suspected that Dr. Bradley had severe mental health issues.

The police said they had received multiple complaints about the doctor roughly a year ago. “We investigated as far as we could, but there wasn’t enough evidence to go forward with charges,” said Sgt. Walter Newton, a Delaware State Police spokesman.

Though most of the victims remained unidentified, the police said one was a 2-year-old girl who was interviewed after her mother said Dr. Bradley had touched the girl’s genitals.

The police arrested Dr. Bradley on Dec. 16 after the girl’s parents complained. Dr. Bradley was released for one night while the police sought search warrants for his office and home. After obtaining those warrants and conducting the searches, he was arrested again on Friday, Ms. Ryan said.

Court documents say that during those searches, the police seized at least six cameras, 100 DVDs and VHS tapes, dozens of reel-to-reel films and a small computer data storage device that contained videos of multiple forced sexual acts with child patients — including intercourse, oral sex and fondling.

Several of the videos, court documents say, show the doctor, in blue scrubs, yelling orders at the toddlers, some of whom are crying or trying to run away. In one video, Dr. Bradley has a “violently enraged” expression on his face, the court papers say.

Dr. Bradley is being held on $2.9 million bond at the James T. Vaughn Correctional Facility in Smyrna, pending a preliminary hearing scheduled for Jan 14.

The police said that they did not know whether Dr. Bradley had practiced in Florida or New Jersey, where he has held medical licenses, or in Pennsylvania, where he attended medical school and did his residency. But they said they were notifying those states of his arrest.

Yes, he is. He looks like a perv instead of a Pediatrician. Most if not all Pediatrician's look like nice, caring people. Not this guy. I was shocked at how unkempt and sick in the head he looks!!

I have been ignoring this thread since it started, as I knew it was going to be a BAD one!

I agree with all of you. I have NEVER left my kids unattended in an exam room.. not even when they have had procedures done at the hospital! NO WAY could I or any NORMAL practitioner expect a parent to not be there for their children in any exam room.

As for the parents of the 2 year old that told her parents back in October that her Dr. "hurt" her.. WTF!! How could you NOT have your child looked at the 1st time it happened?? IMO They are the ones responsible for her being "hurt" the second time.

Legitimate doctors have a group of employees surrounding them. Where were these adults while all this was going on all these years?---Did he not employ anyone else to run his office and insurance claims or a nurse or tech to draw blood? A one-man show? That alone is very odd. Other employees just might have blown the whistle on him a long time ago.

Pity the poor (or rich) good doctors who will see a rise in their malpractice premiums because all these children have grounds for massive lawsuits against this quack!

This entire thing makes no sense:

1) Why in the world would a parent leave their child - especially an infant - alone with this perv?

2) Why wasn't this "doctor" arrested a year ago when he was under investigation?

3) Why wasn't his MD license suspended while the detectives or whomever were investigating??

Good question, Charm. I know when I go for the annual pap, a nurse has to be in the room with the doctor and I have a female doc. But even so, I do believe there is a law that a nurse MUST be in the room if a doctor is examining a minor.

There was never a nurse in the room at my kids pediatrican visits/exams unless assistance was required beyond what I could provide. I was ALWAYS in the room except once when my 6 month old daughter was placed in a straight jacket and screaming got 6 stitches in her chin. There was 2 nurses assisting the doc on that occasion. Today when my grandchildren have appointments things are the same, no nurse, but the mommys always stay.

The Delaware Board of Medical Practice wasted little time suspending the license of alleged serial pedophile Dr. Earl Bradley during an emergency meeting today.

After deliberating in private executive session for about 10 minutes, the board emerged and immediately voted 11-0 to temporarily suspend the license of Bradley, a pediatrician charged earlier this month with raping nine female patients since August.

Bradley, 56, who allegedly videotaped himself assaulting girls ranging from 3 months to 13 years, is suspected of molesting as many as 100 patients since 1998, authorities said last week.

Prosecutor Barbara Gadbois, who had made a brief presentation to the board, said Attorney General Beau Biden “will continue moving forward with procedures to revoke’’ Bradley’s license.

None of the other members spoke during the hearing, and none would agree to be interviewed afterward. Five of the board’s 16 members were absent.

Neither Bradley, who is being held at the state prison near Smyrna in lieu of $2.9 million cash bail, or his attorney, Gene Maurer, attended the hearing.

A full hearing before a three-member panel of the board will be scheduled within 60 days, and Bradley will be permitted to defend himself.

But concerned parents asked officials why Bradley was allowed to continue practicing during an investigation that began a year ago, and despite at least one complaint that was filed more than four years ago.

A woman who said she watched Bradley inappropriately touch her daughter in 1999 during a doctor's visit said she filed a report with state police at least four years ago after hearing of similar complaints from other parents.

"This could have been stopped years ago," said the woman, who asked that her name not be published to avoid identifying her daughter. The Associated Press does not identify possible victims of sexual abuse.

Other parents wondered why Bradley was allowed to keep practicing after police began investigating more recent complaints over the past year. They also complained that police were slow in responding to them.

I saw some of this on JVM the other night. How could one kid not have told? Just one kid, maybe they told and were not believed by their parents.
I went to an Ob/Gyn in a new city I had moved to, he gave me a complete exam with no nurse present. He made me very uncomfortable, I never went back.

I would never leave my child to take care of her own appointments.What is wrong with these parents!!! i don't care how trusted a doctor is you trust your kids more!! there is always a nurse present for every visit to our pediatrician.
